Stoddard's applicatiorr for a county special use psamil for a gravel pit operatic,n on the back side of Lookout Mountain above the City. The City's concerns with regard to this request and others before the County from Mr. Stoddard in this area are many. The various proposals will be reviewed by the City Council on April L6 at its regular meeting. For thepresent, please consider these comments from staff. From my review of Mr. Stoddard's application, it woul.d appear the County, under its zoning regulation could and should reject the application for being insufficient. There are numerous shortcomings. The impact statement provides no design information or explanation of the project's operational characteristics. Only the vaguest construction scheclule is suggested. No site rehabilitation p1an, or securi.ty guarantee therefor, are offered. It is not possible to conclude, based on the applicatioR, that the operation shall minimize undesirable environrnental effects beyond ther boundaries of the property in which such uses are loc:ated (as the County is required to do under Sec. 5.03.08 of the Zoning Resolution). If the County chooses to accept the application and t:o consider the project on its ovun merits, the above-merrtioned criticisms continue. In addition, there are these concerns: Access: A1t special uses in the County are obJ-igated to provide "safe, convienent access for the use" using rninimum design standards ol: the Letter- F arr ar / FernandezApil 10, 1981 Page 2 Watershed: Airport: Garfield County Road Specifications (Sec. 5.03.L2). The access route for this project, Co.Rd. 115 (Red Canyon Rd.) is dangerous and should not haveits traffic volumes increased. The application offers the City no assurancesthat watershed damages will not oecur. In fact,the issue is not addressed. If you. will referto the attached ilap, the proposed gravel pitsits directly above and easterly of the debrissource areas which inflicted such damage tothe City in L977 (as outlined in "Debris-Flow Hazard Analysis and Mitigation: An Examplefrom Glenwood Springs, Colorado", Mears, Colorado Geological Survey, L977). Mr. Stoddardnotes in his application that the area has been "burned of f - there are few or no trees". I^Ihilehe may take this to mean that his job ofrestoring the area to its original conditionwill be easier (because the area is alreadydegraded), the City looks at more denudedslopes as directly increasing its chancesof suffering more mud f1ows. We understand that a "side benefit" of thismining operation will be the creation of a flatarea suitable for aircraft operations. TheCity sees no benefit in this. A recent analysisof the City's airport reveals no need for analternate site. The existing airport cancontinue to fulfill its function indefinitelywith larger aircraft to be served out of theGarfield County (Rifle) Airport (study by Mr.Matt Delich as member of the Bob Komives team,land use planning consultants for the City).A recent public meeting on the airport wasvery will attended; airport users unanimouslysupport continued existence of the airport.If creation of an airport is to be part of theCounty's evaluation of the application, Mr. Stoddard should be required to provide ananalysis of the site's suitablility for air-port purposes. Elements of such an analysis should include obstructions, winds, weather, access and evaluations from experienced, profess,'ional pilots. Subdivision Exemptions - the requests from Mr. Stoddard and Mssrs. cox should be carefully examined. The public liabilities in approtlng more possibilities for residential developmbnt in-upper Red Canyon would appear obvious. The Cbunty must adopt a clear policy tbiyard subdivision in this area. App_roval ^of . the subdivisions would fly in the face of the Goals and Policies and Management District documents being considered by the Couity as part of its Comprehensive PIan. The proposed quarry airport and road proposal on the ridge above town'is on the area which burned in 1975. The floods of 1977-carried debris and dirt out of those canyons into town, causing extensive damage, asyou know. They presently have excellent ground cover and are reasonably stable. It is very unlikely that I will approve any proposal to mine grave'l or authorize road construction on public lands on thjs watershed. The other two sites, Pits #1 and #2, will be evaluated for the potential to remove gravel. Please send to nre any comments or suggestions you may have about all three pits.
