Enclosures Sincerely, David A. Ingleby, Senior Property Agent • • PROJECT DESCRIPTION Questar Pipeline Company proposes to install a second compressor at our Rifle Colorado yard. This compressor will be built adjacent to and housed in the same building as the AJAX compressor permitted by Garfield County in November of 1995. This compressor will work in conjunction with the AJAX compressor to deliver the cold weather requirement of 15,000 Dth/day to Rocky Mountain Natural Gas. Both machines will be in operation during three months of the winter season. During the remaining nine months the new Caterpillar/Worthington G353TA/HBGG compressor will be the only machine in operation. The property site on which the facility will be installed is zoned R/L. The building which will house the machine is located over 100 feet from the nearest property line. Questar Pipeline would like to begin construction as soon as possible after the Special Use Permit has been issued and anticipates completing the installation within 3 weeks after commencement construction. The compressor will be skid mounted, therefore there will not be any problems from any potential shrink - swell of the ground. If this site is abandoned it will be reclaimed with vegetation indigenous to the area. The compressor installation and operation will not have any adverse impact on existing lawful use of water through depletion or pollution of surface run-off, streams flow or ground water. No water is required to operate the facility and it will be housed in an existing building. There will be no vapor, dust or smoke associated with the operation of the facility. The compressor and engine noise is to be reduced by enclosing them in a building and placing a muffler on the exhaust. The enclosed noise survey addresses the installation of the new compressor as well as the cumulative effect of operating both compressors. This area is previously industrialized and there will not be any additional impacts on wildlife, domestic animals, vegetation, or adjacent property owners. Site traffic will be limited to equipment delivery transports and workers during the construction phase. Minimal daily operating traffic will generally be due to company operating personnel on routine rounds and maintenance. Operation and use of fire control equipment 3. Emergency procedures and how to call for additional help WELDING At least one person is dedicated to act as a fire watch during welding operations with a fire extinguisher at hand. Welding shields are used during grinding operations to prevent sparks from leaving the work areas and igniting vegetation, as conditions dictate. Water trucks are used to wet down ground and nearby vegetation, as conditions dictate. At the close of each day, welding personnel inspect the area of welding activities for any smoldering debris and any conditions conductive to fires. COMMUNICATIONS All Questar Pipeline vehicles are equipped with radio communications to a central dispatch which can relay any problems to the proper authorities. IN THE EVENT OF A FIRE In the event of a fire, all personnel and appropriate equipment on site will be committed to its containment and control. Appropriate fire authorities will be notified immediately. Ingleby Subject: Noise Levels At Rifle Compressor Station July 29, 1996 NOISE SURVEY OF EXISTING FACILITIES The Rock Springs Safety Department conducted a noise survey at the Rifle Compressor Station on Monday July 29, 1996. The station consists of an AJAX DPC360 compressor unit housed in a 30' x 32' metal building. Noise levels were measured with a Quest Model 1800 Type 1 sound level meter with a Model OB - 300 octave filter set. The survey was conducted from 11:00 am to 12:00 noon. The temperature was approximately 70 F with 0-5 mph wind from south-southwest. Wind screen was used on the test equipment. The 10' overhead door on the west side was open. A -weighted sound levels were recorded at three locations as follows: NOISE ESTIMATE OF PROPOSED ADDITIONAL COMPRESSOR FACILITIES Additional compressor facilities at the Rifle Compressor station will consist of a Caterpillar/Worthington G353TA/HBGG unit installed in the existing 30' x 32' metal building. The new unit will be installed in addition to the existing AJAX DPC360 that is already in the building. NOIE: Both machines will be in operation during three months of the winter season, while during the remaining nine months, the Caterpillar/Worthington will be the only machine in operation. The estimated noise levels for two machines at the source is 104.25 dBA. From information above, the difference in levels of the two machines is 104 dBA minus 91.9 dBA or 12.1 dBA. From the chart, 0.25 dBA is added to the higher source of 104 dBA to obtain 104.25 dBA. The estimated noise levels for two machines at the nearest propery line at 200 ft. is 61.6 dBA. From information above, the difference in levels of the two machines is 59.20 dBA minus 57.98 dBA or 1.22 dBA. From the chart, 2.40 dBA is added to the higher source of 59.20 dBA to obtain 61.6 dBA.
