Accompanying Application Information:
1.The applicant proposes to construct a 700,000 gallon (62'diameter x32' high) above
ground, welded steel water storage tank. The tank will be constructed in accordance
with applicable American Water Works Association (AWWA) practices and
specifications (AWWA D-100-96). The proposed location minimizes disturbance of
the natural topography and landscape while nestling into the base of the Holland
Gulch thereby eliminating any adverse visual impacts from the valley floor and
adjacent property owners. The exterior of the tank will blend with the indigenous
surroundings matching the sage, pinion, and other earth colors.
Hours of Operation - The water storage facility will be accessed periodically by
Town of Carbondale staffwithin the hours of 8:00 a.m. to 4:00 p.m. in addition to
24 hour emergency access.
The water tank will serve the future phases of the River Valley Ranch development
and, upon completion, will be conveyed to the Town of Carbondale along with a
perpetual easement for tank site access. A letter from the Town of Carbondale
Director of Public Works is included in this application. The proposed special use
will not require the use of well water or treatment of wastewater.
A detailed site plan identifying proposed access, tank location, cross section, and the
adjacent areas is included with this application.
A vicinity map is also included in this application package.

The proposed tank site is currently part of the Crystal River Ranch (CRR) property.
The applicant and CRR have entered into a land exchange agreement in which the
subject parcel will be conveyed to CRLP on May 12,2000. Enclosed is letter from
Sue Rodgers of CRR authorizing the applicant to proceed with this SUP application.
An impact statement prepared by Schmueser Gordon Meyer, Inc. and Environmental
Perspectives is included in this application package.

Upper Zone Water Tank
Dear Mark:
The River Valley Ranch Subdivision needs to install an upper zone water tank to provide
satisfactory pressures to the higher portions of the project. The desired site is located to the
west of the subdivision and up the north branch of Holland Gulch on land located within
unincorporated Garfield County. This letter provides an impact statement as required by
Section 5.03.O7, Conditional and Special Uses, lndustrial Operations of the Garfield County
Zoning Resolution.
Sections (A) through (F) list the impacts to be addressed and contain the responses associated
with this project.
Existing lawful use of water through depletion or pollution of surface runoff,
stream flow or groundwater.
The potential for pollution of surface runoff exists while the tank and access
road are being constructed. The contractor will be required to incorporate
standard temporary erosion control measures into the construction, including
straw bale check dams, silt fencing and temporary diversions. These measures
will minimize the amount of sediment transported. The runoff will flow to River
Valley Ranch golf course lakes which represent the only bodies of water at risk.
These lakes were designed as water quality settling ponds and will protect the
quality of the Crystal River against all foreseeable impacts of this construction.

or vibration, or other emanations.
The proposed tank site is located in the bottom portion of the gulch several
thousand feet from any existing residences. lmpacts on adjacent land would
be minimal.
Impacts on wildlife and domestic animals through the creation of hazardous
attractions, alteration of existing native vegetation, blockage of migration
routes, use patters or other disruptions.

Accompanying Application Information:
l. The applicant proposes to construct a 700,000 gallon (62'diameter x 32' high) above
ground, welded steel water storage tank. The tank will be constructed in accordance
with applicable American Water Works Association (AWWA) practices and
specifications (AWWA D-100-96). The proposed location minimizes disturbance of
the natural topography and landscape while nestling into the base of the Holland
Gulch thereby eliminating any adverse visual impacts from the valley floor and
adjacent property owners. The exterior of the tank will blend with the indigenous
surroundings matching the sage, pinion, and other earth colors.
Hours of Operation - The water storage facility will be accessed periodically by
Town of Carbondale staffwithin the hours of 8:00 a.m. to 4:00 p.m. in addition to
24 hour emergency access.
2. The water tank will serve the future phases of the River Valley Ranch development
and, upon completion, will be conveyed to the Town of Carbondale along with a
perpetual easement for tank site access. A letter from the Town of Carbondale
Director of Public Works is included in this application. The proposed special use
will not require the use of well water or treatment of wastewater.
3. A detailed site plan identiSing proposed access, tank location, cross section, and the
adjacent areas is included with this application.

A copy of the Garfield County Assessor's Map is attached showing all public and
private landowners adjacent to the subject property.
The proposed tank site is currently part of the Crystal River Ranch (CRR) property.
The applicant and CRR have entered into a land exchange agreement in which the
subject parcel will be conveyed to CRLP on July 31, 2000. Enclosed is letter from
Sue Rodgers of CRR authorizing the applicant to proceed with this SUP application.
Impact statements prepared by Schmueser Gordon Meyer, Inc., Environmental
Perspectives, and Erick Olgierson are included in this application package.

Dear Larry:
The purpose of this letter is to comment on the size of the proposed Biver Valley Ranch (RVR)
upper pressure zone water tank. RVR is beginning the planning for the upper pressure zone
tank. They had asked you whether or not the TOO,OOO gallon size is still sufficient for the
Town of Carbondale. This letter will attempt to address that issue.
By way of history, SGM prepared a Water System Master Plan in March of 1995. That
master plan determined theTown's water storage needsfor buildout of Planning Area #1 to
be 2.564 MG. Currently, the Town has 2.25 MG in storage which is the combined storage
of the two White Hill tanks. lt was uncertain at the time of the master plan whether the
25O,OOO gallon tank would remain as a potable watertank. This left a potentialfuture deficit
of 564,000 gallons to be made up from the RVR tank. The next ancremental size larger would
be 600,OOO gallons. lt was decided to slightly oversize the RVR tank to 7OO,OO0 gallons
during the time RVR was proceeding through the Preliminary Plan Land Use process with lhe
Town.
Subsequent to the preparation of the Water Master PIan, the Town updated the
Comprehensive Plan and the Three Mile Area Plan. I have reviewed both of those documents
to determine if there is a significant difference in the future population projections for the
Town. I have determined that the Water Master Plan population projections for Planning Area
#1 are slightly higher than those projections from tha Comprehensive Plan, 1999, and the
Three Mile Area Plan prepared by Otack Rock Creek Studio" Therefore, the assumptions for
water storage in the Water Master Plan are conservatlve and the TOO,OOO gallon tank
projected for the RVR upper pressure zone is more than adequate.
The Town should understand that, if significant development takes place outslde Planning
Area #1, additional water storage will be required in the future, both from a volumetric point
of view and potentially, a pressure zone requirement. lt,lor instance, signif icant development
occurs on the East Mesa area, it is probablo that water will have to be pumped out of the
White Hill tank to a higher water storage tank to serve land use in this area.

The River Valley Ranch Subdivision needs to install an upper zone water tank to provide
satisfactory pressures to the higher portions of the project. The desired site is located to the
west of the subdivision and up the south branch of Holland Gulch on land located within
unincorporated Carfield County. This letter provides an impact statement as required by
Section 5.03.07, Conditionat and Special Uses, lndustrial Operations of the Garfield County
Zoning Resolution.
Sections (A) through (F) list the impacts to be addressed and contain the responses
associated with this project.
(A) Existing lawful use of water through depletion or pollution of surface
runoff, stream flow or groundwater.
The potential for potlution of surface runoff exists while the tank and access
road are being constructed. The contractor will be required to incorporate
standard temporary erosion control measures into the construction, including
straw bale check dams, silt fencing and temporary diversions. These measures
will minimize the amount of sediment transported. The runoff will flow to
River Valley Ranch golf course lakes which represent the only bodies of water
at risk. These lakes were designed as water quality settling ponds and will
protect the quality of the Crystal River against all foreseeable impacts of this
construction.
(B) lmpacts on adjacent land from generation of vapor, dust, smoke, noise,
glare or vibration, or other emanations-
The proposed tank site is located in the bottom portion of the gulch and in
excess of I ,700 feet away from any existing residences. lmpacts on adjacent
land would be minimal.
(C) lmpacts on wildlife and domestic animals through the creation of
hazardous attractions, alteration of existing native vegetataon, blockage
of migration routes, use patters or other disruptions-

(D) Affirmatively show the impacts of truck and automobile traffic to and
from such uses and their impacts to areas in the County.
Construction access will be taken through the River Valley Ranch Subdivision.
After construction, anticipated traffic consists of weekly visits by the Town of
Carbondale Water personnel. There should be no impacts to the County.
(E) That sufficient distances shall separate such use from abutting property
which might otherwise be damaged by operations of the proposed use(s).
The tank site is located in excess of I ,700 feet from any existing residence.
The abutting property is used for livestock grazing and agricultural purposes.
The tank site property will be conveyed to River Valley Ranch for the purpose
of constructing this tank. There should be no unforeseen impacts.
(F) Mitlgation measures proposed for all of the foregoing impacts identified
and for the standards identified in Section 5.03.08 of this Resolution.
There are no anticipated impacts which would require special mitigation
measures other than the temporary erosion control measures previously
discussed.

SUBJECT: Wildlife Impacts of Water Tank site and road, River Valley Ranch
EXECUTTVE SUMMARY
The Proposal to locate a 700,000-gallonwater tank and service road in Holland Gulch
will have minimal impact on wildlife. The physical disturbance will be limited to
approximately 314 acre. There will be no activity associated with the maintenance or
operation of the tank that will create a disturbance to native wildlife. There are at least
three similar water tanks, located in similar wildlife habitats in the Roaring Fork Valley
that have shown no negative impacts to associated wildlife.
AIFECTED HABITAT
This locationis mapped by the Colorado Division of Wildlife's (CDOW) Wildlife
Resource Information System as Winter Range, Winter Concentration Area, Severe
Winter Range, for Mule Dee,r (Odocoileus hemiorrus), and elk (Cerws canadensis).It is
within the overall range for black bew (Jrsus americamrs) and wild turkey (Meleagris
gatlopvo). In addition itis classified as Summer Range for Mule Deer.
Holland Gulch contains a perennial spring that supports a limited riparian community of
a few witlows (Satix ryp) ardsome grasses and sedges (Carex spp). Gf.;her vegetation
includes serviceberry (Amelanchier spp), Gambels oak (Quercus gambeli),junipers
(Iuniperus scopulorum), rabbit brush (Chrysothamnus spp), Skunkbush Sumac, (Rhus
trilobata), Chokecherry (Prumts virginiana). Mountain mahogany (Cercocarpus
montamtsand sagebrush (Artemisia spp). The oak and service berry are very old and
provide very limited forage for either deer or elk. There is some infestation of Common
Burdock (Arctium mirus). The slopes above the bottom are covered with pinyon (Pirus
edulis)f1uruper and mixed browse. Sagebrush dominates the upper flatter benches.
Holland Gulch is one of many that cut into the tablelands and mesas that run from
Thompson Creek to Westbank. These flat mesas and the numerous drainages that run
into the Crystal provide the lowest elevation ranges for wintering deer and elk. The mix
of browse, pinyon juniper and agricultural grassland has the right combination to make it
usable by these species during severe winter conditions. Deer and elk move through this
area depending on the winter. There are over 5,000 acres of this habitat in this strip of
tableland west of the Cryst4l and Roaring Fork rivers.
There is some daily movement through this gulch by both deer and elk on a seasonal
basis. There are tracks and game trails througfi the area. The willows in the bottom have
been used by deer for polishing their antlers. Pellet groups would indicate that there is
more use on the fairway and rough of the fifth hole than in the gulch. Some animals
appear to be using the gulch as access to the enhanced forage of the fairways. There is
not much production of forage species in the bottom of the gulch.
PHYSICAL IMPACT
The proposed design would construct a 20' (twenty foot) wide road up the right hand side
of tne gulch crossing the watercourse where necessary. The road will be approximately
1700 feet long. This road would follow an old roadway part of the way, with the first
crossing at the mouth of the gulch. The road would follow a gravel bench where a few
old decadent serviceberry bushes would be removed. The road would continue up the
right had side through a grove of old tall oak trees. There is a partial cut existing through
these trees and few will have to be removed. The road would continue up the gulch to a
fork in the watercourse. The north fork will have a culvert installed and crossed- The
south fork will be placed in a box culvert to handle both water and debris. The access
road will be placed on the north side of the gulch out of the wetlands where possible.
The tank location is on the south sideof the gulch. The water tank will be placed in a
circle approximately 80 feet in diameter. The total project will cover approximately -78
acres of land.
Tank Site Discription
The tank site is located in a short narrow rocky side gulch that is currently full of rocks
and dead trees. Live vegetation includes, Gambel Oalq Skunkbush sumac, Mt Mahogany
and chokecher.y. The oak and chokecherry are old mature plants with limited forage
production and availability. The Mt Mahogany is an important browse plant however,
ihe plants located in this gulch are limited in number and have been heavily clubbed to
the point where there is little annual growth. The gulch itself is overgrown and filed with
debris to the point where it is currently unused as a transportation avenue. Game trails do
cross the upper end of this small drainage above the tank location and will not be
impaeted. There are some old juniper snags that are currently being used by cavity
n"ite.r. There are numerous trees of this type in the area and the one that will removed
will not limit reproduction of those species utilizing these snags.
IMPACTS ON WILDLIFE
Physical Displacement
The road will displace very little habitat located on the gravel bench. The few
serviceberry bushes that will be displaced are old and offer little forage for either deer or
elk. Most of tn. displaced species will be mature oak and some chokecherry. The site is
below the rim of the mesa. There will be no disturbance of vegetation on the upper
sagebrush south facing benches that are the important part of this winter range.
Activity Disturbance
This tank will be turned over to and operated by the Carbondale Water Department. Post
constructiorq the road will be closed and gated with access restricted to authorized
personnel only. Maintenance is to be performed between 9 and 4 PM weekdays. They
anticipate I or 2 trips per week. This level of activity at this time of day will not
negatively impact the use of this area by wildlife.
Holland Gulch is also in the overall range for both black bear and turkey. These species
would utilize the spring for water and move through the area. The gulch does not contain
any critical habitat or forage for either of these species.
MITIGATION OF IMPACTS
l. The construction period for this project with be during the offpeak period of use
by wildlife.
2. Any disturbed ground on the sides of constructed road will be reseeded with
native grass mix.
3. Weed control will be carried out for two years.
4. Access to the tank and road will be restricted to maintenance personnel.
5. Maintenance activity will be limited to daylight hours except for emergencies.
6. The tank will be painted a neutral color to blend with natural surroundings.
7. The access road will facilitate access for both deer and elk crossing this gulch to
obtain browse on the upper sage covered slopes or the enhance grasses of the golf
course.
DISCUSSION
Thistank should have minimal impact on the valuable winter range of deer and elk. The
primary use of the project site by these species is for movement and water. This project
will not impact either of those activities. In fact the road will probably facilitate the
access by these animals to the fertilized fifth fairway and rough. Pellet groups left by
wintering deer and elk indicate that significant numbers of these species utilized the fifth
fairway and rough of the RVR Golf Course this past winter. These species are attracted
to the enhanced grasses of the course that receive fertilizer and water. The low level of
activity associated with the on going operation and maintenance of this facility will not
affect the use of this area by any of the native species.
There are currently numerous water tanks of similar size located in similar wildlife
habitats. Wildcat Ranch in Old Snowmass has a water tank located at the top of similar
winter range inhabited by over three hundred elk. The elk utilize the road for travel and
forage around the tank. Aspen Glen installed a similar tank in a similar location at the
foot of a gplch approximately four years ago. This area is also heavily used by both deer
and elk for winter and spring forage. No negative affects ofthis tank have been
documented and the wildlife continues to use the area. El Jebel also has a tank located on
asouth-facing portion of critical deer winter range in Eagle County. No negative effects
ofthis tank have been documented.
Thevegetation that will be removed by the road and tank construction is mostly limited
to old plants that have reached a height and productivity level that provides limited forage
for either deer and elk. The annual new growth is at the very tops ofthese plants and
unreachable buy most animals.
The watercourse will be protected during construction and its availability to wildlife use
will be unchanged.
CONCLUSION
This project will be located in critical ranges for both deer and elk. These species move
through this gulch as they travel up and down the Crystal River during their movements
to secure winter forage. When the snow is deep they will utilize the sagebrush and other
browse located at the foot of these slopes. When there is less snow accumulation they
will move through this area to reach the hay fields above on the Crystal River Ranch and
the enhanced grasses of the golf course. This tank and the associated service road will
not remove or damage any of this browse nor will any activity associated with the
operation or maintenance ofthe tank prevent or impact the use of this area by wildlife.
