WHEREAS, the Board of County Commissioners of GiffiekJ County, Colorado, has received application from Lillian Reed for the siting and operation of a spring rvater bottling facility, on the following described tract of land: Lot 4, Section 1, T5S, RglW of the 6'r P.M. That the application is in cornpliance with the lfarl'ir:ld (lounty Z,t.tning Resolution of 1978' as amended. 4. That the Garf ield County Plarrning Comrnission has reviewed the permit application and has recommended approval 1cr fte Brlard ol'Courttl' Corrrnissioners. 5. For the abover stated and r)ther realtons, the propr:l;ed use isr in the best interest of the health, safety, motrals, convenienco, order, prosperity and welfare of the citizens of Garfield County. NOW, THEREFOI1 E. IIE l1' RESOLVED by the fi]oard ol Oounty Clommissioners of Garfield County, Colorado, that the Spurcial IJse Perrnit be anrl hereby is authorized perntitting the use of the above described rract of land for the siting and operarion of a sprinl; water bottling, lacility, upon the following specific conditions: 1.That all representation.s ol'the applicalrt, either within the application or stated at the hearing before the Planning Comnrission. shall be considered corrditions of approval. That the operator of tire fiicility shall only divert ,water frorn the spring consistent with the findings and provisions of the court approved water a,rrgm,entation plan, Case Numbet 96CW271. 3 The applicants/operator shall construct the ar,rgmenrtation prind irr accordance with the augmentation p1an. That under this Special LIse Permit, the operator- shall not bottle more'water than is allowed by the augmentation plan 96CW'277. Any expansion of the ftrcility or the bottling operation shall be considered under a separate Special Use Perntit application. 5. The operator shall not transpr>rt more than 3 tons o1'packaged proclurct, per trip and shall utilize a trailer, as approved by the county Road and tlridge sr'tpervisor. 6. The eastern side of the bottling facility and appurtenant stniotures, inch.rding the water evaporation pond, shall be landscaped with appropr:iate screening vegetation. Minimum requirements are coniferous trees, with at lea.st three (3) inch <;aliper, sltaced on 50 foot centers. 1 .
