Application Requirements: These items must be submitted with the application
1] Plans and specifications for the proposed use including the hours of operation, the amount of vehicles
accessing the site on a daily, weekly and/or monthly basis, and the size of any existing or proposed
structures that will be utilized in conjunction with the proposed use. Please submit this information
in narrative form and be specific.
2] If you will be using water or will be treating wastewater in conjunction with the proposed use, please
detail the amount of water that would be used and the type of wastewater treatment. If you will be
utilizing well water, please attach a copy of the appropriate well permit and any other legal water
supply information, including a water allotment contract or an approved water augmentation plan.
. 3] A map drawn to scale portraying your property, all structures on the property, and the County or State
roadways within one (1) mile of your property. If you are proposing a new or expanded access onto
a County or State roadway, submit a driveway or highway access permit.
4] A vicinity map, showing slope of your property, for which a U.S.G.S. 1:24,000 scale quadrangle map
will sufiice.
5] A copy of the appropriate portion of a Garfield County Assessor's Map showing all public and private
landowners adjacent to your property. Include a list of all property owners and their addresses.
6] Attach a copy of the deed and a legal description of the property. If you are acting as an agent for the
property owner, you must attach an acknowledgment from the property owner that you may act in
his/her behalf.
7] For all applications pertaining to airports, the oil and gas industry, power generation and/or
transmission industry, or any other classified industrial operation, you must submit an impact
statement consistent with the requirements of Sections 5.03, paragraphs 1 thru 3; 5.03.07, inclusive;
and 5.03.08, inclusive.
, The consideration of this proposed Special Use will require at least one (1) public hearing, for which public
notice must be provided. The Planning Department will mail you information concerning this hearing(s),
approximately 30 days prior to the scheduled hearing. You will then be required to notify, by certified return
receipt mail, all adjacent landowners and publish the notice provided by the Planning Department, in a
newspaper of general circulation. Both these notices must be mailed/published at least 15 days prior to the
public hearing. The applicant shall bear the cost of mailing and publication and proof of mailing and
publication must be submitted at the time of the public hearing.

Per your correspondence of 12/27/99, please add the follow-
ing information to the above referenced Application:
1. HOURS OF OPERATION: 7:00 A.M. to 10:00 P.M., seven days
per week (after dark operations presently limited to
lighted trap range, other ranges do not have lighting).
2. 2ND TRAP RANGE: The Club is in the process of con-
struction of a second trap range which will be located
adjacent to and to the west of the existing range (see
air photo attached).

1) PLANS AND SPECIFICATIONS:
The Rifle Sportsman's Club operates a multiple use shooting
range on the northwest edge of the City of Rifle. The 40 acres
used for the range is leased from Bill Clough. The property is
well situated, away from residential areas and has substantial
topographic features providing a well contained, safe shooting
environment.

The facility includes the following:
- a lighted trap range with plans for additional trap
range(s) and/or a skeet range;
-a rifle and pistol range with fixed and movable target
stands;
- an archery area; and
-several small structures for storage and supplies.
The Rifle Sportsman's Club provides a safe shooting environ-
ment for local members, regional and national level shooting
matches, hunting rifle sighting clinics during the big game sea-
sons, and numerous other firearm related activities and functions
throughout the year.
Vehicle traffic generated by the range is limited. Daily
traffic is only five to ten vehicles per day, with up to 50 vehi-
cles for special events.
The range has been open since 1985 and is used by the mem-
bers of the Rifle Sportsmans Club and the general public for spe-
cific events run by the Club or others under the supervision of
the club. The range is used regularly by the Rifle Police,
Garfield County Sheriff, Glenwood Police, Silt Police, Division
of Wildlife, and Colorado Highway Patrol. In addition the Club
or others sponsor numerous shooting competitions, including ISHMA
Championships, NRA matches, public turkey Shoots and Cowboy
Shoots, Action Pistol Shoots. The Club also runs a very popular
sight -in program for big game hunters. The range is also used
periodically by the Boy Scouts, 4H and other community groups.
Each entity using the Range sets their own hours and times,
with approval of the Club. Use of the range varies from one or
two individuals a day, to larger groups for bigger events, gener-
ally on weekends. The Club has a regular Trap Shoot on Wednesday
nights, usually attracting 10-20 participants, with some events
on Sundays with similar attendance.
Structures at the range are limited to Cowboy Range false
fronts, range covers, and several small, portable storage
buildings.

vides standards for Shooting Range Facilities: 1) Design in ac-
cordance with NRA "The Range Manual"; 2) Sanitary Facilities on
site; 3) Lighting to be oriented inward and downward; and 4) No
alcoholic beverages allowed on site.

The National Rifle Association's Range Department concurs with the findings in
Range Technical Team Advisor (RTTA) Don Anderson's Report. With the information
given in the RTTA report it appears that Rifle Sportsman's Club is in compliance with all
aspects of the new ordinance with the exception of Item #1. Special attention should be
given to the purpose statement. The NRA will not sanction or certify ranges.
The purpose of the NRA Range Technical Team is to aid ranges with
recommendations from the NRA Range Source Book formerly know as the NRA Range
Manual. The RTTA is trained to give information that is site specific, fact sensitive and
risk driven.
I would recommend that the Rifle City Counsel contact the NRA General Counsel
at (703) 267-1252 and seek guidance concerning ordinance (5.03.027).

Purpose of Visit
The purpose of this visit was to ascertain whether the Rifle Sportsman's Club facility
meets Rifle, Colorado's ordinance # 5.03.027.
1. The NRA in not a regulator agency, in no way does the organization approve or sanction
ranges. It is highly recommended that the city counsel consult with NRA General
Counsel at (703) 267-1252 so that this issue can be resolved in a manner that will aid the
city, reduce liability, and secure ranges future in your area. The NRA Range Technical
Team provides guidance on range construction, maintenance, range rules and operating
procedures. This guidance does not include the designing of ranges as this must be left
up to qualified architects and engineers with range experience. The NRA Range Source
Book is composed of recommendations that must be utilized on an individual basis. Each
range is site specific, fact sensitive and risk driven. Considering the ordinance the
NRA's Range Technical Team Advisor can evaluate the range facility and make
recommendations for changes to structures, ranges, rules, regulations, and operating
procedures. (See page 12)
2. The Rifle Sportsman's Club has chemical toilets on site. (See page 6)
1. Lighting for the trap range is oriented in a northerly direction. They are aimed just high
enough so that targets can be seen after dark. These lights, because of range location,
height of lights and orientation of lighting with relation to any neighbors should not pose
a concern with the ordinance. (See page 10)
4. Range Rule #1 covers the rule of no alcohol on range. See Appendix

General Information
•
As per previous dates and authorized travel assignments, I left my office in Simla, CO at
7:20 a.m. August 29,1999 and drove westbound on US Hwy 24 via Buena Vista, CO to 1-70. I
arrived at Rifle, CO at 1:00 p.m.
Phoned Jim Builteman (POC) 970-625-9533 on my cell phone at 12:30 p.m. POC told
me he had made reservations for me at the Rusty Cannon Motel just off I-70 and would meet me
at 1:00 p.m. We proceeded to the range site just due north of the city.

Just to the East of the Fravert Reservoir is the White River Forest Headquarters. The range is
north of this area. Range located at the base of the plateau.
POC stated this range encompasses about 45 to 50 acres. Ownership of the property on
the south side belongs to James "Jim" Brown. The bureau of land management (BLM) has
control of the property on the north side of the range, starting about 2/3 of the way up a sheer
400' cliff, which is 500 yards plus north of the firing line. Ownership of the property on the east
was not available at time of visit. Mr. William "Bill" Clow owns the range property. The club
leases it from him in proprietary for $1.00 per year, and has done so for the past 15 years.

There are three chemical toilets owned by the club. The club is inquiring into the
possibility of obtaining more units.
Eating Facilities: There are two separate covered picnic type eating tables and benches
(apparently new this year) located just south of the cowboy/action pistol ranges. There is one
additional uncovered picnic table and bench close to the archery area.
There are no separate gun cleaning areas or facilities.
The flora (sagebrush) at the entrance is over chest high and continues north and onward
to scrub cedar and pinion pine which terminates at the base of the cliff.

RTTA informed that the Garfield Co. Sheriff supplies work release prisoners to work off
• their civic hours at the site. It involves the Garfield Co. Department of Corrections. Law
enforcement agencies involved as users of the range.

Observations
Entrance to the range is made from a blacktop road, to a dirt road (less than 'A mile), to a
locked swinging pipe gate (photograph #3), to a gravel (1 'A" road base) fairly well maintained
but with a high degree of incline/decline leading north/east. I was informed the steep grade might
be corrected or reduced.
There is a dirt service access road leading north from the east side of the "target shed" to
the targets at about 300 yards, servicing both the west side as well as the east side targets,
including the silhouette targets.

Shooting positions are corrugated iron -covered concrete slabs, single tables, 2 -plinking, 4-100
yards, 5 -silhouette. Photograph 4 shows A as cowboy range, B as action pistol range, C as
silhouette range, D as rifle range, E as a Plinking Range, and F as shotgun range.
There is an irrigation canal traversing the property. It enters the property at the mid -south
east corner and exits at the south -south east corner. The width is approximately four to five feet
wide, but the depth is unknown. It was running at about 4/5 mph in a southwesterly direction.
This was the only source of water observed.
I counted a total of seven signs "No Trespassing" secured to a three -string barbed wire
fence, a distance of less that 1/4 mile. The fence appears to be well maintained.

At site Mr. Roland Klocker met us. Stopped at the first road on the left (west) to view the
newly installed flood light poles on their trap range. (See photograph #6). There was an
enclosed structure, which contains a 15 kW generator, which appears to be adequate to handle
their present needs.
The first two shooting positions, as noted on their map, as being a plinking range with pivoting
steel targets on a horizontal shaft. On the East Side of this range were 3-4x8 sheets of plywood
(unknown thickness) placed end to end in an upright position, in a north south direction, starting

at the impact area. I was informed that this was anti splatter prevention. I noted that the impact
area for this "plinking" range was only about '/2 the height of the steel targets.
We then discussed "Signs". On my approach to the range entrance gate, I observed a
locked pipe swing gate. On each side of the gate were two signs "No Trespassing" one new, and
one old. I discussed with the POC regarding contacting their council (lawyer) regarding the
wording on their signs as well as referring to the NRA Range Source Book
At the present time the club has no clubhouse or "warming hut" because they claim they
are limited to "no permanent buildings" however, club plans to bring a trailer on site.
When I asked about a "Baker" red range flag, the POC responded that they display the
national and state colors when there were approved matches being conducted. It was noted that
there is a flagpole with a lanyard in place on the West Side of the "target shed". It was further
noted that these flags were only displayed for the 100 -yard matches and that was their signal that
"live firing" was in progress.
POC Jim Builteman is a senior hunter safety instructor. This was as a result of our
discussion about range safety officers and member safety. I was told that there is a problem
obtaining range officers and match directors at this range. Apparently this is an ongoing
problem.
POC has the NRA range safety rules placard that is laminated in plastic and is ready to be
mounted on the range. The current range rules placard is so weather worn that it is illegible.
Membership in the club at present is 240. Cost is $30.00 per year with no initiation fee.
Club members affirm by signing their membership card, they understand and will abide by the
range rules, range regulations, and stand ready to receive the consequences of any act or
omission that violates these rules.

Recommendations:
1. Recommend club fly a red range flag anytime the range is in use. Flagpole located next
to target shed.
2. Careful consideration should be given to installing a pipe or culvert in the drainage ditch
that runs perpendicular to the firing line of the trap facility (refer to Photograph 6). Most
lead shot can be found between 105 and 175 yards down range.
3. Recommend replacement of the plywood on plinking range (see Photograph 7), which is
just west of the 300 yard Range with a minimum eight -foot high earth side berm between
ranges, and increase the height of the backstop.
4. We discussed emergency trauma response, i.e. E.M.T., ambulance flight for life etc. No
prior preparation or procedures have been set forth, but are now in the works. There is a
major trauma first aid kit in the "Cowboy" section target shack. Recommend access be
granted to members, or to specific range officers that are on duty. Recommend use of
cellular phone at site in case of emergency if no phone is at site.
5. Recommend the use and installation of clearing barrels for pistol ranges.
6. Review control fencing; access to range area, and post appropriate signs.
7. "Gas Line Access". RTTA was advised of the existence of an underground gas line
traversing the property from west to east. POC stated the east access of the pipeline has
been made impassable by earthen barriers. Recommend club address the west
accessibility and get permission for any changes from the Gas Company before
proceeding with construction.

After reviewing the exiting range rules recommend the following changes:
• Review the document Standard Operating Procedures and marked Sample Only.
• Determine what sections or parts of this document can be used at your facility.
8. Recommend holding a Range Safety Officer class. Attendees should include not only
club members, but also at least one representative from each agency that utilizes the
range facility. For more information on the Range Office Training Program please call
MRA's Education and Training Department at (703) 267-1496.
9. Recommend Gun Safety and Gun Handling rules are posted at each range along with any
specific range rules that may apply to that range.

11. I would make a careful review of the lease. The lease calls for a Skeet Range. The fact
that you do not have a skeet range may or may not mean that you have violated the lease.

I left the range and returned home and asked the POC to fax or send me the following:
1. Name and address of range property owner
2. Copy of lease
3. Name and address of property owner on the east
4. Name and address of property owner on the south
5. Copy of photos (aerial) of range
6. Copy of conditional use permit from Garfield Co.
September 23, 1999 8:40 a.m. phoned Dave Willis and John Joines regarding delay. On
November 1, 1999, I stopped in Rifle, CO and phoned POC regarding his delay in sending me
the above items.
POC stated he would send me the photos that he had recently obtained. Photos received
November 12, 1999 (photos only). November 18, 1999, received phone call from Dick
(Prichart) who stated he had been elected by the rifle club to expedite the report on the range. He
questioned me as to why the report had not been forthcoming. He stated that now there was an
urgency to complete the report for submission to the county planning commission because there
was someone seeking to purchase some property close to the range. I explained to him that the
delay was the fault of the original POC, Jim Builteman and noted to him what was still missing
to complete the report. He requested that I furnish him a copy of the report. I explained to him
that it was not within my authority to do so and that it would have to go to NRA H.Q. (Range
Dept) first. He requested the name and phone number of who was in charge (NRA). I furnished
the same to him. He then stated he would send (fax) me the necessary information. I had a

phone message on my machine 11/19/99 from him "I assume that you have forwarded the report
• to NRA H.Q." My phone call to him 970-625-3990 about 5:30 PM MST. I did not receive any
fax. His reply "I'll send it to you Monday" received it at post office as I was mailing this.

Additional Items Discussed
I passed on several financial items that would be of some benefit to their club, mainly
that they were in remiss about their acquisition of any Pitmann Robinson funds.
While seated on the firing line (rifle & pistol only), I observed and pointed out to the others,
there was a motorcycle rider on the top of the cliff, (impact area). I questioned the ownership or
control of this access and was told it was BLM property.
We discussed the "Public Address System". The POC stated he had a portable 12 -volt
system that he does not leave at the range but brings to the range as needed. There are 4
speakers (directional) 2 for the firing line and 2 facing south for the get ready group.
Target pits were the next subject discussed. It was the consensus of those present that
target pits were not cost effective at this time. (i.e. excavation, concrete, drainage, etc.)
POC stated the club has increased liability insurance policy from one to two million
dollars.

RANGE SAFETY RULES
• Standard safety rules will be strictly adhered to at all times while using the Rifle
Sportsmen's Club range. In the event of a club sponsored match, the range officer,
or officers will devise and enforce safety rules for the particular match or event.
These rules will be clearly explained to all competitors, along with any penalty,
before the match or event begins.
1. ABSOLUTELY NO ALCOHOLIC BEVERAGES ALLOWED
ON THE RANGE!
2. No one will be allowed down range until all actions are open, unloaded, and
all weapons are tabled, grounded or holstered.
2a. Check-in with range officer or discipline chair of the scheduled shoot before
going down range. (Discipline shoots take precedence at all times)
3. Hearing and eye protection are mandatory at all times and will be worn at all
times by everyone on or near the firing line. This includes spotters and score
keepers during matches.
• 4. Firearms will be pointed down range at all times.
5. Cans, bottles, etc., will NOT be used as targets.
6. Firing into target frames, rails, or any fixtures of our range will not be
tolerated.
7. All trash, used targets, empty ammo boxes, etc., will be placed in the trash
containers that are provided before leaving the range.
8. All firing will be done on the appropriate portion of the range. Example: No
shotguns other than at the trap range. Use the portion of the range that has
been developed and structured for such use.
9. Respect the rights of other shooters and show them the same courtesy you
would expect in return.
These standard safety rules have been devised for you safety as well as to
insure a long lasting Sportsmen's club. Common sense and respect are always
good guidelines to follow.

This letter is given to confirm the current validity of the
Lease with the Rifle Sportsmans Club, Inc. dated January 13, 1993
and to express my willingness to allow the Rifle Sportsmans Club,
Inc. to apply for and obtain a Special Use Permit for the
premises described in said lease for use of those premises as a
rifle, pistol and bow and arrow target practice range and for
skeet shooting and related activities.
As of the date of this letter the Rifle Sportsmans Club,
Inc. is in full compliance with the terms and obligations of said
lease, and I expect this lease to remain in effect indefinitely,
subject to the provisions of said lease, and particularly Para-
graph 11 thereof.
I request that said Special Use Permit be made conditional
on the continued validity of said lease.

LEASE
THIS LEASE, made and entered into at Rifle, Colorado, this 13
day of January, 1993 by and between W.F. Clough, P.O. Box 686,
Rifle, CO 81650, as Lessor, and Rifle Sportsmans Club, Inc., a
Colorado not for profit corporation, P.O. Box 944, Rifle, CO 81650,
as Lessee, WITNESSETH:
1. PREMISES, TERM AND RENT: Subject to the covenants hereof,
Lessor hereby leases to Lessee for the consideration of $1
paid by Lessee, the receipt and adequacy of which Lessor
confesses and acknowledges, for a term of one year and so long
thereafter as Lessee uses the land for a rifle, pistol and bow
and arrow target practice range and for skeet shooting, the
following described land situate in Garfield County, Colorado,
to -wit:
T6S, R93W, 6th P.M.
Sec 4: S1/2NASE1/4; ASTOSE14;
together with access over and across a road extending from the
Hubbard Gulch Road as shown on plat attached marked Exh. A,
reserving, however, to Lessor and his Lessee J. Gentry, access
to the Grand Tunnel Ditch for maintenance thereof and
livestock watering.
2. USE: Lessee shall use the leased premises for a rifle, pistol
and bow and arrow target practice range and for skeet shooting
and related activities. Lessee may erect structures on the
premises for said activities upon first obtaining written
consent from Lessor.
3. COMPLIANCE WITH LAWS: Lessee shall carry on its operations
under this lease in a good and workmanlike manner and in
compliance with all applicable laws, rules and regulations of
federal, state and local authorities.
4. LIENS,: Lessee shall keep the premises free and clear of any
liens of whatsoever nature caused or suffered by Lessee and
shall indemnify and hold Lessor harmless from and against any
and all costs, expenses, claims, losses or damages, including
reasonable attorneys fees, resulting from any such liens or
claims.
5. INSURANCE: During the term hereof Lessee shall, at its own
cost and expense, maintain insurance coverage in connection
with its use and occupancy of the premises as follows:
a) Comprehensive general liability insurance covering
liability for bodily injury andproperty damage in the amount
of not less than one million dollars combined limit per
occurrence naming Lessor as an additional insured.

b) Workmen's compensation insurance in the minimum amount
required by law in Colorado.
Lessee shall furnish Lessor with certificate(s) of insurance
disclosing that the insurance above required has been obtained
and is in full force and effect and will not be cancelled
without at least 30 days prior written notice.
6. TAXES: Lessee shall pay before delinquency all ad valorem
taxes assessed on leasehold improvements placed by Lessee on
the premises by paying the amount of such taxes to Lessor
within 30 days after Lessor furnishes Lessee with a statement
showing the amount of such taxes.
7. INDEMNIFICATION: Lessee shall indemnify, defend and hold
harmless Lessor from any and all liabilities, damages,
penalties, costs, expenses (including reasonable attorneys
fees), claims, suits or actions due to or arising out of (a)
any breach, violation or non-performance of any obligation of
Lessee hereunder; or (b) damage to property or any injury to
persons, including death, in, on or about the premises.
8. TRANSFERS: Lessee shall not assign, convey or sublet this
lease or any interest herein (any or all of which shall be
referred to herein as a "transfer") at any time during the
term of this lease without the prior written consent of
Lessor. Any attempt to transfer without Lessor's prior
written consent shall be void.
9. INSOLVENCY AND BANKRUPTCY: In the event Lessee becomes
insolvent, or is declared bankrupt, then, in either event,
this Lease shall terminate.
10. GRAZING LESSEE: The rights of Lessee under this lease are
subordinate to the rights of J. Gentry, as lessee, under that
certain grazing lease from Lessor to Gentry dated May 1, 1990,
and any extension or renewal thereof. Lessee agrees to
indemnify, defend and hold Gentry harmless from any and all
liabilities, damages, penalties, costs, expenses, including
reasonable attorneys fees, claims, suits or actions due to or
arising out of Lessee's use of the leased premises.
11. TERMINATION: This lease may be terminated by either party by
giving written notice to the other party of intention to
terminate the lease at least 30 days prior to the effective
date of termination as set forth in such notice. Upon the
effective date of termination, Lessee shall surrender and
deliver to Lessor the premises, remove any improvements
thereon made by Lessee, and restore the land to a condition as
close as reasonably practical to when Lessee took possession
of the premises.

12. DEFAULT: If Lessee fails to perform any of the covenants
herein contained to be kept and performed by Lessee, Lessor
may serve upon Lessee notice of default. If within 10 days
after such notice, Lessee has not cured the default, then
Lessor may, in addition to any and all other remedies
available in law or equity, declare this lease terminated and
shall be entitled to possession of the leased premises without
further notice or demand. Lessee shall surrender possession
of the premises and pay all sums due hereunder. In the event
Lessee fails to surrender possession as herein provided,
Lessee shall be deemed guilty of a forcible detainer of the
premises under the statute, hereby waiving all notice, and
shall be subject to eviction and removal, forcible or
otherwise, with or without process of law. Lessee shall have
the right to take such action as is necessary to recover
possession of the premises and collect all sums due and owing.
If suit is brought to enforce any covenant of this lease, the
losing party shall pay to the prevailing party a reasonable
attorneys fee.
13. WAIVER: No assent, express or implied, to any breach of any
one or more of the covenants herein shall be deemed or taken
to be a waiver of any succeeding or other breach.
14. NOTICE: All notices, demands, or writings required by this
lease to be given or sent shall be deemed to have been
delivered when made in writing and deposited in the United
States mail, certified mail, return receipt requested, postage
pre -paid, addressed to:

Lessee: Rifle Sportsmans Club, Inc., c/o Richard L.
Pritchard, 405 Ute Avenue, P.O. Box 944,

or such other person and address as may from time to time be
furnished in writing in the same manner as above provided to
the other party.
15. BINDING EFFECT: This lease shall extend to and be binding
upon the successors and assigns of the parties hereto.

It has been brought to my attention that the Rifle
Sportsmen's Club is in need of our assistance. This
letter is to inform you that we as a Police Department
utilize the facility for Law Enforcement qualifications.
Our program is operated under the supervision on the
N.R.A. Law Enforcement Training program.
I am the Director of Firearms Training for not only the
P.D., but also the for Executive Security International as
well. I currently hold four different firearms instructor
certifications and have been involved in the training of
law enforcement and private citizens since 1982. In these
years, I have frequented many shooting facilities in this
nation, as well as several foreign shooting ranges abroad.
In my professional opinion, The facility at the Rifle
Sportsmen's Club is second to none. The facility is gated
and regulated with nationally recognized events scheduled
on a regular basis. The facilities are neat and orderly
with a high number of member participation. These areas
include not only cleaning and maintaining the facilities,
but also involvement in the training of new members and
teaching programs such as hunter safety.

The members I have met through the association of the
Rifle Sportsmen's Club have been nothing but hard-working
professional individuals. All of them, as well as all of
the officers in my department, share enthusiasm in the
shooting sports, not only for recreational purposes, but
for self-defense and the defense of the populace. I know
several other police departments utilize the facility as
we do. The Rifle Police Department, the Garfield County
Sheriff's Department, the Garfield County district
Attorneys Office, and possibly others unknown to me. The
loss of this facility would be, in my opinion, a great
loss to the Law Enforcement community, as well as to the
general community as a whole.
Please consider the safety and well-being of all of the
County's citizens while deciding the fate of the Rifle
Sportsmen's Club.

The application on this project as well as the proposal was
distributed to Rifle City Attorney, Rifle City Council Members and
Rifle Planning Commissioners for review. No response was
received.
The following items were noted in the RTTA for Colorado report
written by Don Anderson, 12/7/99, re: The Rifle Sportsman's
Club.
1) Page 6 - The club is inquiring into thc possibility of obtaining
more units than thc three chemicaltoilets presently owned by the
club,
2) Page 8 - There is a high degree of incline/decline on gravel
entrance road beyond locked pipe swing gate. Jim Builteman,
senior hunter safety instructor, indicated that it might be corrected
or reduced.
3) Page 11 - A new NRA range safety rules placard needs to he
installed to replace old weathered sign.

accessibility to existing underground gas line.
Please note that the City of Rifle Planning and Development Department has
received inquiries about purchase, annexation and development of land
immediately south of the Rifle Sportsman's Club owned by Maurice (or Eugene)
Brown. The proposed use would be a mobile home park. The applicant would be
required to take necessary steps to mitigate site problems caused by proximity to
Rifle Sportsman's Club such as providing landscaping and/or berm to control
noise, perimeter fencing, fencing off the irrigation ditch, etc.
The Rifle Sportsman's Club has occupied this site since 1985 and has been a
positive benefit to the agencies and citizens that use it. The Rifle Planning and
Development Department has reviewed this application and recommends
approval for the Rifle Sportsman's Club Special Use Permit with Garfield County.

Dear Mr. Laurien:
I have reviewed the Rifle Sportsman's Club application for a Special Use Permit for a shooting
range facility as per your public notice. This matter is to come before the County commissioners
on February 7, 2000, at 2:00 P.M.. We have noted the change in information submitted by John
W. Savage dated December 28, 1999.
As you may or not be aware, we have residences on the administrative site shown in Exhibit 3,
photo #4 of the applicant's application. The residences consist of a ten person bunkhouse, and 3
trailer lots located at the Northeast corner of the BLM public lands shown as parcel #953, on ex-
hibit 5 of the applicant's application. We have occupied this site since 1979, and the residences
have been in place since 1985. Our only concern with this use is the hours of operation. We
would like to submit that more reasonable hours of operation this close to residences, might be
from 7:00 A.M. to 9:00 P.M., Monday thru Friday, and 9:00 A.M. to 9:00 P.M. on weekends
would be more appropriate. If special events would but hours later in the evenings, we would be
willing to work with the Club with some advance warning, say 7 days.
