To split a 6.87 acre tract into two tracts of 3.21 acres and 3.66 acres each A/R/RD Approved domestic well with an estimated 25 gpm capacity, to be jointly owned SEWER: Individual septic system for each parcel ACCESS: Private road from County Road 240. I. RELATIONSHIP TO THE COMPREHENSIVE PLAN: The proposed subdivision lies in District C (Rural areas -Minor Environmental Constraints) of the County Comprehensive Plan. It is also one (1) mile of the Urban Area of Influence (District A) for the Town of New Castle, where it is recommended that densities not exceed one (1) dwelling unit per two (2) acres. II. MAJOR ISSUES AND CONCERNS: A. Staff Comments: 1. The approved well and pump application is confusing in that it indicates application for household use, yet it is approved for domestic use. 2. An existing eight (8) foot wide 12% grade road serves the site presently, but it is proposed that it will be replaced by a 12 foot wide 8% grade road of compacted gravel. B. Review Agency Comments: Division of Water Resources - verbal confirmation of the well's usage as a domestic well capable of serving two dwellings, with written verification to follow. III. RECOMMENDATION : On February 2, 1983, the Planning Commission made the following recommendation: Approval of the Sketch Plan and exemption from further subdivision review with the following conditions: 1. The legal descriptions of the parcels shall include the following: a. Description of the perpetual road easement to each parcel; b. Description of the maintenance easement to the well from each parcel; c. A minimum of 5 gpm of water conveyed to each parcel; 2. The applicant shall submit a $200.00 school assessment fee to the Planning Division prior to signing of the exemption resolution; 3. No further splits shall be allowed by the exemption process on each parcel; 4.
