I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site is located in the Rifle Urban Area of Influence as designated
on the Comprehensive Plan Management District map.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The site is located in a low density
residential area. Adjacent land uses include single family
residences, ranching and farming, a civic meeting hall, and a
home occupation -veterinary clinic. Existing improvements on the
site include one single family dwelling and a storage building.
B. Project Description: The applicant has requested approval of
Special Use permit for a studio for the conduct of arts and
crafts, and Conditional Use permits to allow a church, community
building, day nursery or school, and home occupation. The
applicant has requested several permits to allow flexibility in
obtaining a tenant for the site, however, only one use would be
proposed at any one time on the site. The applicant proposes to
utilize the existing 1600 sq. ft. building and 90' x 60' parking
area on the site.
C. History: The site is the former location of the Centennial
Gardens Greenhouse and retail garden outlet. The site has been
used strictly for residential and storage uses for several years.

III.MAJOR ISSUES AND CONCERNS
1. The City of Rifle has commented favorably in regard to the
proposed uses. (See page o20 )
2. The City of Rifle has indicated that a residential water tap
exists for the site, while the Rifle Village South Metro District
has indicated that no sewer tap has been obtained for the site.
Arrangements for sewer service and a commercial water tap should
be made or written confirmation from the appropriate district
submitted indicating that they will serve the site. (See
pages J )
3. Surrounding land uses, while primarily residential, do include
some activities similar to those proposed on the site. This
fact, in addition to the history of commercial activity on the
site, would indicate that additional impacts to the neighborhood
should be minimized.
4. The applicant's proposal includes several different uses with
different types of impacts and with very little specific
information on the size or scope at which these uses may be
developed. In order to establish certain maximum levels for
development of the site and to protect against major unforeseen
impacts, it has been suggested to the applicant that uses allowed
under these permit requests be limited to the existing building
and improvements on the site.
5. Existing lot coverage on the site as proposed is approximately
20%, while the R/L/SD Zone District has a maximum lot coverage of
25%. Therefore, any expansion of improvements would also be
limited by these County zoning requirements.
IV. SUGGESTED FINDINGS
1. The proper publication and public notice was provided as required
for the hearing before the Board of County Commissioners.
2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at that hearing.
3. That for the above stated and other reasons, the proposed Special
and Conditional Use permits are in the best interest of the
health, safety, morals, convenience, order, prosperity and
welfare of the citizens of Garfield County.
V. RECOMMENDATION
APPROVAL, of a Special Use permit for a studio for conduct of arts and
crafts, and Conditional Use permits for a church, community building,
day school or nursery, or home occupation, subject to the following
conditions:
1. All representations of the applicant, either within the
application or stated at the hearing before the Board of County
Commissioners shall be considered conditions of approval.
2. That the use of the tract of land comply with all regulations of
Garfield County relating to the proposed Special and Conditional
Uses, including but not limited to Sections 5.03 and 2.02 of the
Garfield County Zoning Resolution of 1978, as amended.

That the applicant shall submit written confirmation from the
City of Rifle and the Rifle Village South Metro District that
they will serve the site with a commercial water tap, if
required, and sewer service.
4. That the proposed uses are limited to use of the existing
building and improvements. Any expansion of the facilities in
conjunction with any one of the permitted uses will require
additional land use permit application and review by the County.
Only one use is allowed on the site at any one time.
5. The applicant has 3 years from the date of the Resolution of
Approval to meet all conditions set forth in the Resolution of
Approval and commence activity on the site as authorized by the
Resolution.
6. At such time as the applicant commences activity or changes the
use on the site, notification to the County shall be required in
order that verification of compliance with the conditions of
approval and County regulations can be established. The
appropriate Special or Conditional Use permits shall be issued
only following such verification.
