Please find enclosed with this letter the proof of publication for
the Stowe Special Use Permit for a Commercial Park. I have also spoken
with Ron Leach on this date, and he has indicated that he will send you
a letter confirming your conversation on the fire protection
requirements for this project. It is my understanding that Resolution
81-327, which was the previous approval, will be amended to provide for
a chain link fence with wooden slats under the provisions of paragraph
number 8 of the Specific Conditions. Thank you for your assistance in
this matter. I will ask Walt Stowe to drop by for the permit and I will
consider this file closed.

As per your request I have reviewed the plans for a Mini -Storage
complex located on the Walt Stowe property. I would like to
offer the following recommendations and comments in regards to
fire protection..
Response time to this property from the Carbondale Fire Dept.
is approx. 12-15 minutes. This is a sizable time period when
dealing with fire protection. The Carbondale Fire District is
currently prusuing a project that would put a fire sub -station
in that end of the fire district. This will help the initial
response time substancially.
Due to the "bullet-proof" construction of these units, and the
abcense of utilities to the units, I would not recommend that
a water supply be installed at this time. (I.E. cisterns)
I would recommend that it be a condition of the owner that any-
one storing ANY flammable liquid or spray be required to store
it in a closed medal cabinet. I would also recommend that NO
SMOKING signs be installed in each storage unit.

The Denver and Rio Grande Western Railroad Company has been supplied a copy
of a Public Notice stating that Walter A. and Delores A. Stowe have applied
to the Garfield Board of County Commissioners to grant a Special Use Permit
to allow Petitioners to construct a commercial park on a tract of land
located 4 miles southeast of Glenwood Springs on County Road 154, more
specifically described as a parcel of land situated in Lots 18, 20, 21 and
36 of Section 1, T 7 S, R 89 W, Garfield County, Colorado.
As the subject tract proposed for the Speical Use Permit is adjacent to our
Aspen Branch right-of-way, may we respectfully request that if approval is
given to issue the subject permit, that the following condition be defined
in the terms of the Special Use Permit:
(1) That access to the proposed Stowe Commercial Park will be via
existing public roads and that our tracks will not be crossed by anyone
occupying the proposed commercial park except at previously established
public crossings in the vicinity.

will be acceptable for the purpose of the screening required under
the Special Use Permit granted to you for a commercial park on
your property located south of Glenwood Springs. By copy of

Dear Terry:
This letter is a confirmation that Mr. & Mrs. Walter Stowe
have consented to the amendment of their application for special use
and subdivision exemption to an application for special use of the
entire parcel, with a special use providing for commercial park.
The uses in the commercial park will be as generally described in the
application and information provided to the County Commissioners.
I have undertaken to provide notice to the owners of the property
adjacent to the parcel. It is my understanding that this matter will
be heard at 10:45 a.m., on the 13th of October, before the Board of
County Commissioners. I believe that Dan Kerst may be attending on my

The request is for a commercial park on 3.58 acres, to include the existing
residence and business operation (Ace Roofing), and the addition of 254
mini -storage units. I have only one set of site maps and plans, so please

as you can see.

RE: Culverit in Glenwood Ditch across Stowe Property
Dear Dick;
Thank you for meeting with us earlier this year in regards to
the culveriting of the Glenwood Ditch. It was our understanding
from that meeting that the installation of a 48" culverit along
the entire length approximately 6'W'feet where the ditch passes over
the Stowe property was acceptable. Vie will provide access to the
Rakich headgate, otherwise the culverit will be continuous across
our land.
If this was your understanding from our conversation please
initial and return one copy of this letter to us so we can present
it to the planning commission. If you care to make any other com-
ments or observations feel free to do so in the space below. Your
