LEGAL DESCRIPTION S1/2NW1/4SE1/4 AND N1/2SW1/4SE1/4 OF SECTION 5, TOWNSHIP 6S, RANGE 93W OF THE P.M., GARFIELD COUNTY WHEREAS, the Board of County Commissioners of Garfield County, Colorado, has received application from the Rifle Sportsman's Club, concerned with a Shooting Range Facility Special Use Permit to allow for the use of the subject property as a shooting range facility; WHEREAS, the Board held a public hearing on the 7th day of February, 2000, upon the question of whether the above-described Shooting Range Facility Special Use Permit should be granted or denied, at which hearing the public and interested persons were given the opportunity to express their opinions regarding the issuance of said Special Use Permit; and WHEREAS, the Board on the basis of substantial competent evidence produced at the aforementioned hearing, has made the following determination of fact: • 1. That the hearing before the Board of County Commissioners was extensive and complete, that all pertinent facts, matters and issues were submitted and that all interested parties were heard at that hearing. 3. That for the above stated and other reasons, the proposed Special Use Permit is in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County. 4. That the application is in conformance with the Garfield County Zoning Resolution of 1978, as amended. 5. The Board of County Commissioners finds that the applicant has demonstrated adequate safety measures have been taken in accordance with Section 5.03.027 (1) of the Garfield County Zoning Regulations. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield County, Colorado, that the Shooting Range Facility Special Use Permit be and hereby is approved to allow for the use of a Shooting Range Facility, upon the following specific conditions: 1. That all representations of the applicant, either within the application or stated at the hearing before the Board of County Commissioners, shall be considered conditions of approval. 2. Recommendations 1 through 9 of the NRA report, dated December 8, 1999, be followed (attached as exhibit `A'). 3. That the Rifle Sportsmen's Club Range Safety Rules as included in the Appendix of the NRA report, dated December 8, 1999, shall be strictly enforced (attached as exhibit `B'). 4. The proposed new trap range must be constructed so that lighting does not trespass on adjoining property and in such a manner that it will be adequately safe to use for its intended purpose. 5. The hours of operation of the Rifle Sportsmen's Club will be between 7:00 a.m. and 10:00 p.m. Monday through Friday, and between 9:00 a.m. and 9:00 p.m. on Saturday and Sunday. Further, if any special events require extended hours of operation, at least 7 days advance notice must be given to the Rifle Ranger District. 6. A valid lease on the property shall be maintained. 7. Any trailer brought on-site shall only be used for storage and not for the purposes of residential use. 110 8. Flagpole located next to target shed. Careful consideration should be given to installing a pipe or culvert in the drainage ditch that runs perpendicular to the firing line of the trap facility (refer to Photograph 6). Most lead shot can be found between 105 and 175 yards down range. Recommend replacement of the plywood on plinking range (see Photograph 7), which is just west of the 300 yard Range with a minimum eight -foot high earth side berm between ranges, and increase the height of the backstop. We discussed emergency trauma response, i.e. E.M.T., ambulance flight for life etc. No prior preparation or procedures have been set forth, but are now in the works. There is a major trauma first aid kit in the "Cowboy" section target shack. Recommend access be granted to members, or to specific range officers that are on duty. Recommend use of cellular phone at site in case of emergency if no phone is at site. Recommend the use and installation of clearing barrels for pistol ranges. Review control fencing; access to range area, and post appropriate signs. "Gas Line Access". RTTA was advised of the existence of an underground gas line traversing the property from west to east. POC stated the east access of the pipeline has been made impassable by earthen barriers. Recommend club address the west accessibility and get permission for any changes from the Gas Company before proceeding with construction. 12 RIFLE SPORTSMEN'S CLUB • RANGE SAFETY RULES O J a Standard safety rules will be strictly adhered to at all times while using the Rifle u.. Sportsmen's Club range. No one will be allowed downrange until all actions are open, unloaded, and IZ all weapons are tabled, grounded or holstered. 0 o if) 40 ABSOLUTELY NO ALCOHOLIC BEVERAGES ALLOWED ON THE RANGE! 2a. Check-in with range officer or discipline chair of the scheduled shoot before going down range. (Discipline shoots take precedence at all times) 3. Hearing and eye protection are mandatory at all times and will be worn at all times by everyone on or near the firing line. This includes spotters and score keepers during matches. 4. Firearms will be pointed down range at all times. 5. Cans, bottles, etc., will NOT be used as targets. 6. Firing into target frames, rails, or any fixtures of our range will not be tolerated. 7. All trash, used targets, empty ammo boxes, etc., will be placed in the trash containers that are provided before leaving the range. &- All firing will be done on the appropriate portion of the range. Example: No shotguns other than at the trap range. Use the portion of the range that has been developed and structured for such use. Respect the rights of other shooters and show them the same courtesy you would expect in return. These standard safety rules have been devised for you safety as well as to insure a long lasting Sportsmen's club. Common sense and respect are always • good guidelines to follow.
