When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Department. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: 1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each corner of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. GAS GATHERING AND PROCESSING Mr. John Ocana OXY USA WTP LP 2754 Compass Driver Suite 170 Grand Junction, CO 81506 Re: Conn Creek Gas Treating Facility Control Building Foundation Garfield County, Colorado Dear Mr. Ocana: Confirming recent telephone conversations with Teri Polley, SDC Construction Management, Inc. was responsible for supervision of rebar placement for the subject building to insure the foundation was installed in accordance with the design drawings provided by Odo Engineering, Inc. Inspection was made as part of SDC's project construction services for installation of the Conn Creek Gas Treating Facility. SDC inspected all of the equipment foundations, not just the subject building foundation, at the facility prior to pouring concrete, but does not retain individual foundation documentation. SDC certifies that the rebar was installed correctly. Yeh & Associates provided on-site compaction tests for the structural fill below the foundations and concrete testing to insure the concrete met the requirements specified by Odo Engineering. Job: Oxy Conn Creek Project No.: 2424-01 Date: July 25, 2007 oddo engineering Regarding design and construction of foundations for the Oxy Conn Creek Project Oddo Engineering was involved through our contract with OXY USA. Oddo Engineering produced construction documents including foundation details and material specifications. Oddo Engineering certifies that all designs were in accordance with Garfield County Building Department requirements including all applicable codes. Due to the remote location of the site Oddo Engineering worked in conjunction with Yeh & Associates and SDC Construction to provide oversight of the construction. I met with Yeh & Associates personnel on April 5, 2005 to review inspection requirements, material and construction specifications, ACI general practice, and our expectations for subcontractor performance. Compressor foundations were inspected at the time of the meeting. Subsequent inspections were performed by Yeh & Associates personnel and SDC Construction which to our understanding performed the observation per our Apri 5, 2005 requirements. I arrived on site at 11:00 AM. I met with Mr. John Ocana with Occidental Oil and Gas Corp. and Mr. Richard Haugen with Ford Construction Inc. to review project requirements and specifications. The steel building fabricator for this project is Alliance Steel, Inc. in Oklahoma City, OK. Visual inspection was conducted at the Roof Framing Plan levels on the 5/8",'/4", and 1" ASTM A325 High Strength beam to beam, beam to column, and crane rail to colunm saddle bolted connections. All bolted connections that appear to exist on this project require tensioning to a snug tight condition as referenced in approved jobsite drawings provided by Alliance Steel, Inc.: Job No. 305-201A (Revision 1 dated 6/9/05) — General Notes: Paragraph 1.6. Inspection was conducted on the Compressor Building, Generator Building, Reference Building, and Shop Building on site. As a minimum, 10% of all connections, but not less than 2 bolts per connection were inspected for proper bolt tension requirements. All buildings referenced were inspected and bolted connections were observed to be adequately tensioned to project requirements except for the crane rail to column saddle connections and column to roof beam connections in the Compressor Building. Inspected connections were observed to be loose and therefore rejected. I informed Mr. Haugen and Mr. Ocana that all high strength bolted connections in the Compressor Building shall be re -tensioned prior to acceptance by Thunder Mountain Testing. Continued inspection shall be conducted on 9/4/07.
