I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site is located in District B, subdivisions/rural serviceable
areas, 0 - 1/2 mile radius, as designated on the Comprehensive Plan
Management Districts Map.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The site is relatively level and has been
improved for commercial useage, including a shop/storage
building, bus washing facility and office/caretakers residence.
The site is currently being used for a trucking business, with
land uses in the vicinity including two redi-mix operators, a
salvage yard, auto service and repair shops, and a pre -cast
concrete plant.
B. Project Description: The applicants propose to utilize the site
for a warehouse/staging area for a bus and limousine service.
C. History: On November 21, 1974, the Garfield County Board of
Adjustment granted a variance to White & Sons' Construction Inc.
on this site, allowing a construction equipment office building
and yard. Since that time, the site has been used for a variety
of trucking and construction uses. (See Page /6
III.MAJOR ISSUES AND CONCERNS
1. The applicants should submit verification that they are in
compliance with their Highway Access Permits, or submit copies of
revised permits for the proposed use.
2. The applicants should clarify details relating to the proposed
use, including level of activity anticipated, approximate numbers
of vehicles, use of existing improvements and any proposed
improvements.

IV. SUGGESTED FINDINGS
1. That proper publication and public notice was provided as
required by law for the hearing before the Board of County
Commissioners.
2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at that hearing.
3. For the above stated and other reasons, the proposed use is in
the best interest of the health, safety, morals, convenience,
order, prosperity and welfare of the citizens of Garfield County.
V. RECOMMENDATION
APPROVAL, with the following conditions:
1. All proposals of the applicants shall be considered conditions of
approval unless stated otherwise by the Board of County
Commissioners.
That the applicants submit verification that the proposed use is
in compliance with State Highway Access Permit
requirements, or submit a copy of a revised permit for the
proposed use.
3. That the applicants, either verbally during the public hearing or
by written submittal, shall establish anticipated levels of
activity on the site, including approximate numbers of vehicles,
use of existing facilities, and any proposed improvements. These
statements should address impacts to adjacent properties,
including dust suppression.
4. The applicants shall have 120 days from the date of the
Resolution of Conditional Approval to meet all conditions set
forth in the Resolution. The Special Use Permit shall be issued
when all conditions are met and shall expire after 120 days
unless construction or use has commenced within this period.

OUTLINE OF CURRENT AND PREVIOUS USES
Richard E. White, owner of White & Sons Construction,
Inc., bought the subject property in 1974. At the time it was
purchased, it was zoned agricultural -industrial and we were issued
either a special use permit or a variance.
Following the issuance of the special use permit or the
variance, we built a shop and office on the property. Several
years later, approximately 1979, we built a wash house for the
cleaning of equipment.

The past and present uses of the property are as
1. Storing and repairing approximately 100 pieces of
various construction equipment and all construction materials.
2. Dispatching from the facility approximately 40
licensed vehicles (dump trucks, belly dumps, lowboys, cranes, and
pickups).

hours per day during the period that Occidental Oil Shale was
active in the oil shale industry, and handling the maintenance,
clean-up, and fueling of the buses.

In the vicinity there are two ready -mix operations, a
yard, a mobile home park, a welding shop, a service

We believe the use of this facility as a warehouse
staging area for Aspen Limousine Service has the possibility of
generating a good tax base for Garfield County, plus a healthy
payroll as most of the employees would be located in Garfield
County.
