Dear Mr. Stranger:
The followi:lg information is provided to supplenent Public Service
Company's "Afplication for Special Use Permit, 69,000 Volt Electric
Transmission^Line Reroute From No Nane Creek to Grizzly Creek."
The construction work force will consist of 20 to 30 persons for
approximately six weeks. Public Service Conpany will request- that
tit^" Uias for this project include confirnred reservations for housing
during the construction Period.
Sone blasting will be required during the construction activities.
Blasting nati will be used to prevent rocks and debris from becom-
ing airlorne, the Colorado Departrnent of Highways will be notified,
*i ftagnen witt be stationed -on the highway to further insure the
public safety.
The use of helicopters for the constmction will require that T'ype
A jet fue1 be available. This nny be stored on the staging area
siie, trucked to the staging area site, or obtained directly at the
Glenwood Springs Airport.

I The relocation of the existing 69,000 volt electric transmission linewill have no need for sewer, water, gffi, or telephone seruice. The proposed,
r relocation will not involve the construction or upgrading of any roadlvay or
I road system whictr requires public or coulty maintenance.
Public Service Corpany will coordinate the crossing oI oflrer utilitics
I by the relocation prior to construction. As a public utility, Public Scrvicc
I Comparry is well aware of the coordination requiredwith othcr utility facili-
ties and has designed the relocation accordingly.
I Subject to the granting of the Special Use Permit herein applied for,r the Corpany will acquire the subsequent crossing permits. Also strbject to
the granting of the Special Use Permit herein applied for, the Conpa:ry will-I irritiate negotiations to acquire the required easements. Should negotiationsI through normal procedures be ursuccessful, the Applicant has the power of
erninent domain to secure the required land rigfits (CRS 1973:38-5-105).

hftlic Service Conpany of Colorado is required to relocate the
69,000 volt electric transrnission line in a portion of Glenrvood Canyon
as a result of the Glenwood Canyon I-70 Project. This line was ori-
ginally constn-rcted in 1911 and supplies the major electrical needs
in the Conpany's service territory between the Shoshone Ilydro P1ant,
located east of Glenwood Springs in Glenwood Canyon, ancl the Cameo
Steam Plant, located east of Grand Jtnction/ lhe specific descrip-

5.03.07(l-) (a') Effect on Use of Water'
The proposecl project will have no signiflcant adverrsc
effects on tlre existing lawful use of water through clepletion
or pollution of surface rurt-off,stream flow or groundl,rater.
The relocation of the electric transmission line I'ri11
have no water requirements. Irli-nirnal quantities will bt: con-
sumed by construction workers and may be required for clust
suppression during construction. Pollution of the surrace
nn-off, stleam flow or groundwater by erosion will be pre-
vented sr:bstantially by limiting access to existing roads and
trails. and bv helicoDter construction. Ifltere soil distur-
bances occFat the strucfuiillocations, the disturbance rvil1
be kept to a minimum and revegetated (Refer to Section
5.05.07(I)(b) Effect on Adjacent Land

The generation of noise during construction, operation, and
maiatenance of the proposed facilities will temporarily dis-

from the activities associated with the Glenwood Canyon I-70
Project. The generation of glare by the proposed facilities
will be reduced by tire use of non-specular condttctors, fiber-
glass arTns, and creosote wood poles.
5.03.07(1)(c) Effect on Wildlife and Donpstic Animals
The proposed project will have no significant advcrse
effects on the wildlife and domestic arimals through c'rea-
tion of hazarclous attractions, alterations of existing native
vegetation, blockade of migration routes, use pattems or
other disnptions.

The construction, operation, and maintenance of the proposed elec-
tric transmission line will not result in any water pollution. Pol-
tution of the surface run-off, stream flow or groundwater will be pre-
vented substantiatly by limiting access to existing roads and trails,
and by lrelicopter construction. Where soil disturbances occur at the
structure locitions and substation sites, the disturbance will be kept
to a minimum and revegetated (refer to Section 5.03.07 (5) ).
Any percolation tests or growrdwater resource tests which IIBy b9
