The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Pennanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl; tub or shower, toilet stool; hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
S. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all me and IRC requirements;
6 . Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, anchor State
Agencies where applicable.

In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. Adequate and
complete information will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant may result in the
delay of the permit issuance and in proceeding with building construction. The owner or
contractor may be required to provide this information before the plan review may proceed. This
causes delays because other plans that are in line for review may be given attention before the
new information may be reviewed after it has been provided to the Building Department
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. H you do not, it may
be helpful to obtain a book titled "DweDing Construction Under the Uniform Building
Code". This book is available to you through this department at our cost. Also, please
consider using a design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior
to and during design.

Plans to be included for a Bullding Permit must be on draft paper at least 18"x 24"" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
line. A section showing in detail, from the bottom of the footing to the top of the roof, including
re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house-rap, (which is required), siding or any approved buildhig material.
A window schedule. A door schedule.
A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per
square foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload
of 15 pounds per square foot and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC.
AppHcants are required to indicate appropriately and to submit completed checklist at
time of appUcation for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or
other buildings, setback easements, and utility easements showing distances to the
property lines from each comer of the proposed structure prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Slopes of 30%
or more on properties must be show on site plan. NOTE: 106.3.1 (7.) Any site plan for
the placement of any portion of a structure within 50 ft. of a property line and not within
a previously surveyed building envelope on a subdivision final plat shall be prepared by a
licensed surveyor and have the surveyors signature and professional stamp on the
drawing . Any structure to be built within a building envelope of a lot shown on a
recorded subdivision plat, shall include a copy of the building envelope as it is shown on
the final plat with the proposed structure located within the envelope.

Gentlemen:
This is to confirm our review of the subject steel buildings as originally designed by
Metallic under the provisions of the 97 UBC.
The structures were designed for a roof snow load of 40 psf and will comply with the
uniform roof snow provisions ofthe 2003 International Building Code (IBC).
The structures as designed will reasonably comply with the wind and seismic provisions
ofthemc.

Re: Buildings E and F.
Dear Roland,
In review of the file and in discussions with the Carbondale Fire District, it appears the
present development at Cattle Creek-Midland Exemption is pushing the limits of what is
safe with regards to available fire flow water supply for this project. The proposed
addition of Buildings E and F will not have the required water supply as per Appendix B
of the 2003 IFC. As outlined in the letter dated November 8, 2005 from the Carbondale
Fire District to you, further development cannot take place until compliance is met with
the fire flow requirements outlined in Appendix B and Section 508.2 of the 2003 IFC
adopted and amended by the county.
It would appear the additional development requested has surpassed the infrastructure in
place. We will not issue any other permits for further development until the provisions of
the 2003 IFC are met.

RE: 0062 County Road 113-Building H, Water Supply for Fire Protection
Dear Roland,
I reviewed the proposal for supplying water to the proposed automatic fire sprinkler system for
Building H. A water supply of 10,000-15,000 gallons would be reasonable to supply the
proposed automatic fire sprinkler system in the short term. There are problems however with
using the water stored in the 10 -inch main and the well pump supply in the calculations for
reasons which I will outline. As the Cattle Creek Commercial Center continues to develop in the
future, past Building B, G and H, a water supply must be provided that meets the requirement of
International Fire Code -Appendix B, adopted by Garfield County. Hopefully this can be
coordinated with the needs of the proposed Bair Chase development and be serviced by the
Roaring Fork Water and Sanitation District.
I would like to start by clarifying the water supply calculations contained in the proposal. I
understand by your phone message that you have also discovered the error in the calculations.
I gallon of water is equal to 0.134 cubic feet. Conversely, I cubic foot equals 7.48 gallons of
water. 15,000 gallons of water is equal to 2005.2 cubic feet of water. In a 21,000 square
building 2005.2 cubic feet of water equates to a depth of 1.15 inches.
The majority of the water supply contained in the 10-inch water main may not be available for
effective use by the automatic sprinkler system. Depending upon design, ESFR sprinklers
require a minimum pressure of 15 to 50 pounds per square inch (psi) of pressure to operate as
designed. For argument sake, we will assume 15 psi (K25) heads are used, equaling a minimum
34.5 feet of head to operate an individual sprinkler head. In Building H, sprinkler heads may be
installed up to an elevation above the floor of approximately 30 feet. Total head requirements
for these operating sprinkler heads would be 64.5 feet plus any additional pressure needed to
overcome friction loss in the sprinkler system.
Underwriters Laboratories Inc. has conducted full-scale fire tests utilizing 15-psi K-25 heads.
Eight tests were conducted with various ceiling and storage heights. The number of heads
..
activated during the tests ranged from one to nine. Three tests were conducted with ceiling
heights of 30 feet and storage heights of 20-25 feet, similar to Building H. During two of the
tests, six sprinkler heads operated. Operation of six heads would require a minimum flow rate of
600 gallons per minute. A 10,000-gallon water supply would operate six heads for
approximately 17 minutes. This would be close to the expected response and setup time for fire
apparatus. This however would be complicated by the fact that any additional water would have
to be provided from alternate sources. Due to these complicating factors and lack of long
duration water supply, a monitored automatic smoke detection system must be provided to help
provide early fire department notification.
Although the well pump is capable of producing more than 100 gallons per minute (enough to
operated one head), the quantity available at an adequate operating pressure has not been
established. The manufacturer should be able to provide pump performance data for the well
pump . I would like to review the performance data so that we can get and idea of how the
system would perform up until the time a water storage tank is installed.
The following are of the minimum requirements that would be acceptable for Building H,
consistent with the International Fire Code Table 2306.2. Installation of an ESFR sprinkler
system would be in lieu of the heat and smoke venting, and area separation requirements of
Table 2306 .2:
1. Provide an ESFR sprinkler system installed in accordance with NFPA 13, 2002 edition
and State of Colorado regulations with the exception of the temporary water supply. The
system shall be hydraulically calculated using a storage tank elevation compatible with
the existing Roaring Fork Water and Sanitation District water system. The temporary
tank shall be installed in an approved location consistent with the hydraulically calculated
requirements of the sprinkler system.
2. Flush water mains prior to connection of sprinkler system in accordance with NFPA 25,
Standard for the Installation of Private Fire Service Mains and Their Appurtenances
3. Install a temporary water storage tank with a minimum capacity of 10,000 gallons. The
tank shall be installed during the summer of 2006 with security provided for
performance.
4 . Provide a monitored automatic smoke detection system for the building.
5. Provide performance data for the existing well pump.

In response to your letter regarding the fire protection for the above referenced building dated
November 8, 2005, I would like to confirm our plans for compliance with your list of
requirements.
1. We have contracted to install a sprinkler system using the ESFR heads and the system
is currently being fabricated.
2. The water mains will be flushed prior to connection.
3. We will install a water storage tank with a minimum capacity of 80,000 gallons. The
tank will be installed during the summer of 2006, and security will be provided for performance.
4. In lieu of the monitored smoke detection, we have chosen to install increased water
storage as stated above.
5. Existing well pump performance will be submitted.
Regarding Buildings E & F currently under review by the Garfield County Building Department,
I trust this water storage capacity in addition to the ability to draw water from Cattle Creek will
provide sufficient water for tire flow to service these additional structures. Please contact Andy
Schwaller so that the building permit review may continue.

7. Glazing in an individual fixed or operable panel, o~her than those
loca~ions described in items 5 and 6 above, than meets all of the
following conditions:
7.1 Exposed area of an individual pane greater than 9 square feet.
7.2 Exposed bottom edge less than 18 inches above the floor.
7.3 Exposed ~op edge greater than 36 inches above the floor.
7.4 One or more walking surfaces within 36 inches horizontally of
the plane of ~he glazing.

8. Glazing in guards and railings regardless of the area or height
above a walking surface.
9. Glazing in walls and fences enclosing indoor and outdoor swimming
pools, hot ~ubs and spas where all of the following are present:
9.1 The bottom edges of ~he glazing on the pool or spa side is
less ~han 60 inches above the walking surface.
9.2 The glazing is within 60 inches of ~he water's edge.
10. Glazing adjacent to stairways, landings and ramps within 36 inches
horizontally of a walking surface when the glass is less than 60
inches above the plane of the walking surface.
11. Glazing adjacent to stairways within 60 inches horizontally of the
bottom tread of a stairway in any direction when the exposed glass
is less than 60 inches above the nose of the tread.

Bill,
Building F is the most northern building in the cluster of 4 buildings. They are amending the existing plan
to extend the building 25 ft. toward the creek. From their site plan, it will only leave about 12 ft of paved
driving surface between the building and what maybe a slope. The building will still have at least 20 ft of
paved driving service on the 3 other sides . Is the above O.K . with you? Also, this is the building that will
not receive a C.O. until the fire flow situation is fixed.
