The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2 . Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed , a complete kitchen with cabinets. a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls. ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl. t ub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5 . All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30'' high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7 . Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstance~. i.e. weather, but a Certificate of Occupancy will not be issued umil
all the required items are completed and a final inspection made ;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OFOCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a pennit it is important that complete information be provided. When reviewing a plan
and it's discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contractor shall be required to prov ide this information before the plan review can proceed. Other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (1 0) occupants requires the plans
to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re-bar: anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house-rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation. a 90 M.P.H. wind
speed, wind exposure B or C, and a 36 inch frost depth.
Ali sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 2003 IRC.
1. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of 30% or greater must be shown on the site plan. (NOTE
Section: 1 06.2) Any site plan for the placement of any portion of a structure within 50 ft.
of a property line and not within a previously surveyed building envelope on a
subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located
within the ~lope.

in issuing the permit are to be expected. Work may not proceed without the issuance of a permit. If

PURPOSE AND SCOPE OF STUDY
This report presents the results of a subsoil study for a proposed residence to be located
on Lot 54, First Eagles Point: 36 Eagle Court, Battlement Mesa , Colorado . The project
site is shown on Figure 1 . The purpo~e of the :-;tudy was to develop recommendations for
the foUJldation design. The study was conducted in accordance with our agreement for
geotechnical engineering services to Sanchez Drywall, Inc . dated December 20~ 2006 .
Hepworth· Pawlak Geotechnical, Inc. previously conducted a preHminary geotechnical
study for development of the subdivision and presented our findings in a repon dated
November 21,2003, Job No. 103 680.
An exploratory boring was drHled on the lot to obtain information on the general
subsurface conditions. A sample of the subsoils obtained during the field exploration was
tested in the laboratory to determine their classHication, compressibility or swell and
other engineering characteristics. The results of the field exploration and laboratory
testing were analyzed to develop recommendations for foundation types, depths and
allowable pressures for the proposed building foundation . This report summarizes the
data obtained during this study and presents our conclusions, design recommendations
and other gcotcclmicaJ engineering considerations based on the proposed construction and
the subsurface conditions encountered.
PROPOSED CONSTRUCTION
The proposed residence will be a single story wood frame structure with an anached
garage and Jocated on the lot as shown on Figure I . Ground tloor will be 5tructural over a
crawlspace for the residence and slab-on-grade in the garage. Grading for the strocture is
assumed to be Telative1y minor with cut depths between about 3 to 4 feet. We assume
relatively Ught foundation loadings , typical of the proposed type of constrUction.
Jfbuilding loadings, location or grading plans change significantly from those described
above, we should be notified to re-evaluate the recommendations contained in this report .

SITE CONDITIONS
The site was vacant and covered with a minor about of snow at the time of our field
exploration . The ground surface is relatively flat with a gentle to moderate slope down to
the west at grades between about2% and 6%. There is about 4 feet of elevation
difference across the proposed buildjng area. There appears to be some minor fill on the
Jot from overlot grading as part ofthc subdiv.ision development. Vegetation consists of
sparse grass and weeds.
FIELD EXPLORATION
The field exploration for the project was conducted on January 3, 2007. One exploratory
boring was drilled at the location shown on Figure J to evaluate the subsurface
conditions . The boring was advanced with 4 inch diameter continuous flight augers
powered by a truck -mounted CME-45B dril1 rig. The boring was logged by a
representative ofHepworth-Pawlak Geotechnical, Inc.
Samples of the subsoils were taken with a 2 inch I.D. spoon sampler. The sampler was
driven into the subsoils at variouo:; depths with blows from a 140 pound hammer falling 30
inches. This test is similar to the standard penetration test described by ASTM Method
D~ J 586. The penetration resistance values are an indication of the relative density or
consistency of the subsoils. Depths at which the samples were taken and the penetration
resistance values are shown on Lhe Log of Exploratory Boring, Figure 2. The samples
were returned to our laboratory for review by the project engineer and testing.
SUBSURFACE CONDITIONS
A graphic log of the subsurface conditions encountered at the site is shown on Figure 2.
The subsoiJs consist of about Y2 foot oftopsoil overlying very stiff: sandy silty clay with
scancrcd gravel and cobbles. Relatively dense, basalt gravel, cobbles and possible
boulders in a sandy clay :matrix was encountered beneath the clays at a depth of 8 feet.
Dri1Jing in the basalt rock soiJs with auger equipment was difficult due to rock hardness
and size and driJiing refusal was encountered in the deposit. 1\ boring drilled to the west

of Lot 54 as part of the preliminary study encountered about 5 Vz feet of clay overlying the
basalt gravel and no free water to the drilled depth of 12 feet in October, 2003 .
Laboratory testing perfoTlTJed on a sample obtained from the boring included natural
moisture content. density and finer than sand size gradation analyses. Results of swell-
consoBdation testing performed on a relatively undisturbed drive sample of the clay soils,
presented on Figure 4, indicate Jow compressibility under existing moisture conditions
and light loading and a moderate expansion potential when weued under a constant light
surcharge with a swelling pressure of about 8,000 psf. The laboratory testing is
summari~ed in Table I.
No free water was encountered in the boring at the time of drilling and the subsoils were
slightly moist to moist.
FOUNDATION BEARING CONDITIONS
Some of the clay subsoils encountered in the First Eagles Point development possess an
expansion potential when wetted. Surface runoff: landscape irrigation, and utility leakage
are possible sources of water which could cause wening. The settlement/heave potential
of the subgrade should be further evaluated at the time of construction. Placing the
foundation entirely on the basalt gravels or compacted structural fill placed on the basalt
gravels should provide a relatively low risk of foundation movement.
DESIGN RECOMMENDATIONS
FOUNDATJONS
Considering the subsurface conditions encountered in the exploratory boring and the
narure of1he proposed construction, we recommend the building be founded with spread
footings bearing on the natura) gravel subsoils or compacted structural fill.
The design and construction criteria presented below should be observed for a spread
footing foundation system.

I) Footings placed on the un~isturbcd naturaJ gravel subsoils or compacted
structural fill should be designed for an allowable bearing pressure of
2,000 psf. Based on experience, we expect settlement/heave of footings
designed and constructed as discussed in this section will be about 1 inch
or Jess.
2) The footings should have a minimum width of J 6 inches for con1inuous
walls and 2 feet for isolated pads.
3) Exterior footings and footings beneath unheated areas should be provjded
with adequate soil cover above their bearing elevation for frost protection.
Placement of foundations at least 36 inches below exterior grade is
typically used in this area.
4) Continuous foundation walls should be reinforced top and bottom to span
local anomalies such as by assuming an unsupported length of at least J 2
feet. Foundation walls acting as retaining structures should also be
designed to resist a lateral earth pressure corresponding to an equivalent
nuid unit weight of at least 50 pcf.
5) The topsoil, clay soils and any loose or disturbed soils should be removed
and the footing bearing level extended dawn to the natural gravel so.ils. As
an alternative design bearing levels can be re-established with compacted
structural fill, compacted to at l.east 98% of standard Proctor density at a
moisture content near optimum . The fill should consist of a granular
material, such as% inch road base. The fill should extend laterally beyond
the edge of the footings at least equal to the depth of fill below tbe
footings. Voids created by the removal of large rocks should be backfilled
with compacted sand and gravel or with concrete. The exposed soils in
footing area should then be moistened and compacted .
6) A representative of the geotechnical engineer should observe all footing
excavations prior to concrete placement ta evaluate bearing conditions.

FLOOR SLABS
The natural clay soils possess an expansion potential and slab heave could occur if the
subgradc soils were to bE:come wet. Slab..on-grade construction may be used for clay
subgrade conditions provided precautions are taken to limit potential movement and the
risk of distress to the buj)ding is accepted by the owner , A positive way to reduce the risk
of slab movement is to construct structuraJly supported floors over crawlspace and is
recommended for the clay subgrade conditions. The settlement/heave potential of the
garage slab subgradc should be further evaluated at the time of construction .
Slab-on-grade construction may be used in the garage area provided the risk of distress is
understood by the owner. We recommend placing at least 3 feet of nonexpansive
structural fill. such as 3.1..-inch road base. below the garage floor slab in order to help
mitigate slab movement due to expansive soils.
To reduce the effects of some differential movement, nonstrucrural floor slabs should be
separated from a11 bearing walls and columns with expansion joints which allow
unrestrained vertical movement. lnterior non-bearing partitions resting on floor slabs
should be provided with a slip joint at the bottom of the wal l so that, if the slab moves,
the movement cannot be transmitted to the upper structure. This detail is also important
for wallboards, stairways and door frames . Slip joints which will allow at least 1 Y2 inches
of vertical movement are recommended. Floor slab control joints should be used to
reduce damage due to shrinkage cracking. Slab reinforcement and control joints should
be established by the designer based on experience and the intended slab use.
Required fiJI beneath slabs should consist of a suitable imported granular material, such
as Y. inch road base. The fill should be spread in thin horizontal lifts, adjusted to at or
above optimum moisture content, and compacted to at least 95% oftbe maximum
standard Proctor density. All vegetation, topsoil and loose or disturbed soil should be
removed prjor tn fill placement.
The above recommendations will not prevent slab heave if the expansive cJay soiJs
underlying slabs-on-grade become wet. However, the recommendations will reduce the

effects if slab heave occurs. All plumbing Jines should~ pressure tested before
backfilling to help reduce the potential for wetting.
SURF ACE DRAINAGE
The following drainage precautions should be observed during construction and
maintained at aU times after the residence has been completed:
J) Inundation of the foundation excavations and underslab areas should be
avoided during construction.
2) Exterior backfill should be adjusted to ncar optimum moisture and
compacted to at least 95% of the maximum standard Proctor density in
pavement and slab areas and to at least 90% of the maximum standard
Proctor density in landscape areas.
3) The ground surface surrounding the exterior of the building should be
sloped to drain away from the foundation in all directions. We
recommend a minimum slope of 6 inches in the first 10 feet in unpaved
area.~ and a minimum s)ope of3 inches in the first 10 feet in paved areas.
4) Roof downspouts and drains should discharge well beyond the limits of all
backfiJL
5) Irriga1ion sprinkler heads and landscaping which requires regu1ar heavy
irrigation, such as sod, should be located at least 5 feet from foundation
waJJs.

This study has been conducted i.n accordance with generally accepted geotechnical
engineering principles and practices in this area at this time. We make no warranty either
express or implied. The concJusions and recommendations submitted in this report are
based upon the data obtained from the exploratory ooring driJJed at the location indicated
on Figure: I, the proposed type of construction and our experience in the area. Our
services do not include determining the presence, prevention or possibility of mold or
other biological contaminants (MOBC) developing in the future. If the client is
concerned about MOBC, then a professional in this special field of practice should be
