A final Electrical Inspection from the Colorado State Electrical Inspector; 2. Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary plumbing; 4. When rev iewing a plan and it 's disco v ered that required information has not been provided by the applicant. this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that arc in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks. balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar. anchor bolts, pressure treated plates, floor joists. wall studs and spacing. insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation. a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each comer of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? At any intersection, a driveway shall be restricted for a sufficient distance from the intersection to preserve the normal and safe movement of traffic . Additional entrances or exits for parcels having a frontage in excess of one hundred 1 00) feet shall be permitted only after showing of actual convenience and necessity. 6. All driveways shall be so located that the flared portion adjacent to the traveled way will not encroach upon adjoining property. 7. No commercial driveway shall have a width greater than thirty {30) feet measured at right angles to the centerline of the driveway except as increased by permissible radii. No noncommercial driveway shaH have a width greater than twenty (20) feet measured at right angles to the centerline of the driveway, except as increased by permissible radii. 8. The axis of an approach to the road may be at a right angle to the centerline of the county road and of any angle between ninety (90) degrees and sixty (60) degrees but shall not be less than sixty {60) degrees. Adjustment will be made according to the type of traffic to be served and other physical conditions. 9. The construction of parking or servicing areas on the county road right-of-way is specifically prohibited. Commercial establishments for customer vehicles should provide off-the-road parking facilities . 10. The grade of entrance and exit shall slope downward and away from the road surface at the same rate as the normal shoulder slope and for a distance equal to the width of the shoulder but in no case less than twenty (20) feet from the pavement edge. Approach grades are restricted to not more than ten percent (10%). 11. All driveways and approaches shall be so constructed that they shall not interfere with the drainage system of the street or county road. The Applicant will be required to provide, at his own expense, drainage structures at entrances and exits, which will become an integral part of the existing drainage system. The Board of County Commissioners or their representative, prior to installation, must approve the dimensions and types of all drainage structures. '--.J PURPOSE MD SCOPE OF STUDY This report presents the results of a subsoil study for a proposed residence to be located at 0311 County Road 167, Glenwood Springs, Colorado. The project site is shown on Figure 1. The purpose of the study was to develop recommendations for the foundation design. The study was conducted in accordance with our agreement for geotechnical engineering services to you dated April 13, 1006. A field exploration program consisting of exploratory borings was conducted to obtain infonnation on the subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to detennine their classification, compressibility or swell and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsurface conditions encountered. PROPOSED CONSTRUCTION The proposed residence will be a one story wood frame structure above a walkout basement with an attached garage. Basement and garage floors will be slab-on-grade. Grading for the structure is assumed to be relatively minor with cut depths between about 3 to 8 feet. We assume relatively light foundation loadings, typical of the proposed type of construction. The existing residence will be razed prior to construction. If building loadings, location or grading plans change significantly from those described above, we should be notified to re-evaluate the recommendations contained in this report. Job No. I 06 0341 ~ ,- ~ I .J ··~ i -2- SITE CONDITIONS The property is occupied with a one story wood frame residence above a walkout basement and two out buildings consisting of a one story metal slab-on-grade shop/garage and a shed. Vegetation consists of landscaped lawn area with scattered evergreen trees. The ground surface generally slopes down to the west. The building area is located between two relatively flat topographic benches separated by a small steep slope. The Roaring Fork River is located about 150 feet west and below the building area. An abandoned septic tank is located along the upper east wall line of the proposed residence and an abandoned leach field may be located in the lower portion of the proposed building. SUBSIDENCE POTENTIAL Bedrock of the Pennsylvanian age Eagle Valley Evaporite underlies the lower part of the Roaring Fork River valley and the subject site. These rocks are a sequence of gypsiferous shale, fine-grained sandstone and siltstone with some massive beds of gypsum and limestone. There is a possibility that massive gypsum deposits associated with the Eagle Valley Evaporite underlie portions of the property. Dissolution of the gypsum under certain conditions can cause sinkholes to develop and can produce areas of localized subsidence. During previous work in the area, several sinkholes were observed scattered throughout the nearby ranch properties. These sinkholes appear similar to others associated with the Eagle Valley Evaporite in areas of the Eagle Valley. Sinkholes were not observed in the immediate area of the subject lot. No evidence of cavities was encountered in the subsurface materials; however, the exploratory borings were relatively shallow, for foundation design only. Based on our present knowledge of the subsurface conditions at the site, it cannot be said for certain that sinkholes will not develop. The risk of future ground subsidence on the property throughout the service life of the proposed residence, in our opinion, is low; however, the owner should be made Job No. 106 0341 ~ i -3- aware of the potential for sinkhole development. If further investigation of possible cavities in the bedrock below the site is desired , we should be contacted. FIELD EXPLORATION The field exploration for the project was conducted on April 26, 2006. Two exploratory borings were drilled at the locations shown on Figure 1 to evaluate the subsurface conditions. The borings were advanced with 4 inch diameter continuous flight augers powered by an A TV -mounted CME drill rig. The borings were logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples ofthe subsoils were taken with I % inch and 2 inch I.D. spoon samplers. The samplers were driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Logs of Exploratory Borings, Figure 2. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at the site are shown on Figure 2. The subsoils below 2 feet of fill in Boring 1 and 1 foot of topsoil in Boring 2 consist of sandy clay to II to I2 feet ov erlying silty sandy gravel with cobbles and boulders. Drilling in the dense granular soils with auger equipment was difficult due to the cobbles and boulders and drilling refusal was encountered in the deposit. Laboratory testing performed on samples obtained from the borings included natural moisture content and percent finer than No. 200 sieve. Results of swell-consolidation testing performed on a relatively undisturbed drive sample, presented on Figure 4, Job No. 106 0341 ~ .-, .. ~ I I .. -4- indicate low to moderate compressibility under conditions of loading and wetting. The laboratory testing is summarized in Table I. No free water was encountered in the borings at the time of drilling or when checked on May I 8 , 1006 and the subsoils were slightly moist to moist. FOUNDATION BEARING CONDITIONS The natural soils, below topsoil, are adequate for support of spread footing foundations. The upper garage footings will bear on the sandy clay soils and the lower walkout level footings may penetrate the sandy clay and bear on the sandy gravel. There is some risk of differential settlement for footings which transition from the sandy clay soil to the sandy soil. Fi11 and undesirable soils may be encountered in the old leach field area. The grade in overexcavated areas can be reestablished with a structural material such as pit run or road base compacted to 1 00 percent standard Proctor density at a moisture content near optimum. DESIGN RECOMMENDATIONS FOUNDATIONS Considering the subsurface conditions encountered in the exploratory borings and the nature of the proposed construction, we recommend the building be founded with spread footings bearing on the natural soils. The desi!:-'11 and construction criteria presented below should be observed for a spread footing foundation system. 1) Footings placed on the undisturbed natural granular soils should be designed for an allowable bearing pressure of I ,500 psf. Footings bearing entirely on the underlying dense bYI"avel soils can be designed for an allowable soil bearing pressure of 3,000 psf. Based on experience, we Job No. 106 0341 ~ fl :J r M ; -5- expect settlement of footings designed and constructed as discussed in this section will be about I inch or less. 2) The footings should have a minimum width of 16 inches for continuous walls and 2 feet for isolated pads. 3) Exterior footings and footings beneath unheated areas should be provided with adequate soil cover above their bearing elevation for frost protection. Placement of foundations at least 36 inches below exterior grade is typically used in this area. 4) 5) 6) Continuous foundation walls should be reinforced top and bottom to span local anomalies. Foundation walls acting as retaining structures should also be designed to resist lateral earth pressures as discussed in the 11 Foundation and Retaining Walls" section of this report. All existing fill, topsoil and any loose or disturbed soils should be removed and the footing bearing level extended down to the natural soils. The exposed soils in footing area should then be moistened and compacted. If water seepage is encountered. the footing areas should be dewatered before concrete placement. A representative of the geotechnical engineer should observe all footing excavations prior to concrete placement to evaluate bearing conditions. FOUNDATION AND RETAINING WALLS Foundation walls and retaining structures which are laterally supported and can be expected to undergo only a slight amount of deflection should be desihTI1ed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 50 pcf for backfill consisting of the on-site soils. Cantilevered retaining structures which are separate from the residence and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 45 pcf for backfill consisting of the on-site soils. Job Xo .. 106 0341 ~ ...., I I J ., -6- All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings , traffic , construction materials and equipment. The pressures recommended abo ve assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure. An underdrain should be pro vided to prevent hydrostatic pressure buildup behind walls. Backfill should be placed in unifonn lifts and compacted to at least 90 % of the maximum standard Proctor density at a moisture content near optimum. Backfill in pavement and walkway areas should be compacted to at least 95 % of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall, since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall backfill should be expected, even if the material is placed correctly, and could result in distress to facilities constructed on the backfill. The lateral resistance of foundation or retaining wall footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of0.35 for the clay soils and 0.50 for the gravel soils. Passive pressure of compacted backfill against the sides of the footings can be calculated using an equivalent fluid unit weight of 350 pcf. The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral loads should be compacted to at least 95% of the maximum standard Proctor density at a moisture content near optimum. Joh No. 106 034 I ~tech -. ~ ~ ·7· FLOOR SLABS The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab- on-grade construction. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch layer of free-draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 1 inch aggregate with at least 50% retained on the No.4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95 % of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site granular soils devoid of vegetation, topsoil and oversized rock. UNDERDRAIN SYSTEM Although free water was not encountered during our exploration, it has been our experience in mountainous areas that local perched groundwater can develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. We recommend below-grade construction, such as retaining walls, crawlspace and basement areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free-draining granular material. The drain should be placed at each lev el of excavation and at least 1 foot below lowest adjacent finish grade and sloped at a minimum 1% to a suitable !,l'favity outlet. Free-draining granular material used in the underdrain s ystem should contain less than 2 % passing the N o. 200 Job ~o -106 0341 ~ ....., - -8- sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches . The drain grav el backfill should be at least I 'lS feet deep SURF ACE DRAINAGE The following drainage precautions should be observed during construction and maintained at all times after the residence has been completed: I) Inundation of the foundation excav ations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first I 0 feet in paved areas. Free-draining wall backfill should be capped with about 2 feet of the on- site soils to reduce surface water infiltration. 4) 5) Roof downspouts and drains should discharge well beyond the limits of all backfill. Landscaping which requires regular heavy irrigation should be located at least 5 feet from foundation walls. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time . We make no warranty either express or implied . The conclusions and recommendations submitted in this report are based upon the data obtained from the ex ploratory borings drilled at the locations indicated on Figure I, the proposed type of construction and our experience in the area. If the client is concerned about MOBC. then a professional in this special field of practice should be consulted. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory borings and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this report. we should be notified so that re-evaluation of the recommendations may be made. This report has been prepared for the exclusive use by our client for design purposes. We are not respons ible for technical interpretations by others of our infonnation. As the project evolves, we should provide continued consultation and field services during construction to review and monitor the implementation of our recommendations. and to verify that the recommendations have been appropriately interpreted. Significant design changes may require additional analysis or modifications to the recommendations presented herein.
