On February 11,2000, I revievrred the Craig Subdivision exemption' The only
issue that I see is the entance to CR 319'
My recommendations are:
1. Developer must obtain a driveway permit from the Road & Bridge
dePartment.
2. Entrance will be required to meet all drainage and sight
recommendations.
All traffic control devices will be installed by the developer and will
conform to the manualon uniform traffic control devices.

Dear:Ms. Craig,
Thank you for your Final Plat mylar submittal with accompanying documents. Upon review of the information
submitted, staffhas detennined that the submiual is incomplete. The following is a list of information which
must be submiued to staffto review for Final Plat signing and recording as was approved by the Board of
County Commissioners at the regular meeting of Monday March 13, 2000:
1. The applicant shall provide proof of legal and adequate source of domestic water for each
lot created and will demonstrate that the water supply will the following:
A written opinion of the well test that this well
should be adequate to supply water to the number of proposed lots;
An assumption of an average of no less than 3.5 people per dwelling unit,
using 100 gallons of water per person, per day;
The water quality tested by an independent testing laboratory and meet
State guidelines concerning nitrates.

A Home Owner's Association must be formed before Final Plat recording, to act as the
grantee of the access and utility easement from the grantor (the applicant's). This Home
Owner's Association must accept the access and utility easement on the subject property
as depicted on the submitted plan and ensure that access will be provided to Lots 1,2, and,
3 in perpetuity. It is not acceptable to simply mention this in any covenants submitted such
as in Section 2.1 of the submitted covenants. Further, the Home Owner's Association must
be formed and be active prior to Final Plat recording. If your attorney has any questions as

to how to accomplish this, please have them contact the County Attorney's office.
Since the proposed access to the lots on the subject properly will be a private road, a road
management plan/agreement will need to be completed and included as a covenant of the
Home Owner's Association. This plan/agreement must include how the road on the subject
property as depicted on the submitted plan will be maintained to provide year-round access
for standard automobiles to all lots within the subdivision exemption. This will include but
not be limited to designating the Home Owner's Association as the entity that will
maintain the road to a standard that will be accessible to standard automobiles on a year-
round basis. A description of maintenance to be performed on the access road must be
inoluded in the plarVagreement and must include but not be limited to snow removal,
grading and other required maintenance to ensure year-round access. How maintenance of
the road will be financed must also be included in the plar/agreement. This
plan/agreement will be a condition of recording of any Final Plat, and will need to be
recorded as a covenant to the Home Owner's Association prior to or with any Final Plat
recording. The submitted covenants do not adequately address this information. A separate
road management plan/agreement with sufficient detail as described above must be
completed and included as a portion of the covenants. If your attomey has any questions as
to how to accomplish this, please have them contact the County Attorney's office.
Since the well on the subject property is to be shared among lots 1,2, and 3, a well sharing
agreement separate from any proposed covenants between these three lots must be
completed. This well sharing agreement must include but not be limited to how each of
lots l, 2,and3 will have an interest in the well to ensure adequate water supply. How
common infrastructure (well, pipes etc) will be constructed, maintained and financed must
also be included in this agreement. Further, it should be stated within the agreement that
individual property owners are responsible for the construction and maintenance of the
portion of the infrastructure (pipes etc.) located on their property and providing water
solely to their property. This must be completed and recorded in conjunction with any
Final Plat recording. The submitted covenants refer to the well supplying water to lots 1,2,
and 3. However, a separate well sharing agreement whioh is not to be a part of the covenants
must be written with sufficient detail to address the above information. This agreement must
also address how the well will be maintained should not all three (3) lots be sold. If your
attomcy has any questions as to how to accomplish this, please have them contact the County
Attorney's office.

Dear Mr. Porter
ln regards to the well on the above referenced property, the water production of this well
is greater than 5 Gallons Per Minute. Over a}4-hour period, the well will produce 7200
gallons of water.
In my professional opinion, with the proper storage tank system, this well would be
adequate to supply water for 3 dwellings. If the average household use per person is
estimated at 100 gallons per day, with 3 dwellings at 3.5 persons per dwelling, equals
10.5 persons total with an average daily usage totaling 1050 gallons per day. In tum, this
would leave 6150 gallons of water unused that the well could produce.
