Distribution of Brine from Onsite Evaporation Ponds as Dust Suppressant
Mr. Havens,
The Hazardous Materials and Waste Management Division ("the Division") of the Colorado Department
of Public Health and Environment appreciates the opportunity to review Colorado State Parks &
Wildlife's ("Colorado State Parks") proposed Engineering Design and Operations Plan modification
plan to include the beneficial use of brine water from the evaporation ponds at Rifle Gap State Park
i"th. Sit"") and to include the distribution of brine water to Garfield County's Road and Bridge
Department for use as a dust suppressant on Garfield County roads. The Site generates brine water in a
,"r"rr" osmosis drinking water treatment system. The brine water is discharged to a series of five
evaporation ponds that are subject to Section 9 of the Regulations Pertaining to Solid Waste Sites and
Facilities, O bCn IO17-2,Part 1. Garfield County issued Rifle Gap SP a Certificate of Designation
("CD") in December, 2008. Use of brine water from the evaporation ponds is not contemplated in the
Engineering Design and Operation Plan ("EDOP").
On April 18,2Ol2 Colorado State Parks sent a request to amend the Site's CD to include the proposed
onsite beneficiai use and distribution of brine water to Garfield County. The Division and Garfield
County concluded that an EDOP modification was appropriate en lieu of a CD amendment. On May 1,
2012 Colorado State Parks changediheir request to include an EDOP modification instead of a CD
amendment and provided supplernental information regarding the application rate of brine water for dust
suppression, sulfate concentiitions for magnesium chloride (the product the brine is replacing), at d
methods for removing the brine from the waste impoundments. Additionally, the Division previously
issued beneficial ,r. upp.orals for the use of brine water as dust suppression and for use in construction
purposes on April 19,2011 and May 24,2011.
STATE OF COLORADO
The Division approves of the EDOP modification to distribute brine water to Garfield County Road and
Bridge and to beneficially use brine water from the evaporation ponds at the Site. The Division's
approval is based on the following conditions:
1. The brine water shail be applied only at those onsite areas requested and at the applicaton rate
described in the May 1, 2012 proposal;
2. Analyical test results shall be sent to the Division for review if there is a significant change in
the water treatment process. For example, a change in water source or a change in chemicals
used to treat the water would necessitate a re-characterization of the water and review by the
Division;
3. Every attempt shall be made to contain the brine water to the areas of proposed reuse and the
brine water shall not be released to surface water; and
4. The brine water may only be distributed to Garfield County Road and Bridge for use as a dust
suppressant. This EDOP modification approval only applies if the brine water is applied at less
than the evapotranspiration rate. Colorado State Parks must seek an industrial discharge permit
through the Water Quality Control Division of the Colorado Deparrment of Public Health and
Environment if the Site or Garfield County wishes to apply the water at greater than the
evapotranspiration rate.
The Division recorlmends placing the brine water only in areas that will not receive concrete cover.
The high levels of sulfate in the brine water are known to have detrimental effects on the structural
integrity of concrete.
In closing, the Division is authorized to bill for its review of technical submittals at $125 per hour,
pursuant to Section 1.7 of the Solid Waste Regulations, 6 CCR 1007-2. An invoice for the Division,s
review of the above referenced document will be sent under separate cover.

The purpose of this letter is to request on omendment to the Design ond Operotions
Plon to ollow ongoing beneficiol use of the brine woter.
This letter vocotes our April 18,2012 request to omend the Certificote of Designotion for
this focility. We understond thot o CD omendment is not necessory, ond thot on
omendment to our D&O plon is oppropriote.
The proposed oreos for beneficiol use ore the some os lost yeor, ond imoges ore
ottoched. ln oddition, the Gorfield County Rood Deportment will use the woter for
beneficiol use on grovel roods in the vicinity. I hove included our most recent quorterly
pond woter sompling results. The woter quolity hos not chonged significontly since our
iequest lost yeor. We propose using the ongoing pond sompling to support the
beneficiol use, which would occur during the construction seoson.
The following conditions would opply to the beneficiol use of the brine woter:
. Woter will be withdrown directly from the ponds using tronsfer pumps or other
suitoble meons. All removed volumes will be recorded ond reported to the focility
operotor for use in the operoting logs.
. Gorfield County work crews will coordinote their withdrowol of the brine woter with
the focility operotor prior to the stort of their octivities.

The Hazardous Materials and waste Management Division ("the Division") of the colorado Department
of public Health and Environment apprecia:tes the opportunity to review your plan to beneficially use
brine water from the waporation pondt at Rifle Cap
-State
Park ("the Site")' The brine water is
generated by a reverse osmosis arinting water teatment system. The brine water is discharged to a
series of five evaporation ponds that are subject to lection 9-of the Regulations P-ertaining to Solid
waste sites and Facilities, 6 ccR rooz-i, part 1. Garfreld county issued Rifle Gap SP a certificate of
Designation ("CD) ;;i*L gi ZOO8. Use of brine water from the evaporation ponds is not
contJmplat"d i" tt " Engineering Design and Operation Plan (*EDOP").
on March a2,2011, colorado State parks ("the Applicant") contacted the Division inquiring about the
requirements to beneficially use brine water from ihe waste impoundments for dust suppression on
gravel roads and for use during soil comf-action -ro1
a parking lot area' During the initial discussion, the
Division requested analytical test results for the brine water, and an overview of the proposed uses
including the proposed iocations where the water will be used. The Applicant submitted analytical test
results and the overview on March 3,2}ll. After an initial review, the Division requested more recent
testing because the initial testing submitted was conducted in September of 2007. Additional testing
was conducted and the Applicant submitted results to the Division on March 24th,2011. These results
did not include the radionuclide test results. Final results, including radionuclide test results were
submitted to the Division on April 1 8, 20 t I . with the exception oi chloride and dissolved solids, the
final analytical resuits indicateihe brine water meets grouniiwater standards for the constituents of
c0ncern.
The benefit of using brine water in lieu of potable water for dust suppression is the salt content of the
brine. The dissolved solids and high sodium chloride levels in the brine water are expected to provide
benefit by creating a soil and salt matrix that prevents the creation of dust'
Ground water was not cncountered during exploratory drilling and three (3) of the borings concluded at
a minimum depth of forty (40) feet below the surface. Based on the above findings, thebivision
approves of the onsite beneficial use of the brine water from the evaporation ponds at the Site. The
Division's approval is based on the following conditions:
1. This beneficial use approval is for a one time application;2. The brine water shall be applied only at those areas requested in the March 3'd request; and3. Every attempt shall be made to contain the brine water to the areas of proposed reuse, and the
brinc water shall not be released to surface water.
A CD amendment may be necessary if the Applicant wishes to obtain an ongoing beneficial use
