requested accessory uses is expected to terminate by the end of L983;

safety and rvelfare of the population and uses in the neighborhood
requires the imposition of certa-in conditj-ons relating to monitoring
of ruork force and work force pro:jections and requiring that housing
and transportation be available for prospective employees;
11. That the imposition of conditions on the requested permit
is authorized by Sections 5.03.10 of the Garfield County Zoning Reso-
lution and by C.R.S. 1973 , 29-20-101., e t seq. r ds amencled;
NOW, THEREFORE, BE IT RESOLVBD by the Board of rCounty Commis-
sioners of Garfield County, Color;rdo:
Section 1. That the issuance of a special use permlt for the
purpose .it-T construction camp, ac:cess road, arnd temporary pipdline
crs accessory uses to a crude shale oil upgrading facilitlr 5" and
irereby i-s authorized upon the above-described lands, to be issued
and effective upon and. during compliance rsith the conditioirs more
fr-rlIy set forth herein; ,
Section 2. That prior to the issuance of the subject special
use permlEl-Ttre-foliowing conclition shalI be satisfiecl:
a. Applicant shall covenant and agree to comply with each
provision, condition and restriction set forth in the within Resolution.

a. The term "applicant" as used herein shall apply to and
bind any person, corporation, as5oci.ation, or other entity of whatei,er
nature rvhich assunres ownership, r:esponsibility or control over the
proposed facility, or any part thereof;

tent rvith the coi:mitments contained in applicantts application, sunu.n,ary
report, , and supportingi materials, unless otherwise specifically
instructed or directed by this Board;
c. Applicant's compliance with the conditions of this ResoLu-
tion and any spccial use permit issued pursuant here'to shal.I be mo;'ri-tored thro'-rgh the Board's revietv thereof every six months, in accordance

assistance to- defray additional costs of law enforcement resulting
from the establishinent of the facility, in an initial amounb of
$36,150 for equipmenE for five sheriff's officers and annuell irrnounts
ot- $gO, OZO foi s;rlaries and benef its f or f ive of f icers . The initiat
p:rynrent and first payment for salaries and benefits shall be made
