The plant will be located on private property at Bair Ranch, (see enclosed agreement). Access to the plant will be I 70 to Bair Ranch road, and the bridge over the Colorado River. The project is located no more than 1000 yards of the proposed plant location. The plant will be either a Ross Model 160 or a Rex Lo -Go 10 with a cement silo. water storage tank and aggregate batch bins. The silo is the tallest portion of the structure with a height of approximately twenty (20) feet. Access Colorado Division of Highways Project No. I 70-2(99) is located approximately one (1) mile west of the east end of Glenwood Canyon. Access to the plant site will be by I 70 to Bair Ranch access road over the bridge spanning the Colorado River. The plant will be located on private property. Impact on local traffic will be minimal. B. Utilities - No public utilities will be involved. Electricity will be supplied by a portable generator; water will be imported by a water truck and portable sanitary facilities will be located at the plant. C. Operation The use of the plant will be necessary to meet construction schedules. Plant could be operated seven (7) days a week both day and or night shifts. Aggregate will be mined outside of the plant site and imported to the plant by trucks. Cement will be imported to the plant by truck. D. Environment - Noise - the plant is located a minimum of 200 feet from any inhabited buildings. The volume of sound —inherently and recurrently generated does not exceed sixty (60) decibles at a one -hundred (100) foot radius measured from the plant. Water - There will be no discharge of water. Aggregate production is located elsewhere. Water required for concrete production will be imported and tank stored at the plant. Air - The plant is equipped with the required EPA Air Pollution controls (ie, Baghouse) and meets all Federal and State requirements. You are directed not to begin any such work. At the present time, CDOH does not have adequate documentation to demonstrate that the proposed source is acceptable. All requirements of the Standard Specifications Sections 106.20(b), 107.01 and 107.05 will need to be complied with. The letter from Mr. Green of the State Historical Preservation Office contains some statements that lead us to believe that he was not totally aware of the conditions that exist. Some of his statements may notret benot completely correct due to the lack of this information. Also, we sure that Mr. Green is aware that Peter Kiewit Sons' Co. is a contractor performing work under a Federal Aid Contract and that the materials developed under a private agreement will be used by this contractor on a Federal Aid Project. Dear Mr. Patterson: Subsequent to the October 12, 1983, response to you from Jim Green of our office, we have learned that there may be federal involvement in the proposed land leveling. project to create space for new sheep pens in the vicinity of the Bair Ranch, which has been officially determined eligible for inrlusion in the National Register of Historic Places. Therefore this office suspends its comments expressed in the above correspondence pending receipt and review of documentation requested November 4, 1983, in telephone communication between Mr. Green and Mr. Dick McVaney of Peter Kiewit & Sons Company.
