I. DESCRIPTION OF THE PROPOSAL Ben Krueger A parcel located in the NE 1/4 NE 1/4 Section 28 and the NW 1/4 NW 1/4 Section 27, T6S, R89W; more practically described as a parcel located about 1/4 mile west of Glenwood Springs off of County Road 127. An 11 acre mobile home park to have 1 additional space added to the existing park. A. Site Description: The parcel is located in a well vegetated valley floor with Three Mile Creek running through the site. The larger vegetation consists of scrub oak, willows and cottonwoods. B. Project Description: It is proposed to add one (1) additional space to the existing 19 mobile home spaces in the park. The mobile homes are located on approximately 3 1/2 acres of level ground along the creek bottom. The remainder of the 11 acre parcel is steep hillside. The one additional space will be created by modifying the size of three larger lots (10,11,12), which total 14,329 sq. ft. in area. Lots 10 and 12, have existing 14' x 68' mobile homes in place. Lot 11 is vacant, and will be modified by adding area from lots 10 and 12 to create two spaces. Water is provided by a State approved central water system. Sewage collection is provided by the City of Glenwood Springs. Access is off of County Road 127, through a private driveway into the mobile home park. History: In 1982, by Resolution No. 82-291, two additional spaces were approved for the previous owners. In 1984, by Resolution No. 84-132, one (1) additional space was approved for the present owners. II. MAJOR ISSUES AND CONCERNS A. Zoning - The presentowner has upgraded the existing park to be consistent with the Garfield County Zoning Resolution Standards for a Mobile Home Park. The proposed new and modified mobile home spaces meet the 3000 sq. ft. minimum space size requirement. The two existing 14' x 68 ft. mobile homes require a minimum lot size of 3808 sq. ft. each, to meet the 25% maximum lot coverage requirement. Based on a total area in the three existing lots of 14,329 sq. ft. less the required 7616 sq. ft. of lot area required for the two existing units, there is a total area of 6713 sq. ft. available for the two remaining lots (existing lot 11 and proposed lot 20). This would allow two lots of 3356 sq. ft. each, which would be large enough for 14' x 60 ft. mobile homes, but not for 14' x 68 ft. units, as noted in the application. The applicant has proposed to increase the lot area to allow for up to a 14' x 65' unit on one lot. This requires a 3640 sq. ft. lot to meet the 25% maximum lot coverage requirement.. • • B. Agency Comments - The City of Glenwood Springs has noted that any new sewer hook-ups must be inspected by them prior to use by a tenant. The previous application was reviewed favorably with the request by the Fire District to have two dry wells placed in the park for fire protection. The dry wells were developed and are in place. III.SUGGESTED FINDINGS A. That proper publication and public notice was provided as required by Section 9.03.04 (1)(2) of the Garfield County Zoning Resolution of 1978, as amended, and B. That the hearing before the Board of County Commissioners was extensive and complete, that all pertinent facts, matters and issues were submitted and that all interested parties were heard at that hearing; and C. That the proposed land use is in general conformity with the Garfield County Comprehensive Plan; and D. That for the above stated and other reasons, the proposed Special Use is in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County. V. RECOMMENDATION On July 8, 1987, the Planning Commission recommended approval of one additional space, Space No. 20, subject to the following conditions: 1. That all proposals of the applicant shall be considered conditions of approval unless specified otherwise and that all conditions of approval contained in previous Resolutions of Approval shall remain in force and effect. 2. That Spaces No. 11 and No. 20 shall be limited to mobile homes that do not exceed the 25% lot coverage requirement. 2 4110 N.
