Dear Ben:
Per your request, I discussed your Special Use application with the Board
of County Commissioners regarding the reduction or waiver of the
application fee and setting of a public hearing. They did not feel that
they could reduce the application fee due to the fact that their
resolution establishing the fee schedule does not make provisions for
reducing fees. They also felt that your application should be reviewed by
the Planning Commission prior to the public hearing.
Based on the above determination, your application will be presented to
the Planning Commission at their regular meeting on July 8, 1987, at 7:30
P.M. Also enclosed is a public notice for a public hearing on July 13,
1987, at 10:00 A.M. As a courtesy, the public notice will be given to the
Glenwood Post for publication on or before June 26, 1987. The cost of the
publication will be your responsibility, as well as obtaining the "proof
of publication". It will be necessary to present the proof of publication
at the hearing, so please make sure it is obtained prior to the hearing.
As in your last application, it will be necessary for you to send a copy
of the enclosed public notice to all adjacent property owners at least
five (5) days prior to the hearing, by return -receipt mail. Enclosed is
an updated list of adjacent property owners. This would require mailing
no later than July 8, 1987. We strongly recommend that you mail the
notices well in advance of that date to insure that everyone affected is
aware of the proposal and you are not responding to concerns not
previously expressed, at the public hearing. You will also need to
provide the return -receipts, and/or mailing receipts at the hearing.
Since the publication needs to be given to the Glenwood Post by June 25,
please advise me by next Wednesday if you do not want to proceed. I have
not sent your check through the Treasurer, if you have second thoughts
about proceeding. The review fee is not refundable after we go to the
public hearing and there is no guarantee that the Board will approve your
request.

It appears that I made a mistake when the actual Special Use permit was
signed by the Board of County Commissioners. Resolution No. 84-132 was
very specific in that it has language allowing only one additional space
for a total of 19 spaces in your mobile home park. (See enclosed) The
actual permit should have stated one (1) rather than two (2) spaces to be
consistent with the resolution.
In concept, your proposed reconfiguration of lots 10, 11, and 12 to allow
for an additional space appears feasible. Unfortunately, this was not a
part of the Board's approval and technically requires the same approval
process to be followed before lot 20 could be approved. The modification
of lot 19 is fine and is consistent with the Board's approval contained in
Resolution No. 84-132.
On Monday, June ,1, I will be taking a corrected permit to the Board for
one (1) space. If you would like to pursue the approval for lot 20, we
will need to sit down and discuss a new application and hearing process.
I apologize for the confusion created by this error. If you want to
pursue the application or have any additional questions, feel free to call
or write to me, at your convenience.

Dear Mr. Krueger:
Enclosed is the Special Use permit allowing for the expansion of the Three
Mile Mobile Home Park, pursuant to the conditions of approval contained in
Resolution No. 84-132. The Glenwood Springs Fire Protection District has
verbally approved your two dry pumper locations. They noted that the
pumper stations may not work correctly during high water, but they would
function during normal stream flows.

Enclosed is an overlay of the Three Mile Trailer Park
showing the addition of trailers 19 & 20 to the park as
per your letter of 1/6/87 granting the permit for the 2
extra spaces.
Notice I changed the placement of the #1 trailer since
he moved out last month. Instead of having the
replacement adjacent to the hill we put the 54x12
trailer parallel to the neighbor #2. This allowed for
plenty of room to get #19 into the space parallel to #1
and be further away from the stream (40" +). This also
allows better parking for all. Number 19 could either
be a 54x12 or a 68x14. The total lot sizes for #1 & 19
is 10,485 s.f.
Lots 10, 11, and 12 have a total of 14,229 s.f. Number
11 has recently moved out so I hope to make those lots
equal in size since #12 is too large. We can make ample
space for #20 since the three lots now have so much
room. If we install a 68x14 and a 54x12 or 14 in lots
11 and 20 as shown on the overlay, we still have 3,504
s.f. per space, over 3 times the trailer size which is
above minimum in the code.
Hookups will be easy and ample parking of 2 vehicles per
trailer available.
Mark, I hope the changes are not a problem and we can go
ahead and start in this month.

Thank you for referring to the City Mr. Krueger's application to add
three spaces to the Three Mile Creek Mobile Home Park.
I would like to emphasize that the City is in favor of the establishment
and the continued operation of mobile home parks in the Glenwood Springs
area. We recognize that mobile homes are an important, affordable
option in the housing market. In this spirit, we support Mr. Krueger's
efforts to provide additional mobile home space.
We would recommend, however, that no structures be allowed within thirty
feet of the high water mark of any stream. This is the regulation which
we apply within the city limits and in Glenwood Park in particular.
Three Mile Creek, like any mountain stream, is potentially dangerous and
caution should be used in developing the property along its banks.
Recent bank erosion along Three Mile Creek indicates the power and the
volume of water which this stream carries.
In 1982, a site specific flood analysis was performed for the Mountain
Market property on Midland Avenue. You or Mr. Krueger may review this
document if you wish.
I hope that everyone can reach an amicable compromise on this proposal
in light of the potential flood hazard.
