The following items are required by Garfield County for a final inspection:
I. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
vis1ble from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
mstalled, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to aiiiBC and IRC requirements ;
6. Outside grading done to where water will detour away from the bu1lding;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items arc completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

Subdivision for the following described Wlincorporated area of Garfield County be approved with the
following conditions:
I. All representations of the applicant, either within the application or stated at the public hearings
before the Planning Commission shall be considered conditions of app,roval unless othetwise stated
by the Planning Commission.
2. The common open space easement shall be transferred from the developer to the
Homeowner's Association at the time of filing a final plat. The proposed public trail will be
owned and maintained by the homeowners association until such time that a public entity
willing and capable of taking ownersliip is cstatllisfied:
3. That the road name change suggested by the Glenwood Springs Emergency Services
Department be incorporated in any final plat submittal.
4 At the time of each Final Plat approval the applicant1S engineer submit plans for the
upgrading of CR 117 to the intersection with Midland A venue. The plans will be approved
by the Board prior to recording of the plat and built to those specifications, which will also
include the provisions of condition No. 13 of this resolution. The applicant shall be
responsible for the construction of the road improvements consistent with the approved
design and to guarantee construction of the improvements at final plat An impact fee shall
be calculated at $2030/dwelling unit, pursuant the road impact fee formula adopted by the
County. If the calculated fee is more than the actual cost of construction approved by the
Board, the applicant shall pay the difference to the County. If the calculated fee is less than

That the lots contiguous to the Bershenyi ranch have building envelopes at least 200 ft. from
the common property line and that a cattle fence with woven wire along the bottom of the
fence, be built along the entire section of the project, not to exceed eight (8) feet in height ..
6. Include the following plat notes on any final plat:
D Prior to the issuance of a building permit, the owner of each lot shall prepare and ~ submit a soils and foundation report, a grading and drainage plan, and a geologically
acceptable building site prepared and certified by a professional engineer. All
improvements shall be constructed in accordance with such engineering
recommendations, which shall be a condition of Four Mile Ranch Architectural
Control Committee approval and the building permit.
(B) The agricultural" uses of properties south of this subdivision shall be deemed
compatible with the rural residential character of the subdivision. Such. agricultural
uses may produce odors, noise • dust and other effects of agricultwal practices that
are offensive to residential use proposed by this subdivision. The established
agricultural uses adjacent to the subdivision are pre-existing and are deemed to have
priority over any subsequent residential use within the subdivision.
(C) No open hearth solid-fuel burning fireplaces will be allowed anywhere within this
subdivision. All dwelling units will be allowed unrestricted number of natural gas-
burning fireplaces or appliances.
(D) All dwelling units will be allowed no more than one new wood-bwning stove as
defined by C.R.S. 25-7-401, ct.scq. and the regulations promulgated thereunder.
(E) Only one dog is allowed for each dwelling unit.
(F) All exterior lighting shall be oriented downward and inward, to prevent glare on
adjoining property.
7. In connection with the Final plat, the applicant shall set forth the proposed method for
transferring legal ownership and control of the water distribution facilities, water and water
rights, sufficient in quantity to service the Four Mile Ranch Homeowners Association.
8. At the time of Final plat, the applicant shall be required to pay the applicable school site
acquisition fee that has been agreed to by the Board of County Commissioners

10 . The applicant shall protect the ditches on the adjoining property from damage and provide
a mechanism to guarantee that the subdivision will participate in the maintenance of the
ditch.

PURPOSEANDSCOPEOFSTUDY
This report presents the results of a preliminary subsoil study for proposed residence s to
be located on Lots 34 to 39. 41 and 42. Four Mile Ranch, Garfield County. Colorado.
The project site is shown on Figure 1. The purpose of the study was to develop
recommendations for the foundation design. The study was conducted in accordance
with our agreement for geotechnical engineering services to Rudd Construction, dated
April 2, 2004.
A field exploration program consisting of exploratory pits was conducted to obtain
information on the subsurface conditions. Samples of the subsoils obtained during the
field exploration were tested in the laboratory to detem1ine their classification,
compressibility or swell and other engineering characteristics. The results of the field
exploration and laboratory testing were analyzed to develop recommendations for project
planning and preliminary design. Tltis report summarizes the data obtained during this
study and presents our conclusions and recommendations based on the proposed
development and subsurface conditions encountered.
PROPOSED DEVELOPMENT
A single family residence is proposed on each of the subject lots roughly in the area of the
exploratory pits shown on Figure 1. The proposed residences will consist of two story,
wood frame structures over a walkout basement level with an attached garage. Basement
and garage floors will be slab-on-grade. Cut depths are assumed to range between 4 to 10
feet below the original ground surface. We expect relatively light foundation loadings,
typical of the proposed type of construction .
If development plans change significantly fi·om those described, we should be notified to
re-evaluate the reconm1endations presented in this report.

SITE CONDITJONS
The subject lots are ILlcated in the northern part of the Four Mile Ranch Subdivision near
the Maroon Drive cul-de-sac. A water storage tank for the subdivision is located along
the uphill side of Lots 35 and 36. The natural topography in the area consists of a broad
northerly trending ridge. The ground surface in the building areas is relatively flat and
mostly moderately sloping down to the west. Steeper slopes are located west of the
building areas of Lots 38, 39, 41 and 42. Vegetation consists of grass and weeds with
sage brush. Maroon Formation bedrock is visible on nearby hillsides.
SUBSIDENCE POTENTIAL
Bedrock of the Perutsylvanian age Eagle Valley Evaporite underlies the Four Mile Ranch
Subdivision. These rocks are a sequence of gypsiferous shale, fine-grained sandst<1ne and
siltstone with some massive beds of gypsum and limestone. There is a possibility that
massive gypsum deposits associated with the Eagle Valley Evaporite underlie portior1.:; of
the lots. Dissolution of the gypsum under certain conditions can cause sinkholes to
develop and can produce areas of localized subsidence.
Sinkholes were not observed in the immediate area of the subject lots. No evidence of
cavities was encountered in the subsurface materials; however, the exploratory pits were
relatively shallow, for foundation design only. Based on our present knowledge ofthe
subsurface conditions at the site, it catu1ot be said for certain that sinkholes will not
develop. The risk of future ground subsidence on Lot 34 to 39,41 and 42 throughout the
service life of the proposed residences, in our opinion, is low; however, the owner should
be made aware of the potential for sinkhole development. If further investigation of
possible cavities in the bedrock below the site is desired, we should be contacted.
FIELD EXPLORATION
The field exploration for the project ,:vas conducted on April 5, 2004. Eight exploratory
pits (one per lot) were exc2vated at the locations shown on Figure 1 to evaluate the
subsurface conditions . The pit locations were based on the proposed house locations

pro\ ided to us . The pits were dug with a Case 580 4x4 backhoe. The pits were logged by
a represenlati ve of Hepworth-Pawlak Geotechnical. Inc .
Samples of the subsoils were taken with relatively undisturbed and disturbed sampling
methods. Depths at which the samples were taken are shown on the Log s of Exploratory
Pits, Figure 2. The samples were returned to our laboratory for review by the project
engineer and testing.
SUBSURFACE CONDITIONS
Graphic logs of the subsurface conditions encountered at the site are shown on Figure 2.
The subsoils were variable and generally consist of about ~ to I foot of topsoil overlying
a mixture of clay, sand and rock fragments. Typically, the soils encountered in the upper,
eastern part of the site (Pits 5 to 8) were more fine-grained than those in the westem
lower part of the site (Pits 1 to 4).
Laboratory testing performed on samples obtained from the pits included natural moisture
content , density and gradation analyses. Results of swell-consolidation testing performed
on relatively undisturbed samples, presented on Figures 4 through 7, indicate low
compressibility under existing moisture conditions and light loading, and generally low
expansion/collapse potential after wetting. In general, the samples showed low to
moderate compres sibility with increased loading after wetting . Results of gradation
analyses performed on a bulk sample (minus 6 inch fraction) of the natural coarse
granular soils are shown on Figure 8. The laboratory testing is summarized in Table 1.
No free water was encountered in the pits at the time of excavation and the subsoils were
slightly moist to moist.
PRELIMINARY DESIGN RECOMMENDATIONS
The conclusi ons and recommendat ions presented below are based on the proposed
development. subsur face conditions encountered in the e.\:ploratory pits. and our
experience in the area. The recommendations are suitable for platming and preliminary

design, but additional site specific studies should be conducted prior 10 bui I ding
construction. For the proposed construction. these studies can probably consist of
observing the completed foundation excavation prior to placement of concrete.
FOUND A TJONS
Bearing conditions will vary depending on the specific lot. Based on the nature of the
proposed construction. spread footings bearing on the natural subsoils should be suitable
at the building sites. We expect the footings can be sized for an allowable bearing
pressure in the range of 1,500 psf to 3,000 psf. Expansive clays encountered in building
areas may need to be removed or the footings designed to impose a minimum dead load
pressure to limit potential heave. Nested boulders and collapsible soils may need
treatment such as enlarging footings or placing compacted fill or concrete backfill.
Foundation walls should be designed to span local anomalies and to resist lateral earth
loadings when acting as retaining structures. Below grade areas and retaining walls
should be protected from wetting and hydrostatic loading by installing an underdrain
system. The footings should have a minimum depth of 42 inches for frost protection.
FLOOR SLABS
Slab-on-grade construction should be feasible for bearing on the natural soils below any
topsoil. There could be some post construction slab movement at sites with collapsible
matrix or expansive clays, especially if the subgrade is wetted. To reduce the effects of
some differential movement, floor slabs should be separated from all bearing walls and
columns with expansion joints. Floor slab control joints should be used to reduce damage
due to shrinkage cracking . A minimum 4 inch thick layer of free-draining gravel should
underlie basement level slabs to facilitate drainage .
UNDERDRAIN SYSTEM
Although free water was not encountered in the exploratory pits, it has been our
experience in the area that local perched groundwater can develop during times of heavy
precipitation or seasonal runoff. An under drain sy stem should be provided to pro~et:t

below-grade construction. such as retaining walls. crawlspace and basement areas from
wetting and hydrostatic pressure buildup . The drains should consist of drainpipe
surrounded above the in vert level with free-draining granular material. The drain should
be placed at each level of excavation and at least I foot below lowest a4jacent finish
grade and sloped at a minimum 1% to a suitable gravity outlet.
SITE GRADING
The risk of construction-induced slope instability at the lots appear low provided the
buildings are located in the area of the exploratory pits as planned and cut and fill depths
are limited. Cut depths for the building pads and driveway access should not exceed
about 10 feet. Fills should be limited to about 10 feet deep. Structural fills should be
compacted to at least 95% of the maximum standard Proctor density near optimum
moisture content. Prior to fill placement. the subgrade should be carefully prepared by
removing all vegetation and topsoil. The fill should be benched into the portions of the
lots exceeding 20% grade. The on-site soils excluding oversized rock and topsoil shnuld
be suitable for use in embankment fills. Permanent unretained cut and fill slopes should
be graded at 2 horizontal to 1 vertical or flatter and protected against erosion by
revegetation, rock riprap or other means.
SURF ACE DRAINAGE
The grading plan for the lots should consider runoff from uphill slopes throughout the
subdivision. Water should not be allowed to pond which could impact slope stability and
foundations. To limit infiltration into the bearing soils next to buildings, exterior backfill
should be well compacted and ha,,e a positive slope m~·ay from the building for a distance
of 1 0 feet. Roof downspouts and drains should discharge well beyond the limits of all
backfill and landscape irrigation may need to be restricted at some sites.
LIMITATIONS
This study has h.een conducted according to generally accepted geoteclmical engineering
principle s and practices in this area at this time. We make no warranty either express or

implied. The-conciusions and recommendations submitted in this report are based upon
the data obtained from the exploratory pits located as shown on Figure 1. the proposed
type of construction and our experience in the area. Our se rvices do not include
determining the presence, prevention or possibility of mold or other biological
contaminants (MOBC) developing in the future. If the clien t is concerned abou t MOBC ,
then a professional in this special field of practice should be consulted. Our findings
include interpolation and extrapolation of the subsurface conditions identified at the
exploratory pits and variations in the subsurface conditions may not become evident until
excavation is performed . If conditions encountered during construction appear different
from those described in this report, we should be notified so that re-evaluation ofthe
recommendations may be made.
This report has been prepared for the exclusive use by our client for planning and
preliminary design purposes. We are not responsible for teclmical interpretations by
others of our information. As the project evolves, we should provide continued
consultation, conduct additional evaluations and review and monitor the implement at ion
of our recommendations. Significant design changes may require addi tional anal ys t-; or
modifications to the recommendations presented herein. We recommend on-site
observation of excavations and foundation bearing strata and testing of structural fill by a
representative of the geoteclmical engineer.
