RELATIONSHIP TO THE COMPREHENSIVE PLAN
The proposed resort is looated in District D, Rural Areas/Moderate Environmental
Constraints of the Garheld County Comprehensive Plan Management Districts Map.
DESCRIPTION OFTHE PROPOSAL
A. Site Description - The site is located in the Parachute Creek valley. The site was
previously used as the construction workers camp lor the Union Oil Oil Shale project.
The only remaining facility on the property is the multipurpose building. The site slopes
gently west to east down toward the creek bottom and is used as ranchland.
B. Proiect Description - The applicant proposes to convert the 13,000 sq. ft.
multipurpose building into a hunting lodge/resort for a wildlife ranch. The lodge/resort
will provide accommodations foramaximum of twelve (12) patronsforoneortwo days
prior to moving them to various hunting and fishing camps elsewhere on the Unocal
Wildlife Ranch. At the end of the hunting or lishing trip, the lodge/resort may be used
forovernightaccommodations. Thebuildinghasacombinedkitchen/dining/recreation
room, walk in cooler, two garage bays, fourrestrooms (two with showers) and Unocal
ranching operations. There will be five (5) bedrooms with a maximum capacity of 12

guests. Water is provided from an existing well and sewage disposal will be from an
existing ISDS. Access is off of Cpunty Road 215 and an existing driveway off of the
County road (See Map page :lLl
MAJOR ISSUES AND CONCERNS
l. zoning. A resort is allowed by Special Use Permit in the R/L - Lower Valley Floor
zone district. A resort is del-rned as:
Dude ranch or guest ranch; hunting or fishing camp, cross country or trail skiing
lodge(any ofwhichshall notexceed twelve (12) dwelling unitsorforty-eight (48)
beds or visitor capacity), land used for the purpose of recreation, which provides
lodging recreational activities, dining facilities, commissary and other needs
operated on the site for guests or members.
This application meets the basic criteria in terms of visitor capacity and/or dwelling
units and can be classified as a resort. There is no minimum size for a facility, nor
definition of what type of recreation the land has to be used.
2. Previous Permits. The requested land use is proposed to be added to the existing uses
already permitted as a part of the Oil Shale project. During the Colorado Clean Fuels
Special Use Permit application, it was noted that the County has no procedure for
modifying or amending a special use permit. As a result, if approved, this permit would
be added to the permits in place on the property. If the applicant were to restart the oil
shale operations, the applicant will be required to comply with the conditions of
approval contained in Resolution No. 84-193.
STTGGESTED FINDINGS
1.That the application is in compliance with the Garfield County Zontng
Resolution of 1978, as amended.
That the meeting before the Planning Commission wasextensive and complete,
that all pertinent facts, matters and issues were submitted and that all interested
parties were heard at that meeting.
For the above stated and others reasons, the proposed use is in the best interest
of the health, safety, morals, convenience, order, prosperity and welfare of the
citizens of Garfield County.
RECOMMENDATION
APPROVAL, olthe proposed Special Use permit for a resort, subject to the following
conditions:
All representations of the applicant, either within the application, or stated
before the Board of County Commissioners, shall be considered conditions of
approval unless stated otherwise by the Board.
That the Special Use permit for a resort shall only be valid during the time that
the mancamp approved by Resolution No. 84-193, is not in operation.
