Practical Description (location with respect to highways, county roads, and residences):
3 miles west of downtown Rifle and ; mile north of Hwy 6.
Requirements:
1. Plans and specifications for proposed use (hors of operation, number of vehicles/day,
location and size of structures, etc.).
2. Existing or proposed method ofsewage, source of disposal and water. Road access and
other information deemed necessary to explain proposed use.
3. A vicinity map drawn to scale depicting the subject property, location, and use of
building and structures on adjacent lots.
4. An impact statement on the proposed use where required by Sections 5.03-5.03.12 of
Zoning Regulations.
5. A copy of Assessor's map showing property; and a listing of all adjoining property
owners of said property.
6. A base fee of $ °° shall be charged for each application and shall be
submitted with the application, additional charges may be imposed if county review
costs exceed the base fee.
7. Attach a copy of proof of ownership for your property (deed, title insurance).
If public notice is required, notice provided by the Planning Department shall be sent out at least
fifteen (15) days prior to hearing by return -receipt mail to all the above noted adjoining property
owners. Mailing is the applicant's responsibility and proof of mailing must be presented at the
hearing. Additionally, the same notice shall be published one (1) time in the official County newspaper
at least fifteen (15) days prior to such hearing dale. Applicant shall bear the cost of publication and
be responsible for presenting the "Proof of Publication" at the hearing.

Dear Jim:
Your request for a Special Use Permit to allow the construction and operation of a natural gas
compressor, as identified on the enclosed public notice form, has been scheduled for a public hearing
before the Board of County Commissioners on January 13th, 1997, at 3:00 p.m. The hearing will be
conducted in the Commissioners Meeting Room, Suite 301, Garfield County Courthouse, 109 8th
Street, Glenwood Springs, CO 81601. It is suggested that you be present at the time of the hearing.
A copy of the enclosed public notice and all attachments must be submitted to a newspaper of general
circulation, for publication one time, at least 15 days prior to the hearing. You will also need to
contact the newspaper directly regarding obtaining the proof of publication and billing. In addition,
copies of the public notice form and all attachments must be mailed, by certified return -receipt, to all
adjacent property owners at least 15 days prior to the hearing. The proof of publication from the
newspaper of general circulation and the return -receipts from the mailings must be submitted by the
applicant at, or prior to, the public hearing. Please verify the accuracy of all enclosures and if you
discover any errors, contact this office immediately.

PUBLIC NOTICE
TAKE NOTICE that WILDHORSE ENERGY PARTNERS, LLC, have applied to the Board of
County Commissioners, Garfield County, State of Colorado, to grant a Special Use Permit, in
connection with the following described property situated in the County of Garfield, State of
Colorado; to -wit:
Legal Description: See Exhibit A.
Practical Description: Located approximately two (2) miles west of Rifle on County Road 264.
Said Special Use Permit is to allow the petitioners to construct and operate a natural gas compressor
facility and dehydrator unit on the above described property.
All persons affected by the proposed Special Use Permit are invited to appear and state their views,
protests or objections. If you cannot appear personally at such meeting, then you are urged to state
your views by letter, particularly if you have objections to such request, as the Board of County
Commissioners will give consideration to the comments of surrounding property owners and others
affected in deciding whether to grant or deny the request for the Special Use Permit. This Special
Use Permit application may be reviewed at the office of the Planning Department, located at 109 8th
Street, Suite 303, Garfield County Courthouse, Glenwood Springs, Colorado, between the hours of
9:00 a.m. and 12 noon and 1:00 p.m. and 4:00 p.m., Monday through Friday.
The public hearing on the application for the above Special Use Permit request has been set for the
13th day of January, 1997, at the hour of 3:00 p.m., at the office of the Board of County
Commissioners, Garfield County Courthouse, Suite 301, 109 8th Street, Glenwood Springs,
Colorado.

Dear Jim,
The Planning Department is reviewing the aforementioned land use application and have determined
the following deficiencies in the application:
1. Your application largely ignores the submittal requirements of Section 5.03.07 and 5.03.08
of the Garfield County Zoning Resolution. I am attaching a copy of these sections for your
reference. Please address the pertinent sections.
2. At a minimum, provide a copy of the Air Pollution Permit application. If you have received
the Permit, please include it.
3. I am assuming that the blue -shaded areas on the Existing Conditions Map are the areas
proposed for the compressor unit and the dehydrator. Please confirm this assumption.
At this time, the application is incomplete and cannot be scheduled for a public hearing with the
Board of County Commissioners. The submittal of the requested information should complete the
application and enable this department to continue processing the application. If you have any
questions or if you find this letter in error, please contact this office.

Dear Mr. Bean:
Wildhorse Energy Partners, LLC (Wildhorse) has recently acquired
the assets of Williams Field Services in the Rifle area.
Wildhorse intends to add a new compressor to the existing Rifle
station.
The following documentation is enclosed herewith:
- Application form
- Exhibit A (property description)
- Exhibit B (names and addresses of the adjoining
property owners)

The proposed construction date is January 15, 1997. No buildings
or foundations will be constructed as a part of this upgrade.
The compressor is on a skid that will sit on a gravel base. We
are seeking approval for an emissions permit at this time. A
copy of said approval will be provided to you prior to startup of
this unit.

Other than during the installation phase, no additional traffic
will be generated for the operation of this compressor. The
existing staff is all that is necessary. The unit will run 24
hrs./day.
There will be no change to the sewer requirements that currently
exist.
