SITE DATA: A single-family dwelling unit in a suburban neighborhood WATER: City of Glenwood Springs SEWER: West Glenwood Sanitation District ACCESS: Pinion Drive EXISTING ZONING: R/L/UD (Western Hills Subd.) ADJACENT ZONING: R/L/UD L RELATIONSHIP TO THE COMPREHENSIVE PLAN This proposal is located in Study Area I of the Comprehensive Plan. H. INTRODUCTION / DESCRIPTION OF THE PROPOSAL The applicant is requesting permission to develop their single-family residence into a two-family residence. The applicant is proposing to use the addition for family, however in the future this dwelling unit could become a rental unit. 111 GARFIELD COUNTY ZONING RESOLUTION Approval or denial of this application depends on how well the applicant's proposal conforms to the criteria outlined in the Garfield County Zoning Resolution, Chapter 5.03 Conditional and Special Uses. As listed under the Zone District Regulations, conditional and special uses shall conform to all regulations hereunder and elsewhere in this Resolution plus the following requirements: (I) Utilities adequate to provide water and sanitation services based on acceptable engineering standards and approved by the Board of County Commissioners shall either be in place or shall be constructed in conjunction with the proposed use. This request, if approved, would be hooked onto City water and sewer services. (2) Street improvements adequate to accommodate traffic volumes generated by the proposed use and to provide safe, convenient access to the use shall either be in place or shall be constructed in conjunction with the proposed use. Impacts to the existing street or roadway system would be negligible as this proposal would be limited to one additional family creating an estimated ten additional trips per day on the street. (3) Design of the proposed use is organized to minimize impact on and from adjacent uses of land through installation of screen fences, or landscape materials on the periphery of the lot and by location of intensively utilized areas, access points, lighting and signs in such a manner as to protect the established neighborhood character. Staff believes that the HOA Covenants for this subdivision might preclude this type of addition to an existing residence. This proposal, if approved, would be a two- family dwelling unit in a neighborhood that was originally established as single- family residences. According to the blueprints, no consideration was given to the screening this addition or for addressing off-street parking. Lastly, if allowed, this proposed addition would encroach into the side -yard setback just slightly. IV. SUGGESTED FINDINGS 1. That proper public notice was provided as required for the hearing before the Board of County Commissioners. 2. That the hearing before the Board of County Commissioners was extensive and complete, that all pertinent facts, matters and issues were submitted and that all interested parties were heard at the that meeting. 3. That for the above -stated reasons, the proposed special use permit would not be in the best interest of the health, safety, morals, convenience, convenience, order, prosperity and welfare of the citizens of Garfield County. 4. That the application is not in conformance with the Garfield County Zoning Resolution of 1978, as amended. 5. This proposal is located in an area consisting mostly, if not entirely of, single- family dwelling units. 6. While the applicant is proposing to use this addition for "family" once family leaves or the applicant sells the residence this addition will probably become a rental unit. 7. There is no off-street parking proposed for this addition. 8. If approved as presented to the Planning Department the addition will encroach into the side yard setback just slightly. 9. In the immediate past the Board of County Commissioners turned down a similar request just south of this request. V.
