PROJECT NAME: Special Use Permit for a Natural
Gas Compressor Station

I. RELATIONSHIP TO THE COMPREHENSIVE PLAN:
This project area is within District C (Rural Areas with Minor Environmental
Constraints) of the County Comprehensive Plan.
II. PROJECT DESCRIPTION:
The applicant has purchased a 2.32 acre site from the Maulbetsch's. A natural
gas compressor station will be built on the site. The station and related
controls will collect gas from several wells in the area. The area will be
gravelled and enclosed with an 8 foot chain link fence topped with barbed wire.
Total fence height will be 9 feet. Two gates will be installed within the fence
for access to the station. Surface area disturbance will be limited to as little
possible. The applicant proposes to abide by all local, state and federal agency
requirements. No adverse impacts on water, wildlife or the surrounding properties
is expected.
Construction is expected to take 4 weeks, with 10-15 workers on-site at any one
time. Workers are expected to commute daily from Rifle and the Grand Junction
area.
III. REVIEW AGENCY COMMENTS:

IV. FINDINGS:
1,That proper publication and public notice was provided as required by law for
the hearing before the Board of County Coumiissioners.
2. That all hearings before the Board of County Commissioners were extensive
and complete, that all pertinent facts, matters and issues were submitted and
that all interested parties were heard at that hearing.
3. That the proposed special use conforms to Section 5.03, concerning the Approval
or Disapproval of a Petition for a Special Use, of the Garfield County Zoning
Resolution.
4. That the proposed land use will be compatible with existing and permitted
land uses in all directions.
V. RECOMMENDATION:
Approval with the following conditions:
1. All proposals of the applicant shall be considered conditions of approval
unless stated otherwise by the Board of County Commissioners.
2. All above -ground facilities shall be environmentally sensitive colors to blend
with the surrounding landscape, either through painting or the use of natural
materials.
3. The applicant shall provide on-going maintenance to County Road 31i under the
supervision of the County Road Supervisor and on an as -needed basis during their
construction activities.
4. The applicant shall return County Road 311 to its original or better condition
after completion of their construction activities.
