The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, anchor State
Agencies where applicable.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. When reviewing a plan
and it's discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contractor shall be required to provide this information before the plan review can proceed. Other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the plans
to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at Least 18"x24" and
drawn to scale.

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind
speed, wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 2003 IRC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each comer of the proposed structure(s) prepared by a
Licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of 30% or greater must be shown on the site plan. (NOTE
Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft.
of a property line and not within a previously surveyed building envelope on a
subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located
within the envelope.

in issuing the permit are to be expected. Work may not proceed without the issuance of a permit. If
it is determined by the Building Official that additional information is necessary to review the

Reference: HP Geotech, "Preliminary Geotechnical Study, Proposed Roan Cliff Village
Development, Parcels 2-5 and 2-6, Battlement Mesa, Garfield County, Colorado",
dated September 16, 2002.
Dear Mr. Penny:
As requested, a representative of Yeh and Associates, Inc. observed backhoe test pits
at the subject site to investigate near surface conditions in order to provide recommendations
for shallow foundation design and construction. The findings of our investigation and
recommendations for construction of residences on the subject lots are presented in this letter.
A preliminary geotechnical report was conducted by HP Geotech in 2002, as referenced above.
Yeh and Associates, Inc. work was done in accordance with our agreement for geotechnical
engineering services for Grace Homes, Inc. dated November 5, 2004.
Based on conversations with the client, single-family residences are planned on these
Tots. We anticipate the foundations will consist of a concrete mat with thickened edges.
Basements are not planned for these residences. The lots are rough graded and curb and
gutter is installed. Streets were not paved at the time of our investigation. Based on site
observations, the lots are near construction grade and fill placement should be negligible.
We observed five test pits located between Lots 8/9, 10/11, 12/13, 40/41 and 42/43.
The soils exposed in the pits consisted of native silty to clayey sand and gravel on Lots 8 — 11
and sandy silt and clay were encountered on Lots 12, 13 and 40 — 43 to the maximum explored
depth of approximately 4 feet. Results of swell -consolidation testing performed on three
samples indicated the soils exhibited slight compression to low swell (-0.4 to 0 percent) when
wetted under an applied pressure of 1,000 psf. Grain size analyses indicated that the native
soils consisted of approximately 22 to 68 percent low to moderate plasticity silt and clay, 27 to
53 percent sand, and 1 to 48 percent gravel. Atterberg limit test results indicated liquid limits of
28 to 54 percent and plasticity indices of 7 to 28 percent. The native silt and clay classified as
MH or CL and the sand and gravel as GM and SC by the Unified Soil Classification System.
Laboratory test results are attached. Groundwater was not encountered in the excavations and
the soils were slightly moist to moist.

Based on our investigation, spread footings or a mat foundation constructed on the
undisturbed natural soils can be designed for an allowable soil pressure of 1,500 psf for the
above referenced lots. Soils encountered near anticipated foundation level exhibited
compression during laboratory testing. Previous investigations indicated that potential
settlement may be higher than indicated by these test results. Increases in moisture content
due to irrigation or other sources could cause hydro -collapse of the subsoils resulting in
foundation movement. Care should be taken to provide drainage away from the residence.
Recommendations for surface drainage are presented in the referenced report. Loose,
disturbed soils encountered at foundation level should be removed and the foundation should
be extended to undisturbed soils. Other design and construction recommendations presented in
the above referenced geotechnical report should be followed.
This study was conducted in accordance with generally accepted geotechnical
engineering practices in this area at the time the investigation was performed for use by the
client for design and construction purposes. The recommendations submitted in this letter are
based on our observations of the subsoils encountered in the test pits and laboratory test
results. This study is based on the assumption that soils at other portions of the lot are similar
to the conditions encountered in the pits to the depths excavated. The risk of foundation
movement may be greater than indicated in this report because of possible variations in the
subsurface conditions. Expansive soils may occur on this site. If expansive clays are
encountered in building areas, they may need to be removed or the footings designed with a
minimum dead Toad pressure to reduce foundation and slab -on -grade movements. If the
conditions encountered in foundation excavations vary from what is described in this report, we
should be notified to re-evaluate our recommendations. We recommend on-site observation of
excavations and foundation bearing strata by a representative of the geotechnical engineer.

(For New Home Construction)
INSTRUCTIONS:
This Application & Checklist is to be used for all project submittals to the Battlement Mesa Service Association
Architectural Committee (BMSA/AC). This form is intended to assist in ensuring that the application submittal
is complete. This will help provide a quicker, more thorough review process.
It is recommended that each Applicata thoroughly review the requirements of the current Architectural
Stapfiards, the Amemded apd Restated Declaration of Covenants (including Resolutions) and the recorded
Final Plat for their respective neighborhood prior to preparing a submittaL
Applicants preparing a submittal should compare the information they are about to submit with the requirements
of this form and "check oft' each required item on the form. If any item is not checked, the Application submittal
is not complete and should not be submitted. Incomplete Applications will not be processed and will be returned
to the Applicant.
In addition to the checklist, Applicants should fill in all of the places on the Application Form where information
is requested. The Architectural Committee will use this information in evaluating your Application Ifinforn tion
is requested but is not applicable to your specific project submittal, write "N/A" in the space provided. If some
required information is yet to be determined (such as exterior pairs colors you may not have yet selected) write
"TBD" in the appropriated space provided. You will then be required to make a follow-up submittal with these
selections at a later date but before installation in the home.
DO NOT fill in any information in the "Conditions for Approver' section of this form. This portion of the form
is for Architectural Committee use only.

I/We hereby acknowledge and understand that our failure to complete Home Construction, Improvement
Projects or Landscaping Construction within the time constraints noted in Conditions 2. & 3. On Page
6 of this Application wi.0 result in a Notice and Opportunity for a Hearing before the BMSA Board of
Directors. If I/We are found in violation of these Conditions at the Hearing it will result in a fine to the
Owner of not less than 5500.00 per month for each full month in excess of the allotted completion time
frame.
I/We hereby acknowledge that Home Construction or Improvement Projects or Landscape Construction
features which are built in non-conformance with this full application, including the Conditions of
Approval noted on Page 6 of 6 herein, I/We will be cited by the BMSA/AC in written citation form at the
time of discovery. In extenuating circumstances a Variance may be requested from the BMSA/AC,
provided such Variance request item is within the purview and approval jurisdiction of the BMSA/AC.
If a Variance is not granted by the BMSA/AC and if the Non -Conforming Items are not corrected within
60 days after the date of written citation, 1/We will be served Notice of a Hearing before the BMSA Board
of Directors, and if I/We are found in violation of these Non -Conforming Items at the Hearing i/We will
be fined a minimum of S500.00 per Non -Conforming Item. Notwithstanding the foregoing, We
acknowledge that the BMSA Board of Directors and/or Architectural Committee may pursue any legal
remedy available in the event of a non-compliance.

1. No sitework or building construction may proceed on any Lot (including no preliminary site clearing,
grubbing, grade alteration, storing of material, foundation excavation, extension ofunderground utilities,
etc.) until the Project has received a Project approval from the Architectural Committee and has been
issued a Building Permit (as required by Garfield County for new home or Renovation projects).
