"Sandy" Lowell Located in the SWI/2 SWI/4 NWl/4 of Section 26,T65, R89W of the6th P.M.; located between State Highway 82 and Red Canyon Road, approximately 1.5 miles southeast of Glenwood Springs. Site consists of 0.50 acres WeIVISDS II. Driveway off C.R. l15 C/L (Commercial Limited) RELATIONSHIP TO THE COMPREHENSIVE PLAN The property is located in District F - Rural Areas - Severe Environmental Constraints as designated on the Garfield County Comprehensive Plan Management Districts Map. DESCRIPTION OF THE PROPOSAL Site Description: The subject property is located east of State Highway 82, in the triangle lormed between Red Canyon Road (CR 1 15) and the frontage road. The site includes signihcant slopes associated with the flrll of CR ll5. Improvements on the site include a two-story tri-plex, which is currently occupied by Alpine Party Rentals, G-Electric, and Aspen Glen Heating. There are two residential apartments located above the businesses. The property has frontage on C.R. 115, and is accessed by driveways from both CR I 15 and the SH 82 frontage road. (Adjacent land uses consist of two rental houses to the south, a vacant parcel to the east, and commercial uses to the north. A vicinity map indicating adjacent land uses and zoning is attached as Exhibit l, on page J. Development Proposal: The applicants are requesting a Special Use Permit for a 28 foot by 40 foot storage warehouse. The proposed structure would be located on a relatively flat portion of the property at the south end ofthe parcel. A sketch plan of the proposed location, provided by the applicant, is attached as Exhibit 2, on page 4. B. t [I. MAJOR ISSUES AND CONCERNS Zorung: The subject property is currently zoned C/L. Although mini-storage units are a use by right in the ClLzole, storage units (i.e. warehouses) require a Special Use Permit. Section 2.02.31of the ZonngResolution defines storage as "the act of storing or state of being stored, specifically, the safe keeping of goods in a warehouse or other depository." Water and Sewer: The applicant is proposing to use water from an existing well on the property. A new leach field was installed on the property with additional inf,rltrator panels to accommodate the proposed building. Access: Access is available from both CR 115 and the State Highway 82 frontage road. These access points appear sufficient to handle the traffic associated with the existing commercial uses and the proposed storage facility. Parking: Section 5.01.02 of the Zorttng Resolution (Minimum Off-Street Parking) exempts storage areas from off-street parking requirements. Therefore, no parking spaces are required for the proposed structure. rv.SIIGGESTED FINDINGS That proper publication and public notice was provided as requird by law for the hearing before the Board of County Commissioners. That the hearing before the Board of County Commissioners was extensive and complete, that all pertinent facts, matters and issues were submitted and that all interested parties were heard at the hearing. That the application is in compliance with the Garf,reld County lsning Resolution of 1978, as amended. For the above stated and other reasons, the proposed use is in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County. RECOMMENDATION / eppnOVAL, subject to the following conditions: l.All proposals of the applicant shall beconsidered conditions of approval unless stated otherwise by the Board of County Commissioners. Any storage of flammable or explosive solids or gases shall be in accordance with accepted standards and laws and shall comply with the National Fire Code. A building permit will be required for the proposed structure. At the time the Building Permit is under review, an asses$nent of the ability of the existing I.S.D.S. to handle the additional waste will be required.
