Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary plumbing; 4 . "' GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS For SINGLE FAMILY DWELLING CONSTRUCTION Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED B~DINGS . In order to understand the scope of the work intended under a pennit application and expedite the issuance of a permit it is important that complete infonnation be provided. When reviewing a plan and it's discovered that required infonnation has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new infonnation may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to detennine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during · design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, .. including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P .H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. Al1 plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each comer of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. Receipt of the builder's completion deposit and the CRAF payment are hereby acknowledged. The DRC approves the final application for construction with the following conditions: 1. The amount of exterior lighting shall be reduced per the discussion with the DRC and changes shall be illustrated on the landscape plan. 2 . The trellis shall be added to the landscape plan. 3. An amended landscape plan shall be submitted for review and approval to the DRC prior to the dry-in inspection. Please be reminded that two inspections need to occur during construction of the residence. These are ultimately the responsibility of the owner and bear upon release of the Builder's Completion Deposit. Please contact the DRC Administrator at (970) 963- 3362, upon completion of the dry-in phase of construction and for a final site inspection by the DRC. Details of these procedures are contained in the Design Review application packet. Failure to call for any of these inspections will result in $1000 per violation held by the Homeowners Association from the return of your Builder's Completion Deposit. It will be necessary for the builder to arrange reviews in accordance with the DRC's scheduled sessions. Finally, prior to construction it is required that the selected contractor meet with the DRC Administrator on site to review construction procedures, access and site tidiness items. As a reminder the $2,500 DRC fee was a base fee for 4 hours of review time and any time accrued beyond four hours will be billed to the applicant at $300 per hour. The four hours will include preliminary and final reviews, pre-construction meeting, dry-in and final inspections and any amendments that require DRC review. Any anticipated changes from your approved plans must be submitted to, reviewed by and receive approval from the Design Review Committee prior to making any changes. Dear Mr. and Mrs. Levin: As requested by Russ Arnold with Brikor Associates, a representative of Hepworth- Pawlak Geotechnical. Inc . observed the excavation at the subject site on April 11 and J 7, 2007to evaluate the soils exposed for foundation support. The findings of our observations and recommendations for the foundation design are presented in this report. We previously conducted a subsoil study for design of foundations at the site and presented our findings in a report dated May 14, 2007, Job No. 106 0342. The proposed residence will consist of a two story wood frame structure over a crawlspace. There will be a sma11 basement level mechanical room. Spread footings placed on the natural granular soils and designed for an allowable soiJ bearing pressure of 3,000 psfwere used in the design based on our previous study. At the time of our initial visit to the site, the foundation excavation had been cut in three levels from about 3 to I 6 feet below the adjacent ground surface. The garage portion of the excavation had not been completed. The soils exposed in the bonom of the excavation consisted of slightly silty sandy gravel with cobbles and small boulders. There was about 4 inches of water in the area of the mechanical room. We understWld that this area will be elevated with screened rock. On April 17, we observed that the garage portion of the excavation had been completed. We understand that 3 feet 4 inches of screened rock had been placed in the area of the mechanical room. The fill appeared to be finn. There was a minor amount of standing water and very moist soils in the area of the garage portion of the excavation. We indicated to Russ that this minor amount of water and moist gravel soils should not be a problem to the placement of concrete. The soil conditions exposed in the excavation are cons istent with those previously encountered on the site and suitable for support of spread footings designed for the recommended allowable bearing pressure of 3,000 psf. Loose and disturbed soils should be removed in the footing areas to expose the undist urbed natura) soils. Other recommendations presented in our previous report which are applicable should also be observed. The recommendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and the previous subsurface exploration at the site. Variations in the subsurface conditions below t he excavation could increase the risk of foundation movement. We should be advised of any variations encountered in the excavation conditions for possible changes to recommendations contained in this letter.
