RE: 2000 Rangely to Cisco Smart Pigging Project -- Notification
Dear Mr. Bean:
To maintain its level of pipeline safety and reliability Northwest Pipeline Corporation
(NWP) has found it necessary to internally inspect approximately 50 miles of its 26 inch Ignacio
to Sumas Mainline and to repair or replace segments as necessary. This project is known as the
2000 Rangely—Cisco Smart Pigging Project and will take place along a portion of NWP's pipeline
that begins just south of Rangely Colorado, crosses Douglas Pass and ends just north of Cisco Utah.
The project will take place in Mesa, Garfield, and Rio Blanco Counties Colorado. The stretch of
NWP's Ignacio to Sumas Pipeline, to be addressed in this project, passes through the following
sections located in Garfield County (also see attached map): Township 5 South, Range 102 West,
Sections 1, 12, 13, 23, 24, 25, 26, and 35; Township 6 South, Range 102 West, Sections 6, 7, 17,
20, 21, 27, 28 and 34; Township 7 South, Range 102 West, Sections 3, 4, 9, 16, 20, 21, 29, 30, 31
and 36; Township 8 South, Range 102 West, Section 6; Township 8 South, Range 103 West,
Sections 1, 10 and 11.
The project is scheduled to begin in early June 2000 and depending on the number of
pipeline repairs and/or replacements, could take up to 6 months to complete (the replacement of any
corrosion anomalies could take longer). All inspection, maintenance and replacement work will be
performed on the existing pipeline and its appurtenances within their present trench line.
Replacement of two existing block valves will occur, one at valve site 2-8 and one at site 2-9 (see
map).

The Bureau of Land Management is the majority landowner along the 50 mile segment of
pipeline in the project area. This project is located within two BLM Resource areas-- White River
and Grand Junction. The BLM's White River Field Office, in Meeker, is taking the lead on public
land issues for both Resource Areas. If you have any questions or concerns about this project,
