The site consists of a 281200 sq.ft . ( .65 acre ) parcel . West Glenwood Water District. I.RELATIONSHIP TO THE COMPREHENSIVE PLAN The site is located in the Subdivision Comprehensive PIan Management District Map. ]I. DESCRIPTION OF THE PROPOSAL des i gnat ion of Ehe A. Site Description: The site is generally level and located in anarea wilh miied land uses. Adjacent land uses include singlefamily residences, home occupations, a mobile home park, a warehouse bakery, a shopping mal1, and undeveloped pastures. Existing improvements on the site include a single family residence, one mobile home, and a garage. B. Project Descriptiglt: The.. applicant proposes to construct a mini-storage facility on the site, to be developed in twophases. Phase f would include approximately half of the total 80 storage units and al1ow the existing residences to remain on the site. Phase II would remove all dwelling units and add the remaining storage space. Two buildings approximately 30 | x I60' and 40' x 160' would be consEructed along with gravel driveways, lighting, landscaping, and a seven ft. high, chain link security fence. III.MAJOR ISSUES AND CONCERNS 1. The application has been referred to the City of Glenwood Springs, and the Glenwood Springs Fire Protection District. No comments have been received at this time. 2. The application, as submitted, is generally in compliance with Garfield County Zoning Regulations including lot coverage and land use. Applications to the Board of Adjustment for variancesto allovl a seven ft. fence within a required front yard, and a setback of 43 ft. from the street centerline have been submitted. ^/' 3. A11 new, or expanded, access points onto Mel Ray Rd and potential drainage impacts to the road should be reviewed by the County Road and Bridge Department with permits and lmprovements required as determined necessary. 4. At such time as Phase II is developed, the applicants should be required to remove aII residential structures as outlined in their application. IV. SUGGESTED FINDINGS That proper publication and pubtic notice was provided as required by law for the hearing before the Board of County Commissioners. 1. 2.That the hearing before the Board of County extensive and complete, that all perLinent issues were submitted and that all interested at the hearing. AIl representation of the applicant, either within the application, or stated before the Board of County Commissioners, sha11 be considered conditions of approval unless stated otherwise by the Board. 2. ThaL Lhe applicant receive approval from the Zoning Board of Adjustment to allow a seven ft. fence within a required front yard and to allow a setback of 43 ft. from the street centerline. Should said approval not be granted, the applicant shatl comply with the ruling of the Zoning and the Garfield County zoning Regulations. Board of Adjustment 3. That the applicant apply for, and receive, any driveway access permits as required by the GarfieLd County Road and Bridge Depar tment. 4. That all residential structures be removed from the site at such Lime as Phase II of the development is initiated. 5. That the applicant develop the property consistent with the proposed drainage plan as designed and represented, to prevent damage to adjacent properties. 6. That uses within the Commercial Park be limited to mini-storage warehouse and existing residential structures. 3. 7.
