PROJECT INFORMATION AND STAFF COMMENTS
REQUEST: Special Use permit for a temporary
staging area.

1/4, NW 1/4, Section 20, T6S, R94W;
more practically described as
located approximately four (4)
miles west of Rifle near Anvil
Points.
SITE DATA: Approximately 10 acres

ZONING: Resource/Lands Gentle Slopes
I. DESCRIPTION OF THE PROPOSAL
A. Site Description: The property in question slopes gently to the
southeast, having sagebrush type vegetation on it.
B. Project Description: It is proposed to allow a temporary staging
area for the movement of salvaged materials from the Anvil Points
Oil Shale Research Facility. The salvaged materials are iron,
steel and related products, the largest being some petroleum
storage tanks. Material is being sold to local businesses,
ranches and individuals. The large petroleum tanks were to have
been removed by April 30, 1986. At least half of the material
will be gone by June 15, 1986. All material will be removed and
the site abandoned by September 15, 1986.
II. MAJOR ISSUES AND CONCERNS
A. Zoning: The property is zoned Resource/Lands, Gentle Slopes and
lower valley floor. A staging area is a Special Use, requiring
approval of the Board of County Commissioners after a public
hearing.
B. Staff Comments:
1. The applicant has noted various methods for screening the
project from the view of I-70 motorists and residents in the
Taughenbaugh and Holms Mesa areas. The only way to
effectively screen the staging area would be to build a 40
foot high berm. Given the temporary nature of the use,
building such a berm seems unnecessary.

2. While it is stated that the area will be returned to grazing
after September 15, 1986, a condition of approval should
state that the site will be cleaned up, and reclaimed to its
original condition prior to use as a staging area. The
County may require the posting of a bond. Given the
temporary nature of the business, a minimal reclamation bond
or some other acceptable form of security would seem
appropriate. The BLM used a figure of approximately $2,500
per acre for reclamation of the West Garfield County
landfill.
III.SUGGESTED FINDINGS
1. That the public hearing before the Board of County Commissioners
was extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at the hearing;
2. That the proposed Special Use conforms to Section 5.03,
concerning the approval or disapproval of a petition for a
Special Use, of the Garfield County Zoning Resolution;
3. That the proposed land use will be compatible with existing and
permitted land uses in all directions provided certain conditions
of approval are met;
4. That for the above stated and other reasons, the proposed Special
Use permit is in the best interest of the health, safety, morals,
convenience, order, prosperity and welfare of the citizens of
Garfield County.
IV. RECOMMENDATION
APPROVAL, subject to the following conditions of approval:
1. That all verbal and written representations of the applicant or
their representatives shall be considered conditions of approval,
unless specified 9therwise by the Board of County Commissioners.
