The following items are required by Garfield County for a final Inspection:
1) A final Electrical Inspection from the Colorado State Electrical Inspector.
2) Permanent address assigned by Garfield County Building Department and posted at the
structure and where readily visible from access road.
3) A finished roof; a lockable building; completed exterior siding; exterior doors and windows
installed; a complete kitchen with cabinets, sink with hot & cold running water, non-absorbent
kitchen floor covering, counter tops and finished walls, ready for stove and refrigerator; all
necessary plumbing.
4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running
water, non-absorbent floors, walls finished, and privacy door.
5) Steps over three (3) risers, outside or inside must be must have handrails. Balconies and decks
over 30" high must be constructed to alliBC and IRC requirements including guardrails .
6) Outside grading completed so that water slopes away from the building;
7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of
extenuating circumstances., i.e. weather. Under such circumstances A Certificate of
Occupancy may be issued conditionally.
8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY (C.O.) WILL NOT BE ISSUED UNTIL~ THE
ABOVE ITEMS HAVE BEEN COMPLETED.
A C.O. MAY TAKE UP TO 5 BUSINESS DAYS TO BE PROCESSED AND ISSUED.

In order to understand the scope of the work intended under a permit application and expedite the issuance of a
permit it is important that complete information be provided. When reviewing a plan and it's discovered that
required information has not been provided by the applicant, this will result in the delay of the permit issuance
and in proceeding with building construction. The owner or contractor shall be required to provide this
information before the plan review can proceed. Other plans that are in line for review may be given attention
before the new information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your project and
provide adequate information to facilitate a plan review. Also, please consider using a design
professional for assistance in your design and a construction professional for construction of your
project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado
Registered Design Professional.
To provide for a more understandable plan and in order to determine compliance with the building, plumbing
and mechanical codes, applicants are requested to review the following checklist prior to and during design.
Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks,
balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade
line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap,
(which is required), siding or any approved building material. Engineered foundations may be required.
Check with the Building Department.
A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to
withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B
or C, and a 36 inch frost depth.
All sheets need to be identified by number and indexed. All of the above requirements must be met or your
plans will be returned.
All plans submitted must be in compliance with the 2003 IBC, IPC, lMC, IFGC, and IFC.
Applicants are required to indicate appropriately and to submit completed checklist at time of
application for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings,
setback easements, and utility easements showing distances to the property lines from each comer of
the proposed structure prepared by a licensed surveyor and has the surveyors signature and
professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan.
(NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a
property line and not within a previously surveyed building envelope on a subdivision final plat shall
be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the
drawing. Any structure to be built within a building envelope of a lot shown on a recorded
subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the
proposed structure located within the envelope.

SURFACE FACILITY EASEMENT
This EASEMENT AGREEMENT is made and eotercd into effective as of the 1st day of
May, 2007 (the "Effective Dafej by and between BJM, Ltd.~ a J.jmifM Partomsbip.
whose principal place of business is 408 Rifle Court, Broomfield, Colorado 80020
(hcrciDafter '-orantor") and Autero Resource$ Pipeline Corporation, whose principal
piKe of business is 1625 11• Street, Suite 300. Denver. Colorado 80202 (hereinafter
"Oranteej.
WHEREAS, Grantor owns certain property (the "Lands; located in the SW /4 Section
3D-T6S-R92W Garfield County, Colorado that Grantee is interested oocUpying for the
purpose of installing. constructing. operating and mqjntaining certain gas handling
facilities for collectiDg, separatin& compressin& dehydrating. treating and/or processing
gas produced from wells into Gmntee~s pipeline system; and
WHEREAS, Grantor desires to grant an exclusive easement to Grantee fur such purposes;
NOW, 111EREFORE, in c:onsideration of the mutual promises conWned bercio, the
receipt and sufficiency of which is hereby acknowledged, the parties enter into this
Easement Agr=nent ("Easement; as follows:
1. Grant of Easement. Gnmtor hereby grants to Gran~ its successors and assigns,
a free and unobstructed easement described on Exhibit A, to lay, construct,
inspect, maintain, repair, operate, alter, replace; relocate, change the size 0~
abandon in place and remove at will, in whole or in part, pipelines for the
transportation of oll, gas, petroleum and other gases, fluids or substances which
can be traosportecl through a pipeUne and all appudeoaDt &cilities thereto,
including without limitation, all drips, valves, fittings, ~ aerial markers,
graphite and steel anodes and other devices for the control of pipeline corrosion,
and similar appurtenances as may be necessary or convenient in the operation of
said pipelinc(s) over, across, under and upon the 1ands described in Exhibit A, for
the purposes of installing, constructin& operating and maintaining certain gas
handling facilities for collecting, separatin& compressing, dehydrating, treating
and/or processing gas produced from wells into Grantee's pipeline system.
Grantee shall bave the right to expand or oontract the size of the Easement during
the tenn of the Easement, at its sole discretion, as long as such expansion or
contraction is coofined to the five {5) acre site described on the attached Exhibit
A.
2. Term of Easemeqt. The term of the Easement shall be perpetual, from and after
the Bffecti.ve Date, until canceUed in writing by Grantee.
3. Purpose of F!!'T"!'t. This Basement is granted for the purpose of allowing
Onmtee the right to install, co~ operate, repair and maintain, on the Lands, a
compression station, dehydration facilities, uming fapilities, processing facilities,

separation equipment, btnldings, pipeline connections, tanks. buildings, and
fixtures necessary, in its judgment, for the safe and successful operation of the
facilities. Grantee shall have the full, ftee, and exclusive use of the surface of the
Lands during the term of this Easement. together with tbe right of ingress and
egress to and 1ivm the Lands, and ~ over, and across other ·lands owned by
Grantor. The route of the access road to the Lands shall be ag;eed upon between
Grantor and Grantee, and Grantee shall co~ct an~ majntain such access road
from Co~ Road 333 to the LaDds at its sole cost and risk.
4. Eaujpment Ownership and Termiwmon. All equipment, fixtures, and facilities
pW:ed on the Lands by Gran~ shall be and remain the property of Grantee.
Grantee sbal1 notify Grantor in writing if it wishes to terminate the Easement.
Upon notification of termination of this Easement, Grantee sball have a
reasonable time, not to exceed 180 days, in which to remove all of Grantee's
equipment, fixtures, aDd facilities. However, Grantee shaD be aUowed to abandon
in-place all below ground piping by purging such piping with inert gas, water or
mud and assigning such piping to Otaotor. Following the termination of this
Easement, Grantee shall restore the Lands, within reasonably acceptable industry
~ to its original condition as required by all applicable rules, orders, laws
and tegnlations.
S. ~-Grantor sball pay the real ...., taxes on the Lands. Grantee shall pay all
business property, personal property, ad valorem or other similar taxes assessed
against any struc~ ~ equipment, fixtures, and f8cilities placed on the
Lands by Grantee.
6. Site Maiptm•rg, Grantee shall construct and meintsin a security fence around
the perimeter of the Easement area where any of the above ground equipment is
located. The fencing material sba1l be approved by the Grantor. The access gate
sba11 be kept locked and secure when Grantee's personnel are not present The
color used for painting the facilities and used on the side of any buildings housing
the equipment shall also be approved by Grantor. The access road(s) to the site
shall be properly graded, drained. graveled and maintained by Otantcc for the term
of the Easement Grantee sbalJ keep the Easement fi:ee and clear of all debris,
litter and noxious weeds. Grantee sball operate and maintain the Easement and all
equipment located on the Easement in accordance with all applicable rules, laws,
orders and regulations.
7. Access to Records. Grantor shall have access to Grantee's construction, operation
and maintenance drawings and records, including ~y required reports. notices,
plans, tests or other documents during Grantee's normal business hours in the
office where Grantee maintains such records. However. Grantor may be required
to sip a Confidentiality Agreement prior to reviewin$ such data or information if
such information requested by Grantor is not within t1Je public domain.

8. AssiemnenL This rights granted herein may be assigned in whole or in part.
9. CovCIUIDt Rwming with the Land. This Easement, and all of its terms and
provisions shall extend to and be binding on the heirs, devisees~ executors,
administmlors, representatives, successors and assigns of Grantor and Oranme and
shall be a covenant running with the Land.
10. Uabllity and !ndsnnific&tiou. Grantee coveuants and agrees to fully defend,
protect, indemnify and hold harmless Orautor, its officers, directors, parln~
principals, employees and agents, from and against any and all claims, demand or
cause of action and any associated liability, east or expense (including but not
limitm to reasonable attorney fees and costs incurred in defense of Grantor and its
agents), for any damages or losses incurred in connection with Grantee's
constructi~ operation or maintenaoce activities located on the Easement or upon
any of the equipment located thereon.
11. Ap_plication of Law· This Easement shall be applied and construed in accordance
with Colorado law, without regard to 1he conflicts of laws principles 1hercof.
Additioually, Onmtee shall comply with all applicable rules, orders and
regulations of the Colorado Oil &: Gas Conservation Commission ("CCGCCj, or
its successor organization, in connection with Grantee's operations upon the
Lands for the term of the Easement
12. Recorded .Document This Easement shall be recordea by the Orantee, and a copy
of the recorded document sball be provided to Grantor.
