The proposed plan is to purchase the leased property and construct a 30' x 40' shop building to the east of the existing one. A chainlink fence will surround the property. A water well is drilled adjacent to the property and satis- fies our needs for water. The septic tank was installed in accordance with County specifications and will more than adequately handle our needs. An access road is in place and we would use it for ingress and egress. 5.03.07 INDUSTRIAL SUPPORT FACILITIES (1) Northwest Pipeline proposes to purchase from William Clough, ± 3 acres of land that we currently lease. Mr. Clough is agreeable to the proposed purchase. We now have on this parcel an office/ware- house facility and a storage yard surrounded with a chain-link fence. We plan to add a 30' x 40' shop building when we acquire ownership of the parcel. One building will be used as an office and the other for a shop to support our field production of natural gas. The shop will store spare parts and accessories for our field equipment and will not store any caustic or volatile chemicals. The new use will be the same as before only slightly enlarged. The parcel of land is in the SW%NW4 of Section 13, Township 6 South, Range 94 West, 6th P.M., Garfield, Colorado. (A) No pollution of surface run-off, stream flow or ground water is expected. Our yard is gravel and we have a diversion ditch to the north of the property that diverts any run-off water to the west and then follows natural land contours. (B) Adjacent land is used primarily for natural gas production. No production equipment will be utilized on this parcel to generate vapor, smoke, noise, glare or vibration. There will be a few more vehicles using the road but it is a very short distance to blacktop and we feel any dust generation will be minimal. (C) N/A (2) Added traffic to area will be minimal and will use the old 6 & 24 Highway to site. (3) Surrounding operations will not be damaged by our operations. The closest other operations are natural gas production facilities. Motorized vehicle use, except for snowmobiles operating on snow, is limited to designated roads and trails. Date Wright Sheldon, District Manager Grand Junction District Office •7 Y Q. -f- We'w5 RPIPic.e BLM RESTRICTS ORV USE AROUND GLENWOOD SPRINGS Erosion caused by cross-country off-road vehicle (ORV) use has prompted the Bureau of Land Management (BLM) to limit motorized vehicle use on public land adjacent to Glenwood Springs and West Glenwood Springs. All cross- country travel will be prohibited and vehicles will be restricted to designated roads signed as open for motorized vehicle use. The area affected by this limitation was identified as a debris flow hazard zone and an Area of Critical Environmental Concern in the recently completed Glenwood Springs Resource Management Plan. "Debris flows from this hazard zone have historically resulted in significant damage to property in the developed areas of Glenwood Springs and West Glenwood Springs," said Jim Owings, Glenwood Springs Resource Area Manager. "Damage to soils and vegetation from ORV use is contributing to the severity of the debris flows." He added that although ORV use is currently concentrated in a few areas, the entire hazard zone, approximately 6,675 acres, is being included in the restriction to prevent additional damage from occurring. DANIELSON State Engineer Re: Northwest Pipeline Corporation Special Use Permit SW1/4 NW1/4, Sec. 13, T6S, R94W We have reviewed the above referenced Special Use Permit. The permit would allow Northwest Pipeline to expand an existing office/warehouse facility on three acres. Northwest Pipeline is presently leasing the three acres and proposes to purchase the property. According to your letter, your attorney does not believe Garfield County has authority to require a public utility company to go through an exemption or subdivision review process. Water for the existing office has been historically provided by the pre- sent landowner, William Clough, from a domestic well, permit no. 117375. A domestic well permit does not allow the use of water from the well in a com- mercial business. Also, we do not recommend tracts that would not have their own independent water supply. For these reasons, we cannot recommend approval of the Special Use Permit based on the use of the existing well. Permit no. 117375 was issued as the only well on the 40 acres in the SW1/4 NW1/4, Sec. 13, T6S, R94W. This 40 acres includes the three acres to be purchased. As long as this stipulation exists, no additional well permits will be issued for the three acres in question. Mr. Clough, however, could resubmit his permit and ask this office to amend his permit to delete the three acres in question. The remaining tract would still exceed the 35 acres required by statute. If this amendment is made, there is a possibility that our office would issue an exempt commercial well permit for the three acres. This permit, if issued, would be limited to drinking and sanitary use. Since we are unsure whether an exempt permit would be issued, we recommend this proposal be held in abeyance until Northwest Pipeline can show that they have obtained a well permit. The water line is 4 -inch transite pipe installed in 1965, which has had several leaks at line pressure over the past years. We have lowered the pressure in our line from 125# to 40# to reduce the maintenance on the line. It is also my understanding that the line has a 1 -inch tap at the City main which may require a size change to insure adequate water for additional service. With this knowledge, the Company is willing to offer the follow- ing proposal: Northwest would purchase halt interest in the approximately 1-1/4 miles of 4 -inch transite water line at our present book value of $5,000. 2. Northwest would be responsible for all costs in connection with the tap on the water line such as metering facilities; increasing the size of the tap, if required; repairing of any and all leaks caused by an increase in line pressure; any and all connection fees required by City and County agencies. This includes the State of Colorado. This pipeline is subject to regulation by the Federal Energy Regulatory Commission under the Natural Gas Act of 1938, as amended, and under the Natural Gas Policy Act of 1978, and as such the rates and charges for the transporta- tion and sale of natural gas in interstate commerce for resale, the extension, enlargement or abandonment of facili- ties, and accounting, among other things, are subject to regulation.
