REQUEST: Continued Public Hearing for Resort
Special Use Permit.

LOCATION: A tract of land located in Lot 2,
Section 10, T8S, R88W; located
approximately 1/2 mile south of
Carbondale at 0165 County Rd. 118.
SITE DATA:
The site consists of a 14.5 acre
parcel.
WATER: City of Carbondale
SEWER: Individual Sewage Disposal System
ACCESS: Existing access drive
EXISTING ZONING: A/R/RD
ADJACENT ZONING: A/R/RD
I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site is located in the Carbondale Urban Area of Influence as
designated on the Comprehensive Plan Management District Map.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The site is located in a rural area with
primarily single family residences and ranching. Topography is
fairly level and location is above and adjacent to the Crystal
River.
B. Project Description: The applicant proposes to develop a fitness
ranch on the site for 5 to 12 guests. The proposal will utilize
existing facilities on the site which currently include a pool,
large residence, several guest houses and garages.
III.MAJOR ISSUES AND CONCERNS
1. The Town of Carbondale has registered comments regarding water
service to the site. (See page /3
2. Comments opposing the proposed resort has been received from
adjacent property owners. (See pages /,1. ')
3. Due to the residential/ranching nature of the surrounding area,
the proposal should be limited to the proposed 12 guest
capacity. Expansion beyond this size should receive additional
review by the County.
4. Sanitary facilities are existing on the site, however any
expansion or new individual sewage disposal systems resulting
from the proposed resort shall be designed by a professional
engineer.
IV. SUGGESTED FINDINGS
1. That proper publication and public notice was provided as
required by law for the hearing before the Board of County
Commissioners.

RE: Simmons Resort Special Use Permit
Dear County Commissioners:
I would like to thank Garfield County for giving the Town of
Carbondale the opportunity to respond to the above captioned
project. While this project has been reviewed by Town
Staff, time constraints have prevented a formal referral and
review by the Carbondale Planning and Zoning Commission.
Staff has no problems with the land use application itself.
Our comments center on the issue of domestic water supply.
This property presently utilizes the Town of Carbondale
Water System. It is our understanding that there are
presently no plans for remodeling. We are asking the county
Commissioners to make, as a condition of approval, a
referral to the Town of Carbondale of any remodeling or
redevelopment plans. This will enable us to recalculate
E.Q.R.'s and revise a water tap fee if appropriate.
