Our proposal is to divide a 6.87+ acre tract into parcels of 3.21 acres and 3.66 acres for the purpose of constructing one single-family residence on each parcel. We would also like to request an exemption from the full review process as outlined in Section 3.02.01 of the Garfield County Subdivision Regulations. Sincerely, e Wes Burke Gary Roberts • 1 Proposal for the Burke -Roberts Subdivision The subdivision proposal is to split a 6.87± acre tract of land jointly owned by Judy Burke, Wes Burke and Gary Roberts into separate parcels of 3.66 acres and 3.21 acres. The tract was purchased by the said parties on January 10, 1980 with intent to split the tract for the purpose of constructing one single-family residence on each parcel. The below listed data should provide the required information for the proposal evaluation. 1. Legal Description A parcel of land situated in the NW 1/4 SW1/4 of Section 33, Township 5 South, Range 90 West of the Sixth Principal Meridian, Garfield County, Colorado, more particularly as follows: Commencing at the W1/4 Corner of said Section 33, the True Point of beginning; thence N. 89 57' 38" E. along the East-West center- line of said Section 33 1308.09 feet to the Westerly line of an existing dirt road; thence N.89 57'38" E. along said East- West centerline of Section 33 12.56 feet to the centerline of said dirt. road; thence leaving said East-West centerline of Section 33 S. 05 42'12" W. along said centerline of dirt road 25.44 feet to a point on the Northerly line of County Road #11; thence S. 68°59'01" W. along said Northerly line 13.99 feet to the Westerly line of said dirt road; thence continuing along said Northerly line°S. 68°59'01" W. 268.94 feet; thence along said Northerly line S.075 34'34" W. 452.30 feet; thence along said Northerly line S. 71 49'41" W. 511.41 feet; thence along said Northerly line S. 70°04'40" W. 87.30 feet to the West line of said NW1/4 SW1/4 of Section 33; thence leaving said Northerly line N. 06°24'07" W. along said West line 430.47 feet to the True Point of Beginning, containing 6.87 acres more or less. 2. History of Land Purchase The above listed tract of land was purchased by Wes Burke, Judy Burke and Gary Roberts from Jill Williams on January 10, 1980. This purchase was made with the understanding of all parties in- volved that the land would be split at a later date for the purpose of constructing one single-family residence each for the Burke and Roberts families. 3. Description of the Environment A. Soils and Geology The said tract is located on alluvial river terrace material con- sisting of fine -medium grained sandy silt mixed with rounded river cobbles. This material varies in thickness (30'-50') and overlays Mancos shale bedrock. • • B. Vegetation Vegetation of the tract consists of pinon-juniper trees, sage- brush, various grasses and cactus. The trees are concentrated on the north-eastern and eastern half of the tract. C. Wildlife Wildlife inhabiting the area consists primarily of small rodents, reptiles and various birds. Deer and elk cross the property on occassion to gain access to the alfalfa fields south of the county road. If required, a "No Dog" convenant would be instituted for the building sites in order to minimize possible disturbance of large animals. D. Slope and Aspect Slope of the property varies from 2%-40%. The portion of the tract selected for the two building sites averages 2%-8%. The southern portion of the tract bording the county road varies from 15%-40%. The tract has an elevated southern exposure which has excellent potential for the utilization of solar energy. Both residences have proposed solar designs. E. Natural Hazards Due to the elevated nature of the tract, flood hazard is non- existant. Rockfall, landslide and avalanche hazards do not exist. 4. Previous Land Use The historical and present land use of the tract has been simply vacant land or storage. The land has never been under cultivation and has very limited grazing capabilities. 5. Existing Improvements and Utilities Four -strand barbed wire fences are located on the north and west boundaries. An electrical power line extends across the northern boundary and a multi -strand telephone line is located along the county road on the southern boundary. A small log building is located on the western portion of the tract and a water tight, 14,500 gallon capacity cistern is on the extreme eastern portion. Existing access onto the elevated portion of the tract is via an 8' wide 12%+ grade unsurfaced road. • 1 6. Water A 25 gallon per minute water well was drilled, cased and tested during the spring of 1981 ( see enclosed water test data). This well is sufficient to provide water for both residences and will be owned in common by both landowners. 7. Sewage Sewage disposal for the two residences will be provided by in- dividual septic tanks and leach fields. Percolation tests shall be conducted for both building sites by a licensed engineer prior to design of the septic systems. 8. Access Access to the building sites shall be provided by the construc- tion of a 12' wide, 8% grade road with drainage ditch design. Portions of the existing road has been incorporated into the design to minimize disturbance. The remaining existing road will be re- contoured, waterbarred and seeded. Access onto County Road #11 shall be provided by the construction of a 25' radius turnout with a maximum grade of 3%. This area will allow for stopping distance and turn radius sufficient for auto- mobiles and service trucks. The excavation slope for the turn- out will be cribbed with treated timbers on a benched design to limit disturbance. All cut slopes will be rounded and seeded. An 18" diameter culvert will be installed in the county road ditch to provide drainage. 9. Fire Suppression An existing water tight cistern is located on the eastern portion of the Burke tract. This cistern has a capacity of 14,500 gallons and will be filled and maintained for fire suppression. A trail of sufficient width to allow trucks access to the cistern will be maintained along the northern portion of the tract or a pump system installed. The cistern will be filled from an irrigation ditch 250' north of the property or water will be trucked to the site. The access road along the southern portion of the tract will act as a barrier to wild fire down slope of the proposed building sites. I;c‹,t on must ale. After bailing over 2,000 gallons of water at the rate of 11.15 gpm, we were unable to make any significant change in the static level which remained at 46 feet from the surface. It is our approximation that the well will easily produce in excess of 25 gpm. The water is presently very sandy and not adequate for laboratory tests. Until this settles out, the abrasive condition would be damaging to most submersible pumps. DANIELSON State Engineer We have reviewed the information concerning this proposal to share a domestic well for a proposed two -lot exemption. Well permit number 116361 was indeed issued as a domestic well and it may be used for the proposed use. When proposals call for sharing a well, we condition our recommenda- tion for approval upon joint ownership of the well and the development of necessary easements and maintenance agreements. We did not receive informa- tion concerning the yield of the well; however, from your phone conversation with Keith Kepler of this office, it appears this may not be a problem and the county is giving this sufficient consideration.
