Re: Varanai Special Use Permit
Members of the Board:
The City of Rifle appreciates the opportunity to review the above-captioned Special Use Application.
There are a number of issues and concerns which the City would like to bring to the Board's attention.
The south property line of the Varanai property is the centerline of the extension of East 16th Street
which is designated as a collector street in the City's Comprehensive Plan. In order to assure the
viability of 16th Street, it is necessary to set back any buildings on the Varanai property a minimum
of seventy feet (70') from the sixteenth line which is also the south boundary of said property.
The proposed use for the property as a food processing facility implies that there will be high water
usage. It is not clear from the application what the source of water for the property is. If it is, in fact,
wells, the City would like to confirm that they are properly permitted for the commercial uses
envisioned. If the applicant cannot supply his own water via wells, the Board should be aware that an
8" City water line is located in close proximity (adjacent) to the Varanai property.
Like the water issue, it is not clear how sewage from the facility will be treated. There are stringent
reguiations cieaiing with rhis type of faciiity anci it is strongly recommencieci that, prior to issuance of
any special use permit, Mr. Varanai demonstrate compliance with any state and federal regulations
pertaining to this use. Furthermore, the Board should also be aware that this property is located within
200 feet of an 18" City sewer line and that the optimal method of sewage disposal would be to utilize
the City sewer line in conjunction with the regulatory requirements for food processing facilities. This
is particularly critical since the property is in such close proximity to Rifle Creek and any other rnethod
of sewage disposal could potentially impact the high groundwater table in the area and Rifle Creek.
Connection to either City sewer and water facilities will, however, require annexation to the City.
The City of Rifle Comprehensive Plan designates this area as Community Services which may
characterized as an area suitable for retail commercial, light assembly and general commercial
Food processing facilities are not permitted in tlie Community Services district. The City recogn
that a similar facility exists in the general neighborhood, however, it should be noted that this facility
utilizes City water and sewer services. It was grandfathered into the City as a non-conforming use.
In conclusion, it is requested that the food processing facility be setback at least 70 feet from the
sixteenth line to accommodate the extension of 16th Street and that the applicant demonstrate that
adequate water and waste water disposal mechanisms consistent with all applicable local, state and
federal regulations will be utilized. Ideally the property should be developed within the City of Rifle
where adequate infrastructure is available.
