Flewelling City Manager Gentlenen: Public Seryice Conpany of Colorado must expand the electric facili- ties in and arormd the Town of Carbondale to provide additional capa- city and reliability. The proposed expansion is a result of coordinated planning efforts between puUfic Service Company and Colorado Ute Electric Associalion and will provide an interconnected 115,000 volt transmi-ssion system. Such a system will increase the capacity 4d pliability of service to both Colorado Ute's member, Floly Cross Rural Electric Associa- tion, and hrblic Seryice Companyrs electric demands in the Carbondale area. The portion of this expansion which will most directly concern the Town of Cirbondale i.s the addition of 115,000 volt facilities at our Carbondale Substation, and the construction of the 115,000 volt transmission line from Carbondale Substation to Colorado Utes Crysta1 Substation. The proposed aligrurent for this line is along the north side of the Denver ind Rio Grande Western Railroad rigJrt-of-way through Carbondale, and then on the south side of Cor-rnty Road No. 100 as illustrated on the attactred exhibits. The line will be located within the railroad's rig[t- of-way exclusively within the Townrs limits thus eliminating the need for acquisition of private rights-of-way. The alignnent has been reviewed in the field by the Denver and Rio Grande Western Railroad Conpany and was approved contingent on a favorable review and approval by the Town of Carbondale. The lj11e will be constructed on single pole steel structures. The steel will be du1led to a non-reflective, mottled gray-b1ack appearance, and average 75 to B0 feet higlr. The conductors will be non-specular and brown stand-off post type insulators will be used. A11 Pubfic Service Company facilitiLs are designed and constructed to neet or exceed all appiic'rffe standards of design and performance set forth in the National Electric Safety Code. The Public Utilities Conrnission of the State of Colorado issued an order granting a Certificate of Public Convenience and Necessity on.Iture 15, 1982, by Decision No. C82-915 (copy attached for reference). Severztl nrcctings have been conducted with'the City Manager of the Town oF Carbondrtlc rutcl staff personnel in selecting the alignnrent through the '[owtr. The construction of the electric facilities at Carbondale Substatior) ilrlcl the 115,000 volt transmission line to Crystal Substation is scheduled for September 1, 1982-JuLy 31, 1983. This portion of the projcct rvi11 also include the relocation and installation of the following llcilitir's at and near Carbondale Substation: 1. Renoval of existing wood pole distribution line structurc-s on east side of Carbondale Substation and placing tlie distri- bution feeders urderground to a point south of the railroad and on the east side of Colorado Highway 133.Z. Install B foot high wood fence on the north and east sides of Carbondale Substation.3. Revegetation of all disturbed areas and Colorado Highway 155 rigfrt-of-way adjacent to Carbondale Sr,rbstation with drought tolerant seed nix.4. Install landscaping on the north and east sides of Carbondale Substation. These proposals will substantially improve ttre appearance of the facili-ties located adjacent to Colorado Highway 135 and at the entrernce to the Town of Carbondale. Please accept this letter as application to the Tor.vn of Carbondale for Review of the Location and Design of the 115,000 volt transmission line from Carbondale Substation to Crystal Substation through the Town by the Planning and Zoning Conrnission, and the Board of Trr.rstees at public hear- ings as required by Section 18.56.020 UTILITIES of the Town of Carbondale Zoning Code.
