VoiceStream is proposing a fifty-foot monopole with a three-sector anay at the Roto
Rooter/Jeff Wanen property. Based on recent drive test data that u,e have comfiled and
analyzed, a seventy-foot monopole with a three-sector anay at the above location is required.
Poor quality resulting from raeak signal levels in the areas of Southem Glenuood Spnngs,
Northem Carbondale, and the Aspen Glen Golf Community raould be conected with this site
addition.
For the design, a stealth-pde with a \,eather vane mounted atop raras carefully chosen as it
presents the least amount of aesthetic impact.
The monopole is to be painted the same color as the structures on the property creatifqr
minimal visual impact on the sunounding community.
Expert landscaping will hide the fence sunounding the Vc,icestream equipment year round.
Unfortunately, there is no suitable existing structure in this area that alloued us to mount our
antennas on to them and still achisre the required height
This unmanned site will only require occasional monitoring for maintenance, perhaps every
six to eight rarceks. An access road is currently availaUe to the site though it will be used
infrequently.

malyzing the drive test data for the SBA site cadidate, VoicestreamWireless had to decline on the

Rooter site as the Board or County Commissioners suggested we redesign our facility.
They asked that we work closely with you in order to come up wtth an acceptable $ealth
design. lt should be very helpful for the re-application for Voicestream if you could
recommend a design that the Board will agree to. I recognize that your schedule is very
busy and I appreciate allthe information that you can provide to me.
We have begun to compile a preliminary list of site design ideas for you and the Board to
look over. lf you could examine them with the Board before we meet so that we may
discuss them, I would greatly appreciate it. Possibly, you may have suggedions as well
asthe Board mentioned that you had all attended a Telecommunication conference and
had site designs that are acceptable to Garfield County in your office.

Dear Greg,
Thank you for notifying us of the proposed telecommunications monopole. I have reviewed theproposal with our Airport Manage, Jessica McMillan, and would like to offer some comments.
In December of l999,the city of Glenwood Springs adopted an Airport Layout plan for theGlenwood springsJVlunicipal Airport. Enclosed pl""u.. irnd a reduced copy of the plan and theaccompanying working paper that was associated with the study. Jessica has indicated that whenpilots depart from the airport they generally follow Highway g2. She believes the location of theproposed monopole is far enough from the airport ttratlt will not create a problem.
Please note in particular the requirements noted in Runway Approach Surfaces and FAR part 77airspace listed in the upper right hand corner of the sheet. It would be our recommendation thatthe applicants submit the required FAA form7460-l "Notice of proposed construction,,,and thatthe county require the applicants to provide Form 7640-gfrom the FAA ,,Determination of NoHazard," prior to issuance of a building permit for the pole.
