I Lf &-) ' 0 J / GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS For SINGLE FAMILY DWELLING CONSTRUCTION Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a pennit application and expedite the issuance of a permit it is important that complete infonnation be provided. When reviewing a plan and it's discovered that required infonnation has not been provided by the applicant, this will result in the delay of the pennit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this infonnation before the plan review can proceed. Other plans that are in line for review may be given attention before the new infonnation may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to detennine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. I. Inc. 5020 County Road 154 Glenwood Springs, Cl)lmado 81601 Phone: 97CL945-7988 Faxo 970-945-8454 em8il: hpgeo@hpgeotech.com Job No. I 07 0230 Subject: Observation of Existing Foundation and Bearing Conditions, Proposed Bam Remodel, Welles Residence, 7205 County Road I 00, Garfield County, Colorado Dear Mr. Welles: As requested by Maurice Gillming with Structural Associates, a representative of Hepworth-Pawlak Geotechnical, lnc. observed the existing foundation and bearing conditions at the barn at the subject site on May 7, 2007 to evaluate the soils exposed for foundation support. The findings of our observations and recommendations for the foundation design are presented in this report. The services were performed in accordance with our agreement for professional engineering services to you, dated April 9, 2007. Existing Foundation Conditions: A total of four exploratory pits were excavated along the exterior side of the existing bam foundation prior to our arrival to the site to expose the existing foundation and bearing conditions. Two pits were dug by hand along the west side and two were dug with a small trackhoe along the east side and northeast comer. The interior dirt floor was being lowered by about I foot as part of the remodel design plans. The perimeter foundation for the main part of the original barn structure consists of a nominal 18 inch wide spread footing approximately 12 inches deep. The perimeter footing did not appear to have been formed with wood forms and was tapered somewhat at the bottom. More recently constructed interior columns which support a second floor bear on 12 inch square concrete pad footings. The east side of the bam may have been open at one time and exterior wood columns are supported by circular concrete piers approximately 12 inches in diameter and located on about I 0 foot centers. The exterior walls at the east side appear to be partially supported by a concrete slab floor likely constructed at the same time the area was enclosed. Up to about 4 inches of soil is backfilled above the top of the concrete piers and against the wood columns apparently to elevate the slab. Some rotting of the wood columns was observed. The presence of reinforcing steel in the foundations or slabs is unknown. Existing Bearing Conditions: The bearing soils exposed in the pits typically consisted of soft to medium stiff, silty sand clay. Some organics were observed in the western pits. Results of swell-consolidation testing performed on samples taken from the site, shown Parker 303-841-/119 • Colorado Springs 719-6 ll-5562 • Silverthorne 970-468-1989 Matthew Welles May 10,2007 Page 2 on Figure I, indicate low compressibility under existing moisture conditions and light loading, and a minor to low collapse potential (settlement under a constant load) after wetting. The samples showed moderate to high compressibility with increased loading after wetting. No free water was encountered in the pits and the soils exposed in the exterior pits were moist to very moist. The soils exposed in the interior floor area were slightly moist. Conclusions and Recommendations: The existing bam construction is generally consistent with an agricultural type building. Some cracks were observed in the exterior stucco with more severe cracks observed along the east sides of the existing interior concrete slabs which may indicate some previous foundation settlement. The bearing levels at the north, west and south sides do not have adequate soil cover for frost protection. The existing foundation should be evaluated by a structural engineer for specific loading conditions. Considering the bearings conditions exposed in the exploratory pits and the nature of the proposed construction, new spread footings placed on the undisturbed natural soil should be designed for an allowable soil bearing pressure of I ,200 psf. The exposed soils tend to compress under loading and there could be some post-construction settlement of new foundations, especially if the bearing soils become wet. Settlements will likely be differential between the existing foundation and new footings. Footings should be a minimum width of 18 inches for continuous walls and 2 feet for columns. Loose and disturbed soils and any existing fill in footing areas should be removed and the bearing level extended down to the undisturbed natural soils. Exterior footings should be provided with adequate soil cover above their bearing elevations for frost protection. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 12 feet. Structural fill placed within floor slab areas can consist of the drier on-site soils or imported road base compacted to at least 95% of standard Proctor density at near optimum moisture content. The ground surface adjacent the structure should be compacted and re-graded to prevent ponding within at least 10 feet of the building. Sprinkler heads and landscaping that requires regular heavy irrigation, such as sod, should not be located within 5 feet of the foundation. The recommendations submitted in this letter are based on our observation of the bearing exposed at the bam site and do not include subsurface exploration to evaluate the subsurface conditions within the loaded depth of foundation influence. This study is based on the assumption that soils beneath the footings have equal or better support than those exposed. The risk of foundation movement may be greater than indicated in this report because of possible variations in the subsurface conditions. In order to reveal the nature and extent of variations in the subsurface conditions below the excavation, drilling would be required. It is possible the data obtained by subsurface exploration could change the recommendations contained in this letter.
