Rose Ranch, LLC, C/O Gate Capitol, LLC High Country Engineering, Inc. Sites located in the SWI/4S81/4 Section l, T7S, R89W; located within the Rose Ranch PUD r. pESCRIPTION OF THE PROPOSAL As a part ofthe approval of the Rose Ranch PUD, the developers were required to develop a sewage system that would connect to the Roaring Fork Water & Sanitation District (RFWS) sewage treatment facilities. Since the sewage treatment facilities are upstream, it is necessary for the development to have two lift stations to get the sewage to the plant. To meet this need, the developers have submitted two site applications for the construction of lift stations within the development boundaries of the Rose Ranch PUD. Each lift station is technically a separate site application, but this report will focus on both of them, since they are connected to the same sYstem Lift Station No. I is the southern most facility (see attached map) and has a peak hydraulic capacity of 169,050 gpd., capable of handling the demands of the projected 966 people that will occupy the 322 residences in Rose Ranch PUD. Lift Station No. 2 is located in an area in the north portion of the development and has a peak hydraulic capacity of 84,000 gpd, capable of meeting the demands created by a population of 480 people. II. MAJOR ISSUES AND CONCERNS A. State Statutes: C.R.S. 25-8-702, 1981, defines the parameters by which the Colorado Department of Health, Water Quality ControlDivision can review and approve or deny a site application for a lift station (See application form included in overall application). The applicant is required to obtain a recommendation of approval, denial BEQUS.I: APPLICAITIT: ENGINEERS: LOCATION: or no comment aom the county Board of Health and county Board of county Commissioners and various other local and regional agencies. Garfield County's involvement in the process is to determine whether or not the proposed wastewater treatment works are consistent with "the long-range comprehensive plan for the area as it affects water quality and any approved regional wastewater management plan for the area". Ultimately, the Colorado Department of Health and Water Quality ControlCommission will determine whether or not the proposed wastewater treatment facility and site are appropriate as proposed. The Comprehensive Plan identifies the site as a High Density Residentialarea. This designation is due primarily to the ability ofthe Roaring Fork Water and Sanitation District's ability to provide sewer service to the area. The Garfield county Comprehensive Plan provides some guidance through the goals and objectives section of the plan. The Water and Sewer Services goal is: "To ensure the provision of legal, adequate, dependable , cost effective and environmentally sound water and sewer services for new development.,, Objectives: 7.2 Development located adjacent to municipalities or sanitation districts with available capacity in their central water/sewer systems will be strongly encouraged to tie into these systems. Lolicies: 7.2 Where logical, legal and economic extension of service lines from an existing water and/or sewage system can occur, the County will require development adjacent to or within a reasonable distance, to enter into the appropriate agreements to receive service. The burden of proof regarding logical, legal economic constraints will be on the developer. The proposed lift stations are a required part ofthe Rose Ranch infrastructure. As designed, the lift stations appear to have a fairly limited capacity. The peak hydraulic capacity for Lift Station No. 1 is 0.169 mgd. The Colorado Department of Public Health and Environment uses an average daily flow of 100 gpd per person, with a peaking factor of 2.5 to 4.0. Based on these calculations, the minimum peak flow should be 966 persons x 100 gpd x 2.5 peaking factor :241,500 gpd. or 0.241 mgd. This calculation is only based on the projected Rose Ranch PUD population of 322 d.u. x 3.0 persons/d.u. : 966 population equivalent for the design. Staffis aware of the property owners near the CR I l4 and Highway 82 intersection are trying to find a way to get access to the Roaring Fork Water and Sanitation District sewage treatment plant. Based on the calculations noted previously, the proposed lift stations would not be capable of handling any additional capacity that the property owners across the river to the east of the proposed lift stations could generate. Bob Pennington, Gamba Engineering, has indicated verbally, that he is working with those land owners to connect to the Roaring Fork Water & Sanitation district and that one of the more viable options at this time is to connect to the system through Rose Ranch. Part ofthe County's obligation is to make recommendations to the CDPHE based on water quality plans and comprehensive plans. The lack of any analysis by the applicants ofthe possible need for additional capacity to accommodate more than the just the Rose Ranch PUD demands. The applicants need to provide an opportunity for property owners to the east of the proposed lift stations to participate financially to participate in the cost of over sizing the lift stations. The other issue not clearly explained in the application, is why the proposed capacity is less than the projected needs projected by the applicant's engineer in the application and the applicant's projections are less than the amount the State will use in reviewing the application. VT.
