GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS FOR CONSTRUCTION OF COMMERCIAL OR MULTI -FAMILY RESIDENTIAL BUILDINGS including NEW CONSTRUCTION ADDITIONS ALTERATIONS and MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction Under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. 1 Plans to be included for a Building Permit must be on draft paper at least 18"x 24" and drawn to scale. As per Sec 107.4 of the 97 UBC, the permit application submitted on 2-27-04 has expired. These plans were returned to you on November 2, 2004. Also stated in our letter of November 2, 2004, Garfield County is now under the 2003 International Building Code for all construction within the county. You may resubmit the plans under the 2003 IBC any time during business hours that you wish. We realize there may have been some confusion with the application expiration date. We are willing to apply the permit review fee paid on 2-27-04 to the resubmitted permit application for this building. The provisions for permit application expiration have changed with the new code adopted and are enclosed with this letter to you for any future permit submittals. Please call if you have any questions. I respectfully request that you reconsider your decision that this permit has expired, in light of the information below: 1. In your letter dated March 29, 2004, copy enclosed, you had a question regarding lot slope and fill material at the site. I delivered a site plan of the original slope with a tissue overlay of the existing slope after the cut, and you said you would review the information. By late August I had not heard anything, and left you a voice mail message. 3. I received a letter from Steve Hackett on September 2, 2004 requesting clarifications to the site plan, CDOT permit information, parking requirements, and a survey of the slope area. 4. After surveying the site, on October 13, 2004 I provided all of the information requested in Steve Hackett's letter. 5. Your letter of November 2 required engineered drawings for two new building permit applications and you returned those applications and permit fees to our office, along with the information on the February 28, 2004 permit. We subsequently ordered engineered plans for all of the buildings, per your requirement. I would like to point out that the previous three chief building officials did not require engineered plans at the time of the permit application. Your requirement for structural plans with the permit application resulted in some confusion on our part, and made it necessary for us to modify our previous development structure 1 certainly see the validity of your requirement, and we will submit applications with structural plans in the future. Since your office considered the permit application active on September 2, 2004, and we supplied all requested information in a timely manner after that date, I feel the permit should be active, and reviewed under the original plan revew fee and with all of the information submitted. Dear Roland: Garfield County BUILDING & PLANNING DEPARTMENT In review of the permit application and as a result of a recent site visit, it has become evident that your proposed project involves an existing lot slope in excess of 40%. Garfield County has regulations pertaining to development on steep slopes as outlined in Sec 5.04.02 of the Garfield County Zoning Resolution Development Limitations Based on Lot Slope. A copy of this regulation is included with this letter. Also from a building foundation review it would appear that the proposed buildings are to be constructed on fill that may not support the structure due to fill material type and/or lack of adequate compaction. Garfield County is requiring the submittal of the information required by Sec 5.04.02 to determine the suitability of the building envelope for the proposed structure. Please call if you have any questions. BUILDING & PLANNING DEPARTMENT Code Compliance Office stevehackeU(a,garfield-c ounty.corn I'm in the process of completing a zoning plan review on your permit application for a "retail/wholesale building at 0062 County Road 113. Here are some concerns that need to be addressed. The site plans that you submitted do not designate the building to be constructed. It shows one building for which structural plans have been submitted as well as a "proposed 150 X 150". The site plan must designate the building to be constructed. The hand drawn pencil tracing on tracing paper of a plan overlay of the 40% slope area is not acceptable. The slope area must be shown as part of the site plan and signed by a Colorado Registered Land Surveyor. The building elevation plans are all shown measured from Top of Slab. That is not acceptable. Elevations must be shown from the midpoint of natural (undisturbed) grade at the center of the building to the midpoint between the ridge and eave of the roof. In this case, to the mid point of the shed roof. That elevation may not exceed twenty five feet. The "building use" must be indicated correctly in order for us to determine parking requirements. It is noted that your CDOT permit specifies 80% Warehouse and 20% apartments. That does not seem to agree with the use you requested, "Business Park". Garfield County has no "Business Park" use designation at this time. We will classify this as a "retail & service commercial" building according to our regulations. All of the occupancy in such a building, except "storage area" requires one parking space per each 200 square feet of floor space. That information must be shown on your plans. There are several undesignated lines on the site plan. We need clarification about which lines represent property boundaries, zoning areas, etc. It appears, for example, that the parking area that serves, the building that we think you are proposing to build encroaches across a property line to another lot. But, we can't tell for sure.• Thanks for your help. Steve Hac 108 8th Street, Suite 201, Glenwood Springs, Colorado 81601 in./0m nor ,n„ r_.,. The site plan shows the buildings to be constructed on Parcel C which match the structural plans you already have. 2. The slope is on the new site plan prepared by Sopris Engineering. 3. Enclosed is a building elevation plan with the roof height shown at the mid point of the buildings. 4. The building use permitted by CDOT is business park, as designated by the Institute of Transportation Engineers manual, copy of permit enclosed. This designation is 30% office/commercial and 70% warehousing. 41 parking spaces are shown on the plan, and 26 required per enclosed calculations. Additionally, I have shaded areas which can be used for overflow parking is necessary. 5. The new site plan should clarify your questions regarding property lines. Thank you very much for your attention to the above. Oland Parker Project Manager enclosures Land Use: 770 Business Park Description Business parks consist of a group of flex -type or incubator one- or two-story buildings served by a common roadway system. The tenant space is flexible and lends itself to a variety of uses; the rear side of the building is usually served by a garage door. Tenants may be start-up companies or small mature companies that require a variety of space. The space may include offices; retail and wholesale stores; restaurants; recreational areas; and warehousing, manufacturing, light industrial, or scientific research functions. The average mix is 20 to 30 percent office/commercial 7Tnd 70 to 80 percent industriaVwarehousing. General office building (land use 710), corporate headquarters building (land use 714), single tenant office building (land use 715), office park (land use 750), and research and development center (land use 760) are related uses. Additional Data The studies were conducted from the 1980s to the 1990s at sites throughout the United States, with many conducted in the San Diego and Atlanta metropolitan areas. Trip Characteristics The trip generation for the A.M. and P.M. peak hours of the generator typically coincide with the peak hours of the adjacent street traffic; therefore, only one A.M. peak hour and one P.M. peak hour, which represent both the peak hour of the generator and the peak hour of the adjacent street traffic, are shown for business parks. We simply cannot do a building permit review with the building missing. A majority of our commercial buildings are pre engineered steel buildings. We require the stamped engineered building plans from the building manufacturer be submitted at the time of permit application. This requirement has always been our policy regarding pre engineered buildings. It is the same requirement for everyone. Also, the owner of the property must sign the application or a letter signed by the owner giving someone else authority to sign on behave of the owner must be submitted with the building application. We are also returning two of your checks for plan review. Please see section Sec 107 of the 97 UBC for additional information regarding expiration of plan reviews and fee refunds. Please note that Garfield County is now requiring all construction to be constructed to the 2003 IRC, IBC, IFGC, IPC, and IMC. Any plans submitted after November 1, 2004 must be in compliance with these codes as amended. The amendments to the building codes can be found on our website under Building and Planning Department. Also grading permits are now required prior to doing any grading in Garfield County. Requirements for grading permits are outlined in Appendix .1 of the 2003 IBC. In order to do a plan review a complete set of construction drawings are required. We are reviewing what was submitted and have the following comments: 1. State law requires the plans to be sealed by an architect once the occupancy is over ten. It would appear you are proposing retail office as well as warehouse and commercial industrial. 2. Egress is not shown from the 2nd floor. I assume there will be an interior stair case but none are shown. These stair cases may need to be enclosed and fire protected based on the proposed occupancy or use of the 2"d floor as per Sec 1019 of the 2003 IBC. Also review Sec. 1007 and Sec. 1013 as they apply. Other sections of Chapter 10 will apply once more information is known. 3. Additional exits may be required on the first floor to accommodate the 2"d floor. The plans need more detail. 4. 2nd floor framing plans are not shown. Occupancy separations may be required and would need to known before a plan review can be done. 5. It would appear foundation structural requirements for the 2"d floor are not included in the proposed foundation drawings. The design for the foundation still reflects the 97 UBC. 6. The building is missing mechanical, electrical, and plumbing. 7. We are assuming the construction would be Type II -B for allowable area based on the steel building, but details of the interior framing would need to be known to confirm this. 8. We assume the building will be insulated, but none is shown. 9. Accessibility provisions are not included. 10. Other areas of the design are missing. 11. The site plan submitted needs to have the surveyor's seal as the property line appears to be less than 50 ft. to the building. 108 8th Street, Suite 201. Glenwood Springs, Colorado 81601 (970) 945-8212 (970) 285-7972 Fax: (970) 384-3470 y Our guess is that you want to have flexibility for a future tenant to finish out the separate areas. Unfortunately, the initial building needs to be further along in the design now to not cause problems for the tenant finish in the future. Please call if you have any questions or comments. Andrew Schwaller Building Official Roland Parker Rudd Construction 132 Park Ave. Basalt, CO 81621 February 3, 2005 Re: Proposed Septic Systems at Cattle Creek Dear Roland, We have received a letter and information from Zancanella and Associates dated January 26, 2005 with regards to the separation of the ISDS for the various buildings at Cattle Creek. This information illustrates that the required separations from the individual fields are met. It would also appear the required separations to the existing wells are met. However, as per Policy # WQSA-6 of the Colorado Water Quality Control Division of the Colorado Department of Health, a site location application may need to be submitted to the Division for these septic systems as proposed. As per this policy, it would appear from the information submitted; the combined design capacity of all the systems not including a future system for Building A is greater than 6,000 gpd. It would also appear that the wetland boundaries are within the required horizontal separation requirements for surface waters. The proposed systems are perched directly above the wetlands and Cattle Creek areas in elevation and additional safeguards would need to be in place to protect these areas should there be an unusual drainage problem associated with any of these septic systems. The Water Quality Control Division is the final jurisdiction regarding septic systems. 1 will forward this letter and the information submitted to us to them for their review. The above referenced building is approximately 16,600 square feet. We have been approached by a group of individuals who are in the furniture and antique sales business regarding the leasing the building, and it would be divided into two or three spaces. A question has come up regarding required parking spaces. If this use is put in the entire building, almost 100% of the floor area would be a showroom for the furniture and antiques. The businesses would be open to the public, but a good percentage of the dollar sales volume would be wholesale to the designer trade. What would the required number of parking spaces be? 2. The building has a high ceiling, and there could possibly be a mezzanine level covering approximately half of the building. How would this increased floor area affect the parking requirements? 3. The CDOT access permit off of the highway 82 right of way provides for approximately 30% offoce/commereial and 70% industrial/warehousing. Would we have to go back to CDOT and amend the access permit? Thank you in advance for your assistance with this project. Access is required for fire apparatus within 150 feet of all portions of the exterior walls. (IFC 503.1.1) I spoke to Roland Parker about this. He advised me that they intend to pull the building away from the bank an provide access to the entire east side. The average mix is 20 to 30 percent office/commercial nd 70 to BO percent industrial/warehousing. Visually inspected the field welding at the floor joist to metal stud connections that had been field welded. Also verified that bracing & screw fasteners were installed at most of the metal framing. The field welding, bolting, and fastening inspected above appeared to be in general conformance with the drawings, and appeared to meet the quality requirements of the AWS Structural Welding Code & the AISC Specification for Structural Joints Using ASTM A325 or A490 Bolts except as noted below. 1) It appeared that the roof hip connections needed welded where only one bolt was installed at the roof level grid line 1.6. 2) Noticed that some screws needed to be installed at varies locations metal framing (purlins/rafters, metal studs, etc.). 3) It appeared that some floor joists needed welded to the metal studs grid lines 21 & 34. 4) A wall was removed/not installed at the build' kewed area upper level. This would need to be approved by th- "I engineer. To the best of my knowledge this completes the special inspections of the structural field welding & high strength bolting as outlined in reports 1 thru 5. The high strength bolting inspected above appeared to be in general conformance with the drawings, and appeared to meet the quality requirements of the AISC Specification for Structural Joints Using ASTM A325 or A490 Bolts except as noted below. 1) The metal building manufacture had mistakenly used 3/8" thick connection plates at two of the rafter connections grid lines 2 & 5. The plates were suppose to be 1/2" in thickness. The building manufacture was suppose to provide a reinforcing detail. 2) It appeared that the spandral beam bracing was not installed. Also the spandral beams were attached to the metal studs only at the center area between the main frame members (by welding & screws). The building manufacture and/or structural engineer would need to approve as is or provide detail. 3) A few bolts needed checked for tightness at the spandral beam to main frame connections and a few anchor nts need to be tighten.
