PROJECT INFORMATION AND STAFF COMMENTS
REQUEST: Public Hearing for a Mobile Home
Special Use permit.
APPLICANT: Steve and Kathryn Woolsey
LOCATION:
A parcel located in the E 1/2 SE
1/4 Section 6, Township 6S, Range
92W; approximately 4 miles
northwest of Silt off of County
Road 227, Miller Lane.
SITE DATA: The site consists of a 2.68 acre
parcel.
WATER: Proposed well.

I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site is located within District C, Rural Areas with Minor
Environmental Constraints.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The site is comprised of fairly level grasses
and pasture. Land uses in the vicinity include single family
residences, ranching and agriculture, and open space.
B. Project Description: The applicants propose to place a 720 sq.
ft. mobile home on the site for use as a permanent residence.
III.MAJOR ISSUES AND CONCERNS
1. Five mobile homes are found in the immediate vicinity of the site
including the adjacent property.
2. Garfield County has issued approximately 12 Mobile Home Special
Use permits with a 2 mile radius of the site.
IV. SUGGESTED FINDINGS
1. That proper posting, publication and public notice was provided
as required by law for the nearing before the Board of County
Commissioners.
2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at the hearing.

3. That for the above stated and other reasons, the proposed Special
Use permit is in the best interest of the health, safety, morals,
convenience, order, prosperity and welfare of the citizens of
Garfield County.
V. RECOMMENDATION
APPROVAL, with the following conditions:
1. That the use of the tract of land comply with all regulations of
Garfield County relating to the location, siting and use of a
mobile home, including but not limited to Section 5.03.01 of the
Garfield County Zoning Resolution of 1978, as amended.
2. The applicant shall make application for the required County
building and sewage disposal permits prior to issuance of the
land use permit for the mobile home. The building, sewage
disposal and land use permits shall be issued simultaneously.
3. Tne individual sewage disposal system and water supply system
shall be available prior to occupancy of the mobile home.
4. The applicants snail have 120 days from the date of the
Resolution of Conditional Approval to meet all conditions set
forth in the Resolution. The Special Use permit shall be issued
when all conditions are met and shall be valid for a period of
120 days from the date of issuance and shall expire, unless
construction or use has commenced within this period.
5. All representations of the applicants, either within the
application or stated at the hearing before the Board of County
Commissioners, shall be considered conditions of approval.

I am writing in regards to the special use permit as applied
by Steve and Kathryn Woolsey requesting permission to place a
mobile home for use as a permanent residence on a parcel of land
located in the EZSE4 of Section 6, Tp 6 South, Range 92 W. 6th P.M.
I am the owner of the land adjacent to the described parcel
and my land surrounds that parcel on three sides. I am adamantly
opposed to said party being allowed to place a mobile home on this
tract of land. I have owned my place for ten years and have done
my utmost to improve the property and to enhance the beauty as much
as I can. Many of my neighbors have some neat places and attractive
homes and I feel that by allowing this older model singlewide mobile
home on this parcel of land would be dealing a dirty blow to our
neighborhood. I have been farming the adjoining land and take
pride in its appearance and the view that one enjoys from that
area will certainly by marred by the introduction of the applicant's
trailer. I will have to compare it to the 84 Lumber Sign and Mt.
Sopris situation. In addition I am concerned about junk and unsightly
shacks, etc. that may he utilized for storage similar to the ones
erected and used by the applicants in two previous locations that they
utilized. Hopefully the applicants would do differently on this
parcel, but their past track records is indicative that such habits
will continue here and I do not take kindly to anyone devaluating my
property due to their wanton disregard to area and to neighbors.
For these reasons I plead with each one of you Commissioners to
reject this special use permit and not allow the applicants to
place their mobile home on this parcel of land.

My Husband and 1 have just been informed that a Mr Steve and Kathryn Woolsey
have purchased a parcel of land in the E% S1!4 of Section 6, Tp 6 South
Range 92 W. 6th P.M. and have petitioned the Board of County. Commissioners
for permission to put a single wide mobile home on the property.
We have -no objection to a neat, double wide trailor house, but we definitely
are opposed to having an older, single wide mobile home placed on that
property.
We have, for the past 13 years, owned 40 acres that lies within a very short
distance from that spot of ground.
These people have a record of having a very unsightly place where ever they
have lived. Makeshift animal shelters made of various objects certainly do
not add to the appearance of any Community, nor of the County. We should
all t dce pride in our part of the County and do our hest to keep it as
attractive as possible, and old, small traitor houses surrounded by a motley
of junk, does not add to the attractiveness of any area.
People's past records and history speaks very strongly for them and such
habits are not easily changed.
We both urge you, each member of the Board of County commissioners to firmly
reject and deny this request that would allow them to put a mobile home on
this property.
We entreat each of you individually, to deny this special use permit and
dis allow this request to move their single wide into our Community.

Regarding: Woolsey Mobile Home Permit Application
The contract to buy and sell real estate between Kathryn
and Steve Woolsey (purchasers) and Ekblads (seller) is in
effect pending approval of a mobile home permit on the
subject property.
The closing, scheduled for August 1, will be met if and
when the Woolsey's application for a mobile home permit is
approved.
I attest that the above information is true and correct on
this first day of July, 1985.
