The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, anchor State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. When reviewing
a plan and it's discovered that required information has not been provided by the applicant, this
will result in the delay of the permit issuance and in proceeding with building construction. The
owner or contractor shall be required to provide this information before the plan review can
proceed. Other plans that are in line for review may be given attention before the new
information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the
plans to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan and in order to determine compliance with the
building, plumbing and mechanical codes, applicants are requested to review the following
checklist prior to and during design.

RESOLUTION NO. 2 0 0 3- 31
A RESOLUTION CONCERNED WITH THE APPROVAL OF A SPECIAL USE
PERMIT APPLICATION FOR THE A STRUCTURAL STEEL FABRICATION SHOP
AND STORAGE YARD FOR RALPH FRITZLAN AND KATHY HANGS
WHEREAS, the Board of County Commissioners of Garfield County, Colorado
("Board"), has received an application from Bruce and Betty Collins, on behalf of Ralph Fritzlan
and Kathy Hangs, for a special use permit ("SUP") to allow for approval of a structural steel
fabrication shop and storage yard within the AR (Agricultural / Industrial) zone district; and
WHEREAS, the Board held a public hearing on the 14th day of April, 2003, upon the
question of whether the above described SUP should be granted or denied, at which hearing the
public and interested persons were given the opportunity to express their opinions concerning the
approval of said special use permit; and
WHEREAS, it was established that the SUP runs with the land and is issued to the
property owner, Ralph Fritzlan and Kathy Hangs, and upon sale of the property to Betty and
Bruce Collins, the SUP shall remain in effect;
WHEREAS, the Board on the basis of substantial competent evidence produced at the
aforementioned hearing, has made the following determination of fact as listed below:

2. The meeting before the Board of County Commissioners was extensive and complete,
that all pertinent facts, matters and issues were submitted and that all interested
parties were heard at that meeting.
3. The above stated and other reasons, the proposed special use permit has been
determined to be in the best interest of the health, safety, morals, convenience, order,
prosperity and welfare of the citizens of Garfield County.
4. The application has met the requirements of Special Use (Sections 5:03, 5:03:07,
5:03.08 and 9:03) the Garfield County Zoning Resolution of 1978.
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield
County, Colorado, that Special Use Permit is hereby approved, subject to compliance with all of
the following specific conditions:
1. All representations of the Applicant, either within the application or stated at the meeting
before the Board of County Commissioners, shall be considered conditions of approval,
unless specifically altered by the Board.
2. The Applicant shall comply with all applicable requirements of the Garfield County
Zoning Resolution of 1978, as amended.
3. The Applicant shall comply with all State and Federal regulations and standards, such as
Noise Abatement, Water and Air Quality.
4. The Applicant shall comply with the Garfield County Noxious Weed Management Plan.
5. Building permits are required for the new structures.
6. The area of the storage of raw materials will be screened with appropriate berm
(minimum 4' in height) and trees, and/or fencing on the north and trees or other
vegetative growth on the east and west.
7. All lighting fixtures shall be designed and placed to prevent direct reflection on adjacent
properties, Interstate 70 and County Road 346.
8. The Applicant shall comply with the following recommendations from the Garfield
County Road and Bridge 'Department:
a. No off-loading or parking shall take place on County Road 346.
b. A stop sign shall be installed on the property to the entrance to County Road 346.
The sign shall be installed in conformance with standards set forth in the Manual on
Uniform Traffic Control Devices.

9. , Vibration, emission of smoke and particulate matter, and the emission of heat or radiation
shall comply with applicable Federal, State, and County laws, regulations and standards.
10. The Applicant shall comply with all Local, State and Federal Fire Codes that pertain to
the storage of oxygen, acetylene and mineral spirits.
11. The Applicant shall obtain and provide the Planning Department a copy of an exempt
commercial well permit. Should water usage exceed 1/3 acres feet, the Applicant shall
obtain the additional contract water from West Divide Conservancy District.
12. Any uses in addition to the steel fabrication shop, office and storage yard the property
owner shall obtain any additional special use or conditional use permit necessary.
13. The property owner shall meet the appropriate noise standards which may require the
Applicant to meet the "Residential' zone noise level pursuant to Colorado State Statue
25-12-130.

The 60'x100' evaporative bed, with 6 rows of infiltrator, was backfilled with an
approved imported sand as specified in the proposed design. A 1500 -gallon septic
tank/pump vault and effluent pipes/filter were installed. The contractor was advised
to grade the backfill material such that surface drainage will not flow across the bed
area.

As requested, structural steel special inspection was conducted per the IBC 2003 Edition - Chapter
17: Struehual Tests and Special Inspection. I arrived on site at 9:15 AM. I met with you to review areas
ready for inspection.
Visual welding inspection was conducted at the Roof Framing Plan level on the joist to beam fillet
welded attachments as required by supplied jobsite drawings provided be CKA & Associates, CKA File No.
1705-001, Drawing 1 of 2: Erection Notes - Item 12. Inspection was conducted at grid line C - D & 2 - 3.
Welds were observed to be as detailed and in compliance with project specifications.
Visual welding inspection was conducted at the Roof Framing Plan level on the field welding of
Complete Joint Penetration groove welded comectiona at grid line A & 3, B & 3, C & 3, D & 3, E & 3, and
F & 2. Connection details were per Sheet S3.1: Detail 10 on supplied project drawings provided by S K
Peightal Engineers in Basalt, CO (Job #04034). As par the IBC 2003 Chapter 17, Table 1704.3, Item
#5a(1): Complete and Partial penetration groove welds require continuous inspection during the fabrication
process. Welds joints referenced were inspected for proper root opening, included bevel angle and proper
backing bar fit up tolerances per AWS 01.1 - 2004 Edition. Inspection revealed acceptable fit up
tolerances. Certified welders from B & B Welding, Inc. on site began welding. All CJP welds listed above
were observed to be acceptable with visual requirements stated in AWS Dl.l - 2004 Edition and project
specifications.
Visual welding inspection was conducted at the Roof Framing Plan level on the 22 Gauge shop
painted metal decking puddle welds and Tek screw side lap attachments as required on supplied drawings
provided by CKA & Associates, File #1706-001: Drawing No. 2 of 2. Inspection was conducted at grid line
A - P & 1 - 3. Puddle welds and Tek screws were observed to be as detailed and in compliance with project
specifications.

Visual inspection was conducted at the Roof Framing Plan level on the 1" ASTM A325 High
Strength beam to beam and beans to column bolted connections that appear to exist on this project. Project
bolt tension requirements for bearing type connections indicate to be a "snug tight" condition as required by
AISC 9° Edition: Manual of Steel Construction. A minimum of 10% of all connections referenced, but not
leas that 2 bolts per connection, were inspected for proper bolt tension. Inspection was conducted at grid
line A - F & 1 - 3. Connections inspected were observed to be acceptable with project bolt tension
requirements.
This concludes the required structural steel special inspection per Chapter 17 and project
specifications for the B & B Weld Shop referenced above. Ml doamtented areas are in compliance with
project specifications.

and cleaning °pemtarns being performed on the root passes, intermediate passes and cover passes during
tine welding prones. Paint and electrical parameters acre observed to be within WPS tolerances
provided. All GIP welds listed above were observed to be acceptable with requirements stated in AWS
DI.1- 2004 Edition and project specifarians.
Continued inspection shall be conducted at a later date.

As requested, structural steel special inspection was conducted on site per the IBC 2003 Edition -
Chapter 17: Structural Tests and Special Inspection. I arrived at your shop at 10:00 AM. 1 met with you to
review protect specification requirements. The Welding Procedure Specifications and Welder qualification
Test Reports for certified welders in the shop were reviewed and found to be in compliance with project
specifications. Copies of certifications are on file at your facility at time of inspection. There are
approximately 34 Complete Joint Penetration (CJP) groove welds total that occur at the mid- flange and
wed sides on Piece #'s C2, C16, C10, C13, C12, C14, C5, C15, C6, C8, C9, C7, & C1 1. As per the IBC
2003 Chapter 17, Table 1704.3, Item #5a(1): Complete and Partial penetration groove welds require
continuous inspection.
Visual welding inspection was conducted on the fit up tolerances of referenced CJP joints. Welds
joints were inspected fur proper root opening, included bevel angle and proper backing bar fit up tolerances
per AWS DIA - 2004 Edition Inspection revealed acceptable fit up tolerances. The certified welders on
site were I*. Jeff Peters, Mr, Kenny Skinner, and Mr. Dean Woods. 1 visually observed welding and
cleaning operations being performed on the root passes, intermediate passes and cover passes during the
welding processes. Preheat and electrical parameters were observed to be within WPS tolerances provided.
Ml CIP welds listed above were observed to be acceptable with requirements stated in AWS D1.1 - 2004
Edition and project specifications:
Continued inspection at the jobsite shall be conducted at a later date.
