I. RELATIONSHIP TO THE COMPREHENSIVE PLAN:
This parcel lies within District C and D (Rura1 Areas,/Ivlinor and Moderate
Environmental Constraints of the County Comprehensive Plan. The
Comprehensive PIan recommends that these districts have I dwelling unitper 5 acres.
II. DESCRRIPTION OF THE PROPOSAL:
A. Site Description: The site is gently sloping and covered with native
vegetation.
B. Project Description: The applicant proposes to subdivide a 35 acretract into three tracts of 5,5, and 25 acres each.
III. MAJOR ISSUES AND CONCERNS:
A.Staff Comments:1. There is an empty cabin and a large house and outbuildings on the
25 acre parcel, and an empty trailer on one of the proposed 5acre parcels.
Proposed access for both60' easement through the
5 acres parcels is by way of a common
proposed 25 acre tract.
3 Currently there is a 24' gravel access road on the east side ofthe property leading to the house located on the proposed 25 acreIot. This will serve as the main access road for all 3 parcels.
B. Review Agency Comments:
1. The Division of Water Resources sent a letter dated July 7, I9B3stating that they can issue the needed well permit or permitspursuant to a contract between the District and the developer.
They also suggest that these contracts then be turned over to theindividuals who purchased the lots.
On August L2,1983 in a phone conversation with the Rifle FireDistrict, Gary SwaIIow stated that one 500 gallon cistern for
each lot would be adequate for the proposed Cache Creek

IV. FINDINGS:
1. The sketch plan conforms to Section 4.01, sketch plan requirements of
the Garfield County Subdivision Regulations.
2. The sketch plan conforms to the requirements of the zone district in
which the development is located.
3. The proposed land use wiII be compatible with existing and permitted
land uses in all directions.
4. The sketch plan is in general conformance with the County
Comprehensive PIan.

That aII road and ditch easements be noted on the final plat and inthe legal descriptions and deeds to each parcel. These easements
include: 1) A I0' access, repairr rndintenance easement for allirrigation ditches on the property;
2) A 40 | access road easement for each parcel concerningthe main access road;
3) A 60r common access to both 5 acre parcels; these deeds
shall be reviewed by the County Attorney prior to final
approval of the sketch plan and exemption from fuII
subdivision review;
That a signed agreement with the West Divide Water ConservancyDistrict be submitted prior to final- approval.x
