Legal Description:
Practical Description (location with respect'to highways, county
roads, and residences): A two acre site on the east side of Hwy. 82
a few hundred feet north of the Cattle Creek road and immediately
south of the buildings formerly known as the Peco buildings.
Requirements:
1. Plans and specifications for proposed use (hours of
operation, no. of vehicles/day, location and size of
structures, etc.).
2. Existing or proposed method of sewage, source of disposal
and water. Road access and other information deemed
necessary to explain proposed use.
3. A vicinity map drawn to scale depicting the subject
property, location, and use of building and structures on
adjacent lots.
NO4. An impact statement on the proposed use where required by
Sections 5.03-5.03.12 of Zoning Regulations.
No4 5. A copy of Assessor's map showing property; and a listing
of all adjoining property owners of said property.
6. A base fee of $ 400shall be charged for each
application and shall be submitted with the application,
additional charges may be imposed if County review costs
exceed the base fee.
7. Attach a copy of proof of ownership for your property
(deed, title insurance).
If public notice is required, notice provided by the Planning
Department shall be sent out at least five (5) days prior to
hearing by return -receipt mail to all the above noted adjoining
property owners. Mailing is the applicant's responsibility and
proof of mailing must be presented at the hearing. Additionally,
the same notice shall be published one (1) time in the official
County newspaper at least fifteen (15) days prior to such hearing
date. Applicant shall bear the cost of publication and be
responsible for presenting the "Proof of Publication" at the
hearing.

Special Use Permit
The proposed structure would be located on an undeveloped two acre
site east side of Hwy. 82, a few hundred feet north of the Cattle
Creek intersection and immediately south of the buildings formerly
known as the Peco Buildings. The structure would be located on the
far back (east) side of the lot and notched into the existing bank
up to an eight foot excavation, or less. The proposed structure
would be 40 -ft. x 50 -ft. in size with 12 -ft. high walls constructed
with cinder block. The footings (8" x 16") shall be two feet below
grade with two continuous #5 rebars. The foundation walls (8")
shall be four feet (or dock height) above grade with two continuous
#4 rebars, top and bottom. A 5" concrete floor shall be placed at
the top and inside of the foundation walls. The front of the building
(50 -ft. side) would have four 10 -ft x 10 -ft. overhead doors. The side
of the building (40 -ft. side) would have one 10 -ft. x 10 -ft. overhead
door and one 3 -ft. walk-in door. The roof will be constructed with
manufactured wood trusses (6/12 pitch) placed on 2 -foot centers
with 5/8" plywood decking topped with a good grade of metal roofing.
The only utility required for this facility is electric lighting.
This structure is a typical warehouse type building which is to be
used as a freight terminal.

South, Range 88 West of the 6th P.M. being more particularly
described as follows:
Beginning at a point on the Southerly boundary line of a
tract of land described in Document No. 260508 of the records
of the Clerk and Recorder of Garfield County, Colorado said
point also being on the Westerly right-of-way line of a
county road as built and in place whence the Southeast
corner of said Section 7 bears S. 47°43'16" E. 2126.81 feet;

B. DESIGN CODES
The requirements of the Uniform Building Code as published by the International Conference of Building
Officials, shall govern the design and construction of this work. The following codes and editions were
used:

C. CHANGES
Any changes to the structural drawings required due to the acceptance of alternates and/or substitutions are
the responsibility of the contractor and shall be submitted to the structural engineer for approval.
D. SHOP DRAWINGS
Engineers review is intended only as an aid to the contractor in obtaining correct shop drawings.
Responsibility for correctness shall rest with the contractor.
1. Shop drawings shall be submitted for all structural items in addition to items required by
architectural specifications.
2. The contractor shall review all shop drawings prior to submittal. Items not in accordance with the
contract documents shall be flagged upon his review.
3. Verify all dimensions with the architect.
4. Any changes, substitutions, or deviations from original contract drawings shall be clouded by
manufacturer or fabricator. Any of the aforementioned which are not clouded or flagged by
submitting parties, shall not be considered approved after engineer's review, unless noted
accordingly.

5. The shop drawings do not replace the original contract drawings. It is the contractor's
responsibility to make sure items are constructed to original drawings.
6. The adequacy of engineering designs and layout performed by others rests with the designing or
submitting authority.
7. The use of reproductions of these contract drawings by any contractor, sub -contractor, fabricator,
erector or material supplier in lieu of preparation of shop drawings is expressly prohibited.
E. GENERAL
1. All dimensions and details on structural drawing shall be verified against the architectural
drawings and any discrepancies shall be brought to the attention of the architect before
construction or fabrication commences. DO NOT SCALE DRAWINGS.
2. Coordinate all openings through floors, walls and roofs with the Mechanical and Electrical
Contractors. Notify Engineer if any openings are to be cut in structural systems.
3. Provide all necessary temporary bracing, shoring, guying or other means to prevent excessive
stresses and to hold structural elements in place during construction.
4. Details on the structural drawings are typical. Verify all dimensions with the architectural
drawings.
5. The contract structural drawings and specifications represent the finished structure. They do not
indicate the method of construction. The contractor shall provide all measures necessary to
protect the structure during construction. Such measures shall include, but not be limited to,
bracing, shoring for loads due to construction equipment, protection of existing structures.
Observation visits to the site by the structural engineer shall not include inspections of the above
items nor will the structural engineer be responsible for the contractor's means, methods,
techniques, sequences for procedure of construction, or the safety precautions and the programs
incident there to.
6. Options are for the contractor's convenience. He shall be responsible for all changes necessary if
he chooses an option and shall coordinate all details. The cost of additional design work
necessitated by selection of an option shall be borne by the contractor.
7. Any engineering design provided by others and submitted for review shall bear the seal and
signature of an engineer registered in Colorado.
8. Dimensions on the structural drawings are exact with the exception of masonry and sawn lumber
dimensions which are nominal. Verify all dimensions with the architectural drawings.

9. Construction materials shall be spread out if placed on framed construction. Load shall not
exceed the design live load per square foot.
FOUNDATION
A site specific soils report has not been prepared. All assumptions must be verified prior to actual construction.
A. EXCAVATION
1. Contractor shall provide all necessary sheeting, shoring and bracing where required to properly
and safely complete the work.
2. Avoid excessive wetting or drying of the foundation excavation during construction, keep
excavations reasonably free of water at all times and completely free of water during placement of
the concrete.
B. BEARING REQUIREMENTS
1. Footings shall bear on natural undisturbed soil or adequately (per soils engineer) compacted
structural fill, below the frost depth required by the applicable building code. Any discrepancies
with the footing elevations shown on the plans shall be brought to the attention of the engineer.
2. Building to be founded on continuous concrete spread footings placed on undisturbed granular soil
with the following allowable bearing pressures:
Maximum 2500 psf (DL+LL)
Minimum None required
3. Retaining walls are designed with the following soil pressures:
Active pressure 55 pcf
Passive pressure 300 pcf
C. GENERAL REQUIREMENTS
1. Center foundations under columns and walls unless noted otherwise.
2. Provide foundation ventilation in crawl space areas as required by section 2516 of the Uniform
Building Code.
3. Backfill on walls with fill on both sides shall be compacted in equal lifts each side of wall. Walls
backfilled on one side only shall have all supporting slabs, permanent framing or temporary
bracing in place prior to placement of the backfill (unless noted otherwise on plans).
CONCRETE
A. CONCRETE REQUIREMENTS

Concrete has been designed and shall be constructed in accordance with the latest editions of the American
Concrete Institute Building Code, ACI 318 and Specifications for Structural Concrete for Buildings, ACI
301. Provide hot or cold weather protection per ACI 305 & 306.
1. Concrete shall have a minimum compressive strength at 28 days of:
Walls & footings 3000 psi
Slabs 3000 psi
2. Concrete to be used in all slabs shall be mixed with 1.5 lbs. of polypropylene fibers.
Maximum allowable slump shall be 4 inches. Minimum allowable strength at 28 days shall
not be less than 4000 psi.
2. Provide Type II cement throughout with 4% air entrainment.
3. Mechanically vibrate concrete.
4. No admixtures shall be used without approval by the engineer.
5. Addition of water to the batch material for insufficient slump is not permitted.
6. Do not place pipes, ducts, or chases in the structural concrete without approval of the engineer.
7. Thoroughly clean all keyways and construction joints prior to placing concrete in adjacent pour.
8. Concrete shall not be in contact with aluminum.
B. REINFORCING
Detailing, fabrication, and erection of reinforcing steel bars shall comply with the ACI Manual of Standard
Practice for Detailing Reinforced Concrete Structures ACI 315.
1. Reinforcing bars shall be ASTM A615 - Grade 60.
2. Welded wire fabric shall conform to ASTM A185. Furnish in flat sheets only.
3. Concrete protection for reinforcement:
Cast against and permanently exposed to earth 3 in.
Exposed to earth or weather #6-#18 bar 2 in.
#3-#5 bar 1 1/2 in.
Not exposed to earth or weather slabs & walls 3/4 in.
beams & cols. 1 1/2 in.
4. Re -bar lap splices shall be a minimum of 36 bar diameters unless noted otherwise. Lap wire
fabric reinforcement one full mesh plus 2" at sides and ends and wire together.

5. Splices in horizontal beams and walls shall occur at midspan for top bars and over supports for
bottom bars.
6. Discontinue 1/2 of horizontal steel across construction/control joints.
7. Provide corner bars of equal size and spacing around all corners.
8. Provide 245 bars with a minimum of 2'-0" projection beyond the sides of all openings in walls,
beams and slabs. Provide 145 x 4'-0" diagonally at all re-entrant corners of slabs.
9. Provide accessories necessary to properly support reinforcing at the positions shown on the plans.
10. Reinforcing spacings are maximum on center and all reinforcing is continuous, unless noted
otherwise.
C. SLABS -ON -GROUND
1. All slabs -on -ground shall be 5" thick. No additional reinforcing steel is required.
2. Thicken all slab edges to 8" x 8" with 245 continuous.
3. Provide saw cut construction/control joints in slabs -on -ground not to exceed 15' on center or as
shown on the plans. Saw cuts must be to a minimum depth of 1/4 of the slab thickness. Sawcuts
must be made within 24 hours of concrete placement or as soon as cuts can be cleanly made
without chipping of the aggregated.
4. All fill material placed under stabs must be compacted to a minimum of 95% of the maximum
standard Proctor density.
STEEL
A. STRUCTURAL STEEL
Structural steel shall be detailed, fabricated and erected in accordance with latest provisions of the MSC
Manual of Steel Construction and RISC Code of Standard Practice. Use welders meeting the requirements
of the AWS Standard Qualification Procedure. Comply with AWS D1.1 Structural Welding Code.
1. All steel shall conform to ASTM A36 except tube columns which shall conform to ASTM A500
(Gr. B) latest edition and pipe shapes which shall conform to ASTM A53 (Gr. B).
2. Bolts shall conform to ASTM A325F. Anchor bolts shall conform to ASTM A307. Bolt size
shall be 3/4"u, unless noted otherwise. Installation shall be in accordance with AISC Specification
for Structural Joints Using ASTM A325 or A490 Bolts, 1978.
3. All welds shall be made with E70XX electrodes.

4. Prime all steel with approved primer paint to exposed bolts, welds, and abraded shop paint areas.
5. All column base plates shall have 1" minimum grout to provide continuous bearing.
B. GROUT AND ANCHOR BOLTS
1. Dry pack or grout shall be shrink resistant Embeco 153 or equivalent.
2. Expansion bolts shall be "WEJ-IT", "RED HEAD", or approved wedge type, installed in
accordance with the manufacturer's requirements.
3. Headed anchor studs (H.D.A.S.) shall be attached to structural steel with equipment approved by
the stud manufacturer according to the stud manufacturer's recommendations.
4. Anchor bolts embedded in concrete shall be placed with setting templates.
5. Location and coordination of anchor bolt placement shall be the responsibility of the steel
fabricator. Steel fabricator shall supply anchor bolt setting plan.
C. STEEL CONNECTIONS
1. Provide bolted connections for steel beams per Part 4 and Part 5 of the AJ.S.C. Manual of Steel
Construction. Except where otherwise shown, provide connections to support loads equal to one-
half the total uniform load capacity of the member.
2. A minimum of two bolts shall be used for all connections. Size and grade of bolts shall be
determined by the fabricator.
D. STEEL WOOD CONNECTORS (Joist Hangers, Etc.)
1. All wood connector designations shown on the drawings are as manufactured by the Simpson
Strong -Tie Company, Inc. (Simpson). Any substitutions with custom fabricated connectors shall
conform to Simpson specifications including plate thicknesses; welds; bearing areas; and size,
number and location of nail/bolt holes (most of Simpsons' listed hanger capacities are governed by
the number and size of nails or bolts and the bearing area in contact with the wood).
2. All Simpson designations on the drawings that are followed by "CUSTOM FAB." are variations
of standard Simpson connectors. Submit shop drawings to the engineer for approval before
fabrication.
E. STEEL DECKING
Steel Decking shall comply with AISI Specifications for the Design of Cold -Formed Steel Structural
Members and SDI Design Manual for Floor Decks and Roof Decks.
1. Floor decks shall conform to ASTM A446 with galvanized coating conforming to ASTM A525.

2. Weld floor deck to angles with welds at 12" o.c. Side lap welds to be at 36" o.c. Provide welding
washers as required. Provide manufacturer's standard accessories as required.
STRUCTURAL WOOD FRAMING
A. DIMENSIONAL LUMBER
All wood for structural framing shall be kiln dried Douglas Fir/larch or graded as per latest edition of the
National Design Specifications for Wood Construction by the National Forest Products Association and the
WWPAW.
1. The following design values were used for Douglas Fir/Larch:
Structural Joists (A 2x6), No. 2 or better
Fb = 1250 (1450 rep.) psi Fv = 95 psi F = 625 psi E = 1 700 000 psi
Beam and Stringers, No. 1
Fb = 1350 psi Fv = 85 psi F = 625 psi E = 1 600 000 psi
Posts and Timbers, No. 1
Fb = 1200 psi Fv = 85 psi F = 625 psi E = 1 600 000 psi
Light Framing and Studs, Standard or better
Fb = 600 (675) psi Fv = 95 psi F = 625 psi E = 1 500 000 psi
2. The following design values were used for Redwood:
Construction Grade
Fb = 825 (950) psi Fv = 80 psi F = 425 psi E = 900 000 psi
3. Sizes shown for structural wood framing are nominal sizes.
4. All wood attached to concrete or masonry shall be 2x redwood or pressure treated lumber. Attach
sill plates with 1/2"u hooked anchor bolts (7" minimum embedment) at 48" on center (unless
noted otherwise).
5. Provide solid blocking between all joists at supports and minimum 1x4 cross bridging (may
substitute "Simpson 'NC' series" bridging) at not more than 8'-0" on center between supports
except as otherwise noted.
6. Install all joists and beams with camber, if any, to top.
7. Provide double joists under all load bearing partitions running parallel to joists and solid blocking
under all load bearing partitions running perpendicular to joists (unless noted otherwise).
8. Provide built-up wood columns of 2-2x6 (or 2-2x4 at 2x4 stud wall) or a minimum number of
studs to equal supported beam width (unless noted otherwise).
B. FASTENERS AND CONNECTORS

Alternate fasteners and connectors to those listed below, which have I.C.B.O. approval, may be used with
approval by the Engineer.
1. Connectors shown on the plans are manufactured by the Simpson Strong -Tie Company, Inc.
Connectors by other manufacturers shall be deemed as equivalent if their rated capacity is equal to
or greater than that of the connector specified. Follow manufacturer's recommendations for
installation of connectors.
2. All timber nailing and connections shall conform to the UBC and AITC. Reference UBC Table
No. 25 -Q -Nailing Schedule. All nails shown signify 'sinker' wire nails unless noted otherwise.
3. Bolts for wood member connections shall be 3/4"u, ASTM A307 with a minimum 1 1/2" washer
each end (unless noted otherwise).
4. Self -drilling fasteners for the attachment to structural steel shall be 'Teks' fasteners as
manufactured by Buildex.
C. PLYWOOD SHEATHING
Plywood sheathing for roofs, floors and exterior shear walls shall be APA Grade -Trademarked C -D,
Exposure 1.
1. Roof Diaphragms (240 plf) shall be 5/8", APA rated sheathing, 40/20 placed with 8'-0"
dimension perpendicular to the joist, rafter or truss span. End joists shall be staggered. Attach
plywood at edges with 8d nails at 6" O.C. and at intermediate support with 8d nails at 12" O.C.
Sheathing shall be T & G or provide plyclips midway between rafters at unsupported edges.
2. Floor Diaphragms (250 plf) shall be 3/4", APA rated Sturdi-I-Floor, 24 O.C. placed with 8'-0"
dimension perpendicular to the joist span. End joints shall be staggered. Attach plywood with
APA glue and at edges nail with 8d nails at 6" O.C. and at intermediate supports with 8d nails at
10" O.C. Sheathing shall be T & G.
3. Shear Wall Diaphragms (180 plf, 380 plf wind) shall be 1/2", APA rated sheathing, 24/0 with
8'-0" dimension vertical. End joints shall be staggered. Studs shall be 16" O.C. Attach plywood
with APA glue and at edges nail with 10d nails at 4" O.C. and at intermediate supports with 8d
nails at 12" O.C. Sheath all exterior walls full height with 1/2" plywood. At all corners, min 4'-
0" each direction, block plywood edges and nail as noted above.
D. GLUE LAMINATED BEAMS
Laminated members shall be designed and fabricated in accordance with The Standard Specifications for
the Design and Fabrication of Structural Glue Laminated Lumber published by the AITC and the
appropriate Lumber Producers' Association.
1. Use exterior glue for all exposed laminated members.

2. All members exposed to weather shall receive one coat of end sealer to trimmed ends and seal all
exposed surfaces with sealer coat as soon as practical after erection.
3. Appearance grade shall be in accordance with architectural drawings.
4. If beam is cantilevered and the cantilever is greater than one-third of the back span, install beam
'TOP' down.
5. Allowable unit stresses for dry conditions of use required shall be as follows:
Members stressed principally in bending such as beams & girders (A1TC 24F -V4) unless
otherwise noted on drawings.
Fb = 2400 psi Fv = 165 psi F = 425 psi E =1 800 000 psi
Members stressed principally in compres'n or tens'n such as columns & truss members (A1TC A-3) unless
otherwise noted on drawings.
F = 1900 psi E = 1 700 000 psi
E. MICRO -LAMINATED BEAMS
Micro -laminated members shall be designed and fabricated in accordance with the National Research
Board and the National Design Specification for Wood.
1. Allowable unit stresses for dry conditions of use required shall be as follows:
Fb = 2600 psi Fv = 285 psi F = 500 psi E = 1 800 000 psi
2. Install micro -laminated members in accordance with the manufacturer's recommendation.
3. Holes, cuts, or notches not previously approved by the engineer or the manufacturer shall not be
made.
4. Micro -laminated lumber is marked on the drawings as 'ML' and shall be 1 3/4" wide, unless noted
otherwise.
F. FABRICATED WOOD JOISTS (I -Series)
I -series fabricated joists with structural wood flanges and plywood webs called for on the drawings (TJI/25,
TJI/35 & TJI/55) are as manufactured by the Trus -Joist Corp. of Boise, Idaho. Joists by other
manufacturers may be used if the depth and deflection is equal to or less than that of the joist specified for
the particular span and spacing and when authorized by the Architect/Engineer.
1. Fabricated wood joists shall be installed in accordance with the manufacturer's recommendations.
2. Supply all plates, blocking, bridging, bracing, stiffeners and other related items as recommended
by the manufacturer.

G. FABRICATED WOOD TRUSSES
Truss manufacturer shall be a member of the Truss Plate Institute (TPI) and the Component Manufacturer's
Council. Trusses shall be designed by a registered Professional Engineer employed by the manufacturer.
1. Provide engineered open web roof trusses as profiled by drawings and shall be designed to handle
live and dead loads as indicated on the structural drawings.
2. Shop drawings shall be supplied to detail each truss type, truss layout, bracing and any applicable
connections related to the trusses.
3. Submit design calculations, bearing the seal of the manufacturer's Engineer, with the shop
drawings. Calculations shall indicate species and grade of lumber, design loadings and allowable
stresses, force analysis of each member and design of each connection.
4. Supply all plates, blocking, bridging, bracing, stiffeners and other related items as recommended
by the manufacturer.
CONCRETE MASONRY UNITS
A. MATERIAL
1. Hollow masonry units shall be lightweight hollow load bearing concrete masonry units complying
with ASTM C90, grade N, type I, in color "natural gray". Minimum fm shall be 1750 psi.
2. Reinforcing shall comply with ASTM A615, Grade 40 unless otherwise shown on the plans.
3. Mortar sahll comply witgh ASTM C150, Type 1.
4. Grout shall be Portland Cement complying with ASTM C150, Type 1

Dear Mr. Kriz:
I apologize for the delay, and have just reviewed your application for a Special Use Permit for
a Freight Terminal on State Highway 82 near Cattle Creek. Your submittals are not complete,
and I have enclosed your application for your reference. Specific areas that need to be
addressed prior to scheduling a public hearing include the following:
1. Plans and specifications for propose use (hours, of operation, no. of vehicles/day,
location and size of structures, etc.);
2. Existing and proposed method of sewage, source of disposal and water. Road access
and other information deemed necessary to explain the proposed use;
3. A vicinity map drawn to scale depicting the subject property, location, and use of
building and structures on adjacent lots;
4. Attach a copy of proof of ownership for your property (deed, title insurance).
In addition, Section 5.03(3) of the Zoning Resolution require that special uses meet the
following requirement:
Design of the proposed use is organized to minimize impact on and from adjacent uses
of land through the installation of screen fences or landscape materials on the periphery
of the lot and by location of intensively utilized areas, access points, lighting and signs
in such a manner as to protect established neighborhood character.
A graphic portrayal of the location of buildings, truck circulation routes, and any proposed
landscaping or screening should be included with your application.

Special Use Permit
The proposed structure would be located on an undeveloped two acre
site east side of Hwy. 82, a few hundred feet north of the Cattle
Creek intersection and immediately south of the buildings formerly
known as the Peco Buildings. The structure would be located on the
far back (east) side of the lot and notched into the existing bank
up to an eight foot excavation, or less. The proposed structure
would be 40 -ft. x 50 -ft. in size with 12 -ft. high walls constructed
with cinder block. The footings (8" x 16") shall be two feet below
grade with two continuous #5 rebars. The foundation walls (8")
shall be four feet (or dock height) above grade with two continuous
#4 rebars, top and bottom. A 5" concrete floor shall be placed at
the top and inside of the foundation walls. The front of the building
(50 -ft. side) would have four 10 -ft x 10 -ft. overhead doors. The side
of the building (40 -ft. side) would have one 10 -ft. x 10 -ft. overhead
door and one 3 -ft. walk-in door. The roof will be constructed with
manufactured wood trusses (6/12 pitch) placed on 2 -foot centers
with 5/8" plywood decking topped with a good grade of metal roofing.
The only utility required for this facility is electric lighting.
This structure is a typical warehouse type building which is to be
used as a freight terminal.

Beginning at a point on the Southerly boundary line of a
tract of land described in Document No. 260508 of the records
