PROJECT INFORMATION AND STAFF COMMENTS
REQUEST:
APPLICANT:
I. Description of the Proposal
Review of the St. Finnbar Lift Station Application
for Site Approval
St. Finnbar Land Company
The Ranch at Roaring Fork ("The Ranch") owns and operates an existing wastewater treatment
plant. The Ranch is scheduled for the expansion of its wastewater treatment facilities in March,
2000. The approximate time for completion of the expansion is 6 months. When the expansion
is complete, the hydraulic capacity of the facility will be 100,000 gallons per day and the organic
capacity will be 200 lbs. per day. The existing management structure is based on The Ranch
Homeowner Association Rules and Regulations and the expanded facility will continue under
the same type of rules but with a newly formed Committee composed of representatives from
The Ranch and St. Finnbar.
The St. Finnbar Land Company ("St. Finnbar") must demonstrate that wastewater collection and
treatment services will be available to their thirteen (13) lot development (for a total of 23 units
with the accessory dwelling units). They have entered into an agreement with The Ranch in
which The Ranch has agreed to provide sewer service for between 18 and 35 EQRs. The cost of
the expansion will be borne by The Ranch, contingent upon receipt of tap fees. A sewage
collection system will need to be designed and constructed, at St. Finnbar's expense, on the St.
Finnbar property and a connecting mainline will need to be constructed within The Ranch
property. The connecting main will connect the collection system to the nearest existing main
on the Ranch property in the cul de sac at the end of Stagecoach Lane. The collection system
and connecting main will be constructed at St. Finnbar's expense but will be owned and operated
by The Ranch.
The proposed residential lift station will consist of a wet well mounted pump. The principal
items of equipment will include two 4" vertical, close -coupled, motor driven, vacuum primed,
two -port impeller type non -clog pumps; valves; internal piping; central control panel with circuit
breakers; motor starters and automatic pumping level controls; heater; ventilating blower;
priming pumps and appurtenances; high wet well level alarm; backup generator; and all internal
wiring. Each pump will be capable of delivering 80 gallons per minute of wastewater against a
total dynamic head of 14.5 feet. The maximum allowable speed shall be 875 rpm while the

minimum horsepower of each pump motor shall be 2. The lift station is located within the
floodplain of the Roaring Fork River and will have a finished floor elevation which is above the
floodplain.
High Country Engineering has provided calculations based on 13 lots, 3.5 bedrooms w/ 2
persons per room, for a total estimate of 91 people, at 75 gal per person per day. The result is an
estimate of 8,281 gallons per day. When multiplied by a peak factor of 4, a total of 33,124
gallons per day is expected, resulting in 0.033 MGD (million gallons per day), or 23 GPM
(gallons per minute). In a letter dated 3/6/00 High Country states that the 10 additional dwelling
units were inadvertently left out of the calculations. The additional 10 units will increase the
daily peak flow from 23 GPM to 38 GPM. However, the lift station is designed to flow at 80
GPM therefore, the additional dwelling units will not affect the design of the lift station.
II. Issues and Concerns
A. Legal Process: To upgrade a sewage treatment facility, an applicant is required to
submit an Application for Site Approval for Waste Water Treatment Facilities to the
Colorado Department of Public Health and Environment (CDPHE). The site application
is required to be reviewed by the County Board of Health, Board of County
Commissioners and Planning Authority. These entities are given three recommendation
options; approval, disapproval and no comment. The recommendation is to address the
following question:
"Are the proposed facilities consistent with the comprehensive plan and any other plans
for the area, including the 201 Facility Plan or 208 Water Quality Management Plan, as
they affect water quality?"
The recommendations made by local governments are considered by the CDPHE in their
approval or denial of the site application. If the CDPHE recommends denial of the
proposed site application, it can be appealed to the Colorado Water Quality Control
Commission.
B. Garfield County Comprehensive Plan: The Ranch at Roaring Fork wastewater
treatment facility is located in an area shown as "Existing Subdivision" on the Garfield
County Comprehensive Plan of 1995 - Study Area I, Proposed Land Use Districts Map.
This designation is acknowledgment of the approval of the Ranch at Roaring Fork
subdivision. St. Finnbar is located in the "Low Density Residential District". The
following are some relevant Comprehensive Plan goals, objectives and policies.
Water and Sewer Services
Goal: To ensure the provision of legal, adequate, dependable, cost effective and
environmentally sound sewer and water service for new developments.

Objective 7.5: Garfield County will strongly discourage the unnecessary
proliferation of private water and sewer systems.
Policy 7.1: All development proposals in rural areas without existing central
water and/or sewer systems will be required to show legal, adequate, dependable
and environmentally sound water and sewage disposal facilities can be provided
before project approval.
Policy 7.2: Where logical, legal and economic extension of service lines from an
existing water and/or sewage system can occur, the will require development
adjacent to or within a reasonable distance to enter into the appropriate agreement
to receive service. The burden of proof regarding logical, legal and economic
constraints will be on the developer.
Policy 7.4: Where I.S.D.S. is not feasible, Garfield will require a sewage disposal
system approved by the State of Colorado.
Comment: This application is intended to enable St. Finnbar to provide sewer
service to it's development from The Ranch. In terms of meeting the policies and
objectives of the Water and Sewer goal, the proposed lift station meets the basic
intent of the goal.
Natural Environment
Goal: Garfield County will encourage a land use pattern which recognizes the
environmental sensitivity of the land, does not overburden the physical capacity
of the land, and is in the best interest of the health, safety and welfare of Garfield
County .
Objective 8,4: River -fronts and riparian areas are fragile components of the
ecosystem and these areas require careful review in the planning process.
Policy 8.4: The County will require development with river frontage to address
the issue through physical design in a way which will protect fragile wetlands and
scenic resources and protect flood plains from encroachment.
Comment: The project is within the boundaries of the Roaring Fork River flood
plain. It will be necessary for St. Finnbar to obtain a Flood plain Special Use
permit prior to construction of the lift station. If construction of the facility is
very clearly designed to prevent any flooding potential, the application can be
found to be consistent with the Natural Environment goal and policies.
C. Other Staff Comments
Management: The sewage treatment facility will continue in the The Ranch's
ownership. The lift station will be owned by St. Finnbar. A Wastewater Systems
Management Committee ("The Committee") will be established to which the
Ranch Board will delegate decisions regarding the alteration of the facility, the

establishment of rates, rules and regulations, and future connections. The
Committee shall consist of two (2) members, one appointed by St. Finnbar and
one appointed by The Ranch. Each member will have a number of votes equal to
the number of fully paid sewer taps available to their respective properties.
Development Approvals: The approval of the site application does not in any way
guarantee approval of a development density.
Colorado Department of Public Health and Environment: CDPHE does not
review site applications until all of the local entities have made their
recommendations. This application is consistent with the State's consolidation
policy.
III, CONCLUSION
Staff recommends approval of the proposed site application with the following comments
1. That the applicant obtain a special use permit to place the lift station facility in
the flood plain.

from the appropriate planning agency (agencies), a statement(s) of consistency of the proposal with any
adopted water quality management plan(s).

I his letter is too respond to your question about the sewage flow calculations for the proposed lift
station on the above -referenced project. iligh Country Engineering, Inc.'s (IICT) calculations
had inadvertently excluded the 10 allowable ALAIs on the project. The additional 10 units will
ilicreasc the daily peak flow fi•oin 23 (iPM to 38 GPM. llowcvcr, the lift station is designed to
flow at 80 GPM, whici, is still double the peak now. The flow of the lift station was mandated
try the iuinirruu i velocity of 2 EPS in the outfall line; therefore the additional units will not affect
