PROJECT INFORMATION AND STAFF COMMENTS
For a public hearing for a Special
Use Permit for the expansion of an
existing office/warehouse facility.
APPLICANT: Northwest Pipeline Corporation
LOCATION:
SW 1/4 NW 1/4 Section 13 T 6 S R 94
W; located approximately 3 miles
west of Rifle on Old Highway 6 and
24.
SITE DATA: The side is approximately 3 acres
in size.
WATER: Proposed well
SEWER: Existing individual sewage disposal
system.
ACCESS: By way of Old 6 and 24 to a private
access road.
EXISTING ZONING: R/L
ADJACENT ZONING: R/L in all directions
I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site sits within the rural areas with minor environmental
constraints portion of the Comprehensive Plan management district map.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description:
The site is approximately 3 acres in size and contains an
existing pipe storage yard, warehouse, and office space. These
uses were approved in 1980 by the Board of County Commissioners
(see Resolution # 80-290, page ).
B. Project Description:
The applicants wish to expand their existing permitted
facilities. The expansion will include the addition of a 30' x
40' shop building. This building or the existing building will
be used to store parts and accessories for field equipment. The
second building will be used as an office area. A chain link
fence will surround the entire parcel. Approximately 15 trucks
will be parked at the site and approximately 4 people will be
based out of the office.
C. History:
In 1980, Northwest Pipeline received a Special Use Permit to have
an office, warehouse and pipe storage yard on property owned by
William F. Clough. Northwest Pipeline is now interested in
purchasing the parcel from Mr. Clough and expanding their
facilities.

III.MAJOR ISSUES AND CONCERNS
1. The creation of the 3 acre parcel as a separate parcel from the
rest of Mr. Clough's property does not require county action.
Northwest Pipeline is a public utility company and, therefore, is
not required to comply with county subdivision or exemption
regulations (see letter from Northwest Pipeline attorney
page ).
2. The character of the surrounding area is primarily industrial and
agricultural.
3. The applicant has indicated that the amount of additional traffic
generated by the expansion will be minimal. There will be 15
trucks parked at the site. 6 to 7 of these trucks are normally
located in the area of the site. Thus, there will be
approximately 8 or 9 additional trucks leaving and re-entering
the property on a daily basis.
4. Approximately 4 people will be based at the on-site office,
however, 3 of these 4 people are primarily field personnel.
5. The existing water supply to the property is an off-site well
owned by William Clough. The Division of Water Resources has
been notified of the proposal to continue to use this water
source for the newly created lot. To date, the Division of Water
Resources has not responded.
IV. SUGGESTED FINDINGS
1. That proper posting, publication and public notice was provided
as required by law for the hearing before the Planning
Commission.
2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at that hearing.
3. That the proposed land use will be compatible with existing and
permitted land uses in all directions.
4. That for the above stated and other reasons, the proposed zoning
is in the best interest of the health, safety, morals,
convenience, order, prosperity and welfare of the citizens of
Garfield County.
V. RECOMMENDATION
APPROVAL of the expansion of the Special Use Permit for Northwest
Pipeline as approved by Resolution 80-290. This expansion shall
include one additional building 30' x 40' in size, the expansion of
office facilities and additional parking for vehicles. In addition,
the approval of the Special Use Permit shall be subject of the
following conditions.
1. That the use of the tract of land comply with all present
regulations of Garfield County relating to office and
storage/warehouse facilities in the zone district in which the
property is located.
2. All proposals of the applicant shall be considered conditions of
approval.
3. That all conditions must be met within 120 days.

4. The Special Use Permit snail only be valid for a period of 120
days from the date of issuance unless construction or use has
commenced thereunder; and if construction or use has not
commenced within this specified period, the permit shall expire.
5. A legal and adequate water supply for the 3 acre parcel shall be
obtained. Proof of this water supply shall be submitted to the
Planning office prior to the issuance of the Special Use Permit.
