Application Requirements: These items must be submitted with the application
1] Plans and specifications for the proposed use including the hours of operation, the amount of vehicles
accessing the site on a daily, weekly and/or monthly basis, and the size of any existing or proposed
structures that will be utilized in conjunction with the proposed use. Please submit this information
in narrative form and be specific.
2] If you will be using water or will be treating wastewater in conjunction with the proposed use, please
detail the amount of water that would be used and the type of wastewater treatment. If you will be
utilizing well water, please attach a copy of the appropriate well permit and any other legal water
supply information, including a water allotment contract or an approved water augmentation plan.
3] A map drawn to scale portraying your property, all structures on the property, and the County or State
roadways within one (1) mile of your property. If you are proposing a new or expanded access onto
a County or State roadway, submit a driveway or highway access permit.
4] A vicinity map, showing slope of your property, for which a U.S.G.S. 1:24,000 scale quadrangle map
will suffice.
5] A copy of the appropriate portion of a Garfield County Assessor's Map showing all public and private
landowners adjacent to your property. Include a List of all property owners and their addresses.
6] Attach a copy of the deed and a legal description of the property. If you are acting as an agent for the
property owner, you must attach an acknowledgment from the property owner that you may act in
his/her behalf.
7] For all applications pertaining to airports, the oil and gas industry, power generation and/or
transmission industry, or any other classified industrial operation, you must submit an impact
statement consistent with the requirements of Sections 5.03, paragraphs 1 thru 3; 5.03.07, inclusive;
and 5.03.08, inclusive.
The consideration of this proposed Special Use will require at least one (1) public hearing, for which public
notice must be provided. The Planning Department will mail you information concerning this hearing(s),
approximately 30 days prior to the scheduled hearing. You will then be required to notify, by certified return
receipt mail, all adjacent landowners and publish the notice provided by the Planning Department, in a
newspaper of general circulation. Both these notices must be mailed/published at least 15 days prior to the
public hearing. The applicant shall bear the cost of mailing and publication and proof of mailing and
publication must be submitted at the time of the public hearing.

Silt Natural Gas Pipeline Reinforcement Project

The Silt Natural Gas pipeline Reinforcement Project involves the construction of a new 4 -inch natural gas
pipeline to bring additional supplies of natural gas into the existing natural gas system serving the area from
Rifle to New Castle, Colorado. The area is currently served from an existing 3 and 2 inch pipeline beginning
north of Rifle near Colorado Highway 13 in Section 25, Township 5 South, Range 93 West proceeding east
to its terminus in Section 31, Township 5 south, Range 90 West in New Castle, Colorado. The existing gas
pipeline system, located in both easements and County Roads, is approaching capacity due to new
development and growth in the area.
Public Service Company of Colorado's (PSCo) proposed Silt Natural Gas Pipeline Reinforcement Project,
scheduled for construction in May, 1999, begins at the existing Rifle -Avon 12 -inch pipeline and runs
generally north and east to the existing PSCo system along County Road 214. The approximately 2.75 mile
long project is more particularly described as follows:
The new 4 -inch pipeline will originate on the Rifle -Avon Pipeline just west of the Southwest corner of
Section 10, Township 6 South, Range 92 West in the proposed Stillwater Ranch development and proceed
northerly. The pipeline will be installed in an easement to a point south of County Road 331 and West of
County Road 311. At this point a new meter/regulator station facility, south of County Road 331, will be
constructed. The pipeline then proceeds east along County Road 331 to the easterly line of County 311
where it will turn north crossing the Colorado River, hanging the pipeline on the existing bridges, to the
Interstate 70 service road. The line turns east along the service road to approximately the west line of
Section 11 where it turns north, crossing Interstate 70 and the Union Pacific Railroad. Interstate 70 will be
crossed by boring under the highway. The Union Pacific Railroad will be crossed by using an existing gas
line casing under the right of way or with a new bore.
On the north side of the railroad the proposed pipeline will be located in an existing PSCo easement located
along the westerly side of Lyon Subdivision, PUD and in an easement along the southerly line of U.S.
Highway 6 & 24 to a point east of the subdivision where the line will turn north to intersect with an existing
easement, acquired in 1961. The pipeline will then follow the existing easement terminating at the PSCo
pipeline on the northerly side of County road 214.
The exact route is currently being surveyed in order to generate legal descriptions, drawings, and
construction plans. Existing easements will be utilized where possible. Any new easements to be acquired
will be located adjacent to property and land lines whenever possible to minimize the impact to the land and
land uses. All necessary land rights and permits will be obtained prior to construction. Ownership lists are
being prepared with land rights acquisition to immediately follow upon completion of any necessary land
surveys. The actual construction period of the pipeline will require several construction employees
(estimated at 10-20) and related equipment on site such as: trucks, backhoes, welders and bulldozers. The
project will require 4-6 weeks to complete the construction and restoration.
The proposed meter station site and building, on the future Stillwater Ranch development, is being
constructed with the agreement, suggestions, and recommendations of the property owner/developer. Only
telephone and possibly electric services will be required at the site. After construction is completed
approximately one employee visit per week, using a pick up truck, is anticipated.
Plans are currently being designed to engineer the method of constructing the pipeline crossings on the
existing County Road 311 bridges over the Colorado River, as requested by the Town of Silt.
Garfield County and the Town of Silt will be provided copies of the survey drawings as soon as they are
completed.

Public Service Company of Colorado (PSCo) was issued a Special Use Permit from Garfield
County on April 12, 1999, for the construction of the 4 -inch Silt Natural Gas Reinforcement
Pipeline Project.
In PSCo's Special Use application, submitted in February and a copy of which is enclosed, it was
anticipated that the pipeline construction would be completed by mid June. PSCo would like to
keep you informed of the status of the project and make you aware that due to contractor
operations and delays it now appears the construction will not be completed until possibly mid
August. Restoration will follow after the construction is completed but may not occur until this
Fall.
There is one other concern, PSCo has not received any written authorization or a copy of the
Special Use Permit that was approved. Please send me a copy at your convenience.

Per your instructions and as discussed on the telephone this afternoon Public Service Company
of Colorado (PSCo) will complete the following for our Special Use Permit application:
1. Submit and request a public notice in the Rifle newspaper, the Citizen Telegram, with
information about the Silt 4 -inch Natural Gas Pipeline. Enclosed is the legal
description and a copy of the "Public Notice" you provided for publication. I will
furnish you with a proof of publication as soon as possible.
2. All property owners crossed by the proposed gas pipeline will be sent a certified
return receipt requested letter including the "Public Notice" information about the
pipeline.
3. PSCo is scheduled to be on the May 3, 1999, Garfield County Commissioners
agenda.
The construction of the proposed 4- inch gas pipeline is scheduled to begin May 10, 1999
pending the approval of this Special Use Permit. Also for your information, Joy Surveying of
Meeker, Colorado is providing the surveying work and will complete an as -built survey of the
pipeline after the construction is completed. All disturbed areas will be restored and revegetated
after construction is complete.
