GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIRE:tvffiNTS For SINGLE FAMILY DWELLING CONSTRUCTION Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. 1 ~ • Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, induding re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M .P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. I. Box6065 Battlement Mesa, CO 81636 Re: Subsurface Soils Exploration 21 Raptor Comt, Battlement Mesa, CO Gentlemen: April I 0, 2007 TEL: (970) 242-8%8 FAX: (970) 242-1561 As requested, Grand Junction Lincoln DeVore personnel completed a geotechnical exploratory program at the above-referenced site. Two shallow exploration pits were excavated by the client in the vicinity of the proposed butlding pad as shown on the attached sketch. Exploration Pit #1 was located generally south of the building envelope, and Pit #2 was located southeast of the building envelope. Both exploration pits encountered larger gravels and boulders. These exploration pits were excavated to a total depth of 7 and 8 feet. These exploration pits were logged and sampled by personnel of Orand Junction Lincoln DeVore on April3, 2007 . The purpose of these pits was to determine the types and character of the underlying soils and to relate these characteristics to the proposed foundation system. The following laboratory tests were performed on representative son samples to determine their relative engineering properties. ASTM D-2487 Soil Classification ASTM D--2435 One Dimensional Consolidation ASTM D-2937 In-Place Soil Density ASTM D-2216 Moisture Content of Soil Tests were performed in accordance with test methods of the American Society for Testing and Materials or other accepted standards. The~ of our laboratory tests are included in this report. The in-place soiJ density, moisture content, and the standard penetration test values are presented on the attached exploration pit logs. This letter contains general recommendations for construction of a residential foundation, but it is not a foundation design and cannot be used as such. Our conclusions and recommendations for this site are presented below. Excavation Obseryation: Grand Junction Lincoln DcV ore personnel should be contacted to observe the foundation soils after the excavation bas been completed and prior to placing forms or concrete. The purpose of this is to observe the type and condition of the foundation soils throughout the excavation. If the soils are found to differ from those encountered in our exploration pits, or if they appear to be unstable, additional recommendations may be required prior to construction of the foundations. r Tapestry Builders Subsmface Soils Exploration, 21 Raptor Court, Battlement Mesa, CO Apnl 10, 2007 Page 2 Soi I Classification: The soils on this site consist of an alluvial debris fan deposit which is quite thick and extremely stratified. This debris fan originates on the middle and upper slopes ofBattlement Mesa to the east/southeast along the Battlement Creek and Monument Gulch Drainages. The stratification within this debris fan feature ranges from silt, sandy silt, and silty clay in the finer portions, to gravelly silty clays to silty gravel, cobbles, and boulders in the coarser portions. Many strata of the finer-grained soils are oflow to very low density and exhibit compressible and metastable (collapsible) properties. Soil Type No. I was classified as a Sandy, Lean Clay (CL) under the Unified Classification System. The upper strata of these soils are white, being a caliche composed mostly of carbonate and some sulfate minerals. The caliche strata, if encountered in excavations, should be comp1etely broken up, moisture conditioned, and recompacted. The moisture content in the upper caliche area was found to be 22.6% to 25o/o, indicating a slightly moist soil considering the carbonate and sulfirtc minerals. Some of these upper soils may be suitable for use beneath foundations, slabs on grade, and landscaping purposes if the caliche materials are either removed or very well mixed with other Jess mineralized soils. This soil is plastic, and some strata are very sensitive to changes in moisture content If this soil is found in a relatively dry, medium dense condition, it may undergo slight expansion with the ently of small amounts of moisture. This material in the native condition will consolidate/collapse upon saturation or excessive loading. One dimensional consolidation tests using the consolidation apparatus ASTM D-2435 were performed on relatively undisturbed samples of the soil. Upon test saturation, a vecy slight collapse of0.17% was measured, with 1.65% consolidation occurring at an applied load of 2,050 psf. Upon further test loading, 3.68% consolidation occWTCd at an applied load of 4,100 psf.lfthese soils are overexcavated, water soaked, and reworked according to recommendations contained in this report, this coUapse potential should be mitigated. The maximum allowable bearing capacity for this reworked soil was found to be in excess of2,500 pst; with 250 psf minimum dead load pmsure recomtnGDded. The lower soils encountered on this site, designated Soil Type No. ll , were classified as a Poorly Graded Sandy, Silty Gravel with Small Boulders (GP-GM} of coarse-grained size under the Unified Classification System. Direct, in-place density detmninations could not be made due to the large amounts of gravels and boulders, but probing of these soils indicate that the soil is of medium density with some low density strata. The moisture content was found to be on the order of 5. 7 o/o, indicating a slightly damp soil. This soil is non- plastic, but some strata are vmy sensitive to clumges in moisture content. This soil will have virtually no tendency to expand upon the addition of moisture. Settlement of some strata of these soils may be significant, with some amounts of collapse being possible under the proposed foundation loads. If these soils are overexcavated, water soaked, and reworked according to recommendations contained in this report, this collapse potential should be mitigated. If the recommended allowable bearing values are DOt c:xceeded, and if all other recommendations are followed, ditfe~eutial movement will be within tolerable limits. At shallow foundation depths, this water soabd, reworbd, and compacted soil bas been found to lmve an average allowable bearing capacity of3,500 psf. In general, no minimum bearing has been required. Man-ronde Fill: The soils encountered in our test pits appear to be native to the site. All building foundations must penetrate any man-made fills present on the site at this time as well as any fills raulting from the excavation process. Careful examination of the open excavation will be necessary to determine the presence or absence of man-made fills. A 24-hour notice is required for all field examinations to enable Grand Junction Lincoln DeVore to schedule personnel and provide service when needed. SoH Moisture Conditions: No free water was encountered during excavation on this site. In our opinion. the true free water surface is fairly deep in this area and hence should not affect construction. Seepage moisture may affect construction if surface drainage is not properly controlled. Foundation Tyoc Recommended: A properly designed foundation system of the standard cootinuous spread footing and stem wall type, based upon the above allowable soil bearing capacities, would be appropriate for use on this site. Use the foundation design for the proposed Cedar View Model previously issued by Grand Junction Lincoln DeVore, Inc. for this subdivision. The foundation system must be constructed in strict compliance with our plans and specifications, with no alterations or deviations allowed unless prior approval is first obtained from this office. Voids Beneath foundation Walls: Voids are not required for this foundation design. Reinforcing: The foundation sbal1 be reinforced as shown on the foundation design. No changes shall be made to this placement of reinforcing without written approval of the design engineer or architect. All foundation stemwalls should be designed as "grade beams" capable of spanning at least 12 feet Where the foundation stemwalls are relatively shallow in height, vertical reinforcing will not be necessary. However, in walls retaining soil in excess of 4 feet in height, vertical reinforcing may be necessary to resist the lateral pressures (restrained case) of the soils along the wall exterior. To aid in designing such vertical reinforcing, an equivalent fluid pressure (EFP) on the order of 45 pcf would be appropriate for the native soils. Floor Slabs: Non-structural floor slabs on grade, if any, should be positively separated from all structural portions of this building and allowed to float freely. Frequent scoring (control joints) of the slabs should be provided to allow for possible shrinkage cracking of the slab. These control joints should be placed to provide maximum slab areas of approximately 200 to 360 square feet Any man-made fill placed below floor slabs on grade should be compacted to a minimum of90% of its maximum modified proctor dry density (ASTM D-1557). These soils should be placed at a moisture content conducive to the required compaction (usually proctor optimum moisture content± 2%). Drainase and Grading: Adequate site drainage should be provided in the foundation area both during and after construction to prevent the pooding of water and the wetting or saturation of the subsurface soils. We recommend that the ground surface around the structure be graded so that surfiu:e water will be carried quickly away from the building. The minimum gradient within 10 feet of the building will depend on surface landscaping. It is further recommended that roof drain downspouts be carried at least 5 feet beyond all backfilled areas and discharge a minimum of 10 feet away fiom the structure. Proper discharge of roof draia dowaspouts may require the use of s•bsarface pipiag ia some areas. Under no circumstances should a "dry well discharge" be used on this site unless specifically sited by a geotechnical engineer. Planters, if any, should be constructed so that moisture is not allowed to seep into foundation areas or beneath slabs or pavements. The existing drainage on the site must either be maintained carefully or improved. We recommend that water be drained away from structures as rapidly as possible and not be allowed to stand or pond within 15 feet of the building or foundation. We recommend that water removed from one building not be directed onto the backfill areas of adjacent buildings. Should an automatic lawn irrigation system be used on this site, we recommend tbat the sprinkler heads, irrigation piping, and valves be installed no less than 5 feet from the building. In addition, these heads should be adjusted so that spray from the system does not filii onto the walls of the building, and that such water does not excessively wet the backfill soils. It is recommended that lawn and landscaping irrigation be reasonably limited so as to prevent undesirable saturation of subsurface soils or backfilled areas. Several methods of irrigation water control are possible, to include, but not be limited to: • Metering the irrigation water. • Sizing the irrigation distribution service piping to limit onsite water usage. • Encourage efficient landscaping practices. • Enforcing reasonable limits on the size ofhigh water usage landscaping within 5 feet of the building or foundation. • Incorporating "xeriscaping" landscaping and irrigation techniques. A plastic membrane placed on any crawlspace ground surfaces may retain/trap excessive amounts of water beneath the membrane. If future moisture problems develop or are anticipated, the foundation design engineer or the geotechnical engineer may require that the membrane be partially or completely removed from the crawlspace area. Provided that all recommendations found herein pertaining to site surface drainage, grading, and soil compaction are closely followed, a perimeter foundation drain would not be required. For fully finished basements, however, the use of a perimeter foundation drain would significantly n=ducc potential moisture related problems which can arise from subsequent area development Backfill: To reduce settlement and aid in keeping water from reaching beneath this building. all backfill around this building should be mecbanically compacted to a minimum of 90% of its maximum modified proctor dry density (ASTM D-1557). The only exception to this would be the components of the perimeter foundation drain, if any. All backfill should be composed of the native soils and should not be placed by soaking, jetting or puddling. Calcium chloride should not be added to a Type~ Type I-II, or TypeD-V cement under any circumstances. Remarks: We recommend that the bottoms of all foundation components rest a minimum of 3 feet below finished grade or as required by the local building codes. Foundation components must not be placed on frozen soils.
